of election procedures in each voting precinct.
Election judges help guarantee that the
rights of voters are protected on
Election Day.
Who can apply?
You must be eligible to vote in
Minnesota and able to read, write,
and speak English. An election
judge cannot be a candidate on
the ballot in the precinct or closely
related to a candidate on the ballot in
the precinct or be domiciled, either
permanently or temporarily, with
any candidate on the ballot in
the precinct. Election judges

BC Municipal liquor operations for Brooklyn Center have been in
existence for the past 68 years. Over these many years we have seen
different locations, different employees, different customers, different
liquor laws and many different products. What has not changed in all
these years is our ongoing commitment to our customers. We have the
greatest customers amongst all the municipal liquor operations in the
entire state!
So what has changed in our 68 years of existence? Well starting back in
1949 the City placed its first liquor store at 6445 Lyndale Ave combined
with the fire station. Today that location is under construction and will
be home to Top Golf. We have more sales than we used to, in 1969
we hit $1 million in sales for the first time, it grew to $3 million in 1997
and had surpassed $6 million the past few years. BC liquor provides
approximately $1 million every four years for the City to spend on capital
improvements, typically parks and trails, that otherwise would have
come from the taxpayers.
What is awesome about today at BC liquor is our staff, in all these years
we have had the hardest working and most knowledgeable staff in the
industry. Employee’s continuously work on Product Information Trainings
(PIT’s), which allows us to provide our customers the best shopping
experience possible.
So what’s new after all these years? Sunday sales!!! As of July 2,
2017 Minnesota allow liquor stores to be open Sundays from 11am to
6pm. From the very first day we have had a huge success being open
Sundays at both locations. Whether it’s an early Sunday morning rush
as customers get prepared to watch their favorite sports team play or
customer’s enjoying the additional available time over holiday weekends.
Once a year we have a rare beer release, this year and in future years
we plan to do this every Sunday in July. People have been known to line
up hours before we open to get these special hard to find beers. We
recently finished our 9th year participating in Darkness Days with Surly
Brewing serving hordes of excited customers coming to Brooklyn Center
for this one day event.
Why do we do all this? The profits are nice for taxpayers, but there is
more. We in municipal liquor feel our control of alcohol is in support
of our community values. We are diligent in training our people how to
spot minors attempting to buy or people who are obviously intoxicated.
Municipal liquor also allows the City to control the number and locations
of liquor stores throughout the City.
What will the future bring? Probably not alcohol
delivery by drones! We will continue to look at
our operation and how we can better serve our
customers. Maybe a larger outlet and more stores?
Maybe looking at ways we can help the customer
have an excellent and speedy experience at our
stores. If you want to see something in particular at
your favorite BC liquor store feel free to email Tom
Agnes, Liquor Operations Manager at Tagnes@
Brooklyncenterliquor.com or reach out on social
media.
We hope you have enjoyed this look back through
history at the life of a local municipal liquor store.
And please come help us celebrate responsibly our
68 years of business at either location 5625 Xerxes
or 6930 Brooklyn Blvd in the Great City of Brooklyn
Center.

Community Engagement
On Tuesday, February 27, 2018 the City of Brooklyn Center hosted a Black
History Month event in partnership with CEAP and Brooklyn Center Community
Schools. The event entitled, “A Soulful Story of Black History in America,”
featured Dr. Reggie Edwards, Brooklyn Center’s Deputy City Manager, as
presenter. During the presentation Dr. Edwards used pivotal events, family
stories, historical facts and personal reflections to tell a riveting chronological
and thematic story of black history in America. The event was attended by
City Council members, staff, MAC members, school board representatives,
residents and community partners. Thank you Hennepin County Library
(Brooklyn Park) for donating bookmarks listing New Books to Read by African
American Writers.
What is important to you in a City Celebration held here in Brooklyn Center? Is it a Parade, Entertainment, Teen Activities or
something else? On Thursday, January 25, 2018 the City of Brooklyn Center held a City Celebration Community Dialogue session.
During the event attendees were able to share with us what they think is important to them in a City Celebration. This input was
needed to help us create a new vision for our City’s summer celebration (Earle Brown Days). Anyone unable to attend the event
was given the opportunity to submit feedback by completing a survey. This years’ celebration will be held from Thursday, June 21
– Saturday, June 23, 2018. If interested in volunteering at the event, contact us by email at recreation@ci.brooklyn-center.mn.us
or over the phone by calling 763-569-3400.

DIALOGUE SESSION
On Wednesday, January 31, 2018 the City of Brooklyn Center in
partnership with the Brooklyn Center Community Schools held a
joint dialogue session. The event entitled, “Stress of Parenting: A
Look at Mental Health in Adolescents,” explored the link between
trauma and toxic stress of urban youth and the challenges to
their constructive development. During the session, attendees
learned how to understand the importance of being aware of
personal perceptions and beliefs so not to add to the trauma.
Brandon Jones M.A. Psychotherapist, Professor, & Behavior
Health Consultant gave the presentation. Session evaluations
were distributed to all attendees with a request to provide ideas

MINNESOTA SEVERE WEATHER AWARENESS
WEEK
Severe Weather Awareness week is April 9 – 13, 2018. During this week, families,
communities, schools and local businesses are encouraged to review and talk
about their emergency plans and how they can prepare for upcoming severe
weather season.
Each Day of the week will highlight an important seasonal weather safety topic:
• Monday – Alerts and Warnings
• Tuesday – Severe Weather, Lightning and Hail
• Wednesday – Floods
• Thursday – Tornadoes (with statewide tornado drills)
• Friday – Extreme Heat
Tornado Drill
There will be two statewide tornado drills on Thursday, April 12, 2018. The first
drill is at 1:45 p.m. and allows businesses and schools to practice their emergency
plans. The second drill is at 6:55 p.m. and will allow families to practice their plans.
Watch vs. Warning
• Watch means conditions are favorable for severe thunderstorms or tornadoes
• Warning means a severe thunderstorm or tornado has been spotted by radar
or trained spotter.
• Outdoor Warning Sirens
• Outdoor warning sirens are meant to be heard outside. The system is not
designed to provide notification inside your home or business. When sirens
sound, residents should always seek shelter and tune to local weather
information on radio, television, or NOAA Weather Radio for more information.
• Hennepin County does not issue an “all-clear” tone from the outdoor sirens.
The threat of severe weather does not stop when the sirens stop. Continue
to shelter and stay tuned to local weather information on radio, television or
NOAA Weather Radios for the duration of the warning period.
• If the siren sounds while you are in your vehicle, seek shelter immediately.
The safest place to be is in a sturdy building, on the lowest level away from
windows. If there is not a building nearby, and the tornado is approaching
quickly, get as far away from the road and cars as possible and lie in a low area
covering your head with your arms. Do not go under an overpass; the bridge
could collapse or become a wind tunnel with flying debris.
• Hennepin County tests the outdoor warning sirens the first Monday of every
month at 1 p.m.

Public Works
Firehouse Park Area
Reconstruction Project
The proposed roadway and utility
improvements include full street
reconstruction of all streets consisting of
new concrete curb and gutter, bituminous
paving, replacement of a majority of the
sanitary sewer, partial replacement of
the watermain, storm sewer upgrades
and street light replacements. Work
is expected to begin in May on this
project and should be completed by
fall 2018. Weekly progress reports
available on the City’s Website at www.
cityofbrooklyncenter.org.
Brooklyn Boulevard Corridor
Project Phase 1
The proposed reconstruction and
streetscape improvements are expected
to improve roadway safety, enhance
traffic operations, reduce access
points and provide improved bicycle
and pedestrian facilities for a 1.4-mile
segment of the corridor in Brooklyn
Center between 49th Avenue and just
north of Bass Lake Road (County Road
10). The project will enhance bicycle
and pedestrian travel by adding a trail,
improving sidewalks, transit stops,
adding streetscaping and landscaping
and improving the functionality of
intersections with modified turn lanes.
Work is expected to begin in June and
should be completed by fall 2019.
51st Avenue Reconstruction
Project
The proposed roadway and utility
improvements include full street
reconstruction of 51st Avenue from
Brooklyn Boulevard to Xerxes Avenue
consisting of new concrete curb and
gutter, bituminous paving, complete
replacement of the sanitary sewer,
complete replacement of the watermain
and storm sewer upgrades. The service
road west of Brooklyn Boulevard will be
removed and Lilac Drive will be extended
from New Millennium Academy to the
Trunk Highway (TH) 100 south ramp.
Work will be completed with the Brooklyn
Boulevard Corridor Project Phase 1 and
is expected to begin in June and should
be completed by fall 2018.
Bellvue Area Street
Rehabilitation
The proposed roadway improvements
include street rehabilitation of all streets
in the Bellvue Area consisting of a two-
inch mill and overlay of the bituminous
pavement, spot repairs of the curb and
gutter, spot repairs of the sidewalk and
minor utility repairs. Work is expected
to begin in the summer and should be
completed by fall 2018.
Chip Sealcoating
Chip sealcoating is scheduled to be
completed along City streets identified
in the Aldrich and Twin Lake areas along
with some other miscellaneous sections
of roadway as identified on the attached
map. Sealcoating is routinely completed
each year to preserve the pavement and
extend the service life of the roadway.
Public Works crews will complete crack
sealing and pothole patching prior to
applying a chip seal to the road surface.
Expect minor traffic delays and be aware
of workers in the roadway during this
two day project.
In 2018, the City of Brooklyn Center will be making the most of spring and
summer months to accomplish several projects. Included in the Public
Works Department’s “to-do list” this year are two Neighborhood Street
and utility reconstruction projects, a county road reconstruction project, a
street rehabilitation project and an annual street chip sealcoating project.
The following is an overview of these major capital improvements planned
for 2018.
Street Reconstruction Projects
For the past 24 years, the City’s Capital Improvement Program (CIP) has
included projects to reconstruct aging streets and maintain the public
infrastructure throughout the community. The CIP is a planning document
that presents a fifteen-year overview of potential capital improvement
projects and is available for review on the City’s Website at www.
cityofbrooklyncenter.org. The attached map identifies the residential streets
that are scheduled for improvements in 2018 as follows:
This information can also be accessed on the City’s Website at www.cityofbrooklyncenter.org
with progress on these projects updated regularly.

5-YEAR CAPITAL
IMPROVEMENT
PLAN
REPORTING SOIL EROSION AT CONSTRUCTION SITES
When storm water drains off a construction site, it carries sediment and other pollutants that harm
our local water resources. The State of Minnesota requires that contractors implement Best
Management Practices (BMPs) on construction sites to prevent polluted runoff and eroded soil
from entering storm drains. Common BMPs used on construction sites include silt fence, storm
drain inlet protection, stabilized construction exits, stockpile placement and protection and
temporary mulching and seeding.
Signs that BMPs are not working: • Sediment tracking in the road
• Muddy water flowing off the construction site • Dirt piled up around storm drains
Resident reporting can be a highly effective tool for finding and stopping pollutant discharge. If you
have any construction site or erosion control concerns, please contact the Engineering Division at 763-
569-3340 or publicworks@ci.brooklyn-center.mn.us.
The City’s Capital Improvement Plan (CIP) is a planning document that presents an
overview of scheduled capital projects to address the City’s goals for maintaining
public infrastructure. The CIP includes a long-term financing plan that allows the
City to allocate funds for these projects based on assigned priorities. Part of the
financing plan includes a portion of the roadway and storm sewer utility projects
that are assessed directly to adjacent property owners. The typical 2018 assessment
rate for a single-family home is $5,659 for a full reconstruction project, $3,265 for
a partial street reconstruction project and $1,440 for a pavement rehabilitation project (mill and overlay). Once assessed, payment
can be made upfront in full or in installments with property taxes over a 10-year period. Included is a map of the City showing the
upcoming 5-year CIP. If your street is highlighted, you should expect a project in your neighborhood as indicated.

is scheduled to occur for five consecutive
days beginning at 7:00 a.m. and continuing
until approximately 5:30 p.m.*
*Due to the nature of hydrant-flushing, the
number of hours per day or the number
of consecutive days needed to complete
the flush are subject to change. However,
City staff will do their best to adhere to the
schedule as posted.
Please note that flushing may loosen rust

their water before doing laundry and to
delay doing laundry, especially whites, until
the process is completed in their area (see

WATER LINE FLUSHING
WATER LINE FLUSHING (In Your Own Home or Business)
Because flushing out the City’s main lines in the street can stir up sediment
in homes, residents are encouraged to perform their own “annual
maintenance" after the crews have left the neighborhood. Here are some
tips for your own household or business flush:
• If you have a softener, put it on bypass for the duration of the flush.
• Remove aerators and mounted filters from faucets.
• Start by completely turning on both outside faucets (be sure to run hoses out
away from the house to avoid any problems near the foundation) and follow
with the laundry tub, kitchen sink and then bathtub.
• Run cold water only through each area on full for 15-20 minutes or until water
runs clear of rust or manganese (gray or blackish sediment).
• Replace aerators on faucets and take softener off bypass.
• Other recommended routine maintenance: Perform a hot water heater flush.
Check all water hoses leading to sinks, washing machines, or dishwashers for
leaks, rust and corrosion and repair/replace as necessary. Remove toilet tank
lids and check rubber flapper for leaks or damage.

WATERING
RESTRICTIONS:
ODD-EVEN
SPRINKLING BAN
May 1 through September 30
In spring of 2018, Water Tower No. 3 will be out of
service for painting of the exterior for 4-5 weeks
starting at the end of April. Following Water Tower
No. 3 will be painting Water Tower No. 2 which
will be out of service from June to October. Please
follow the watering restriction ordinance and use
the helpful tips below to conserve water.
Permanent water restrictions are in effect from
May 1 to September 30 every year according to
regulations adopted by the City Council. This odd-even
sprinkling ban does not apply to private wells—only to
properties on City water supply. This ban is defined in Section
4-202 of the City Ordinances. If, after proper warning, any
utility user who uses City water and is in violation of the
odd-even sprinkling/watering ordinance, a $25 per day fee
will be charged. This ban will be enforced.
LAWN AND GARDEN WATER CONSERVATION TIPS
From the American Water Works Association
• Morning is the best time to water most lawns. Water
EARLY and you can water LESS because more of the
water is absorbed into your lawn.
• Water only when your lawn needs it. To see if your lawn
needs watering, step on the grass. If it springs back up,
you don’t need to water.
• Let water sink in slowly. Lots of water applied quickly
mostly runs off. Let water sink in deep, to encourage
deep roots. Use a broom, not a hose, to clean driveways
and sidewalks.
• Put a layer of mulch around trees and plants to slow
evaporation of moisture and discourage weed growth.
COMMUNITY CLEAN UP EVENT AND ARBOR DAY TREE SALE
Sunday, April 22
1pm to 4pm
Join us for Brooklyn Center’s Earth Day tradition! The Shingle
Creek Clean Up has been a staple in Brooklyn Center for over 16
years. On Sunday, April 22, 2018, from 1pm to 4pm, stop by at
Centennial Park Amphitheater at 6301 Shingle Creek Boulevard
for this family friendly event. With everyone pitching in, Brooklyn
Center can take part in keeping our creeks, lakes, ponds and rivers
clean; improving the water quality of not only the metro area but
the entire Mississippi watershed all the way to the Gulf of Mexico.
Do your part by helping to keep our community clean. Stay after
for some planned activities including; Touch a Truck and Paint a
Plow, along with snacks and prizes.
We’ll provide volunteers with grabbers, safety vests, bags and
gloves. However, feel free to bring your own pair of gloves. Dress
for the weather as the event continues rain or shine. See you
there!
In celebration of Arbor Day, the City will offer bare root trees at
wholesale rates to residents. This year there will be five species of
trees. Trees are on a first order basis and must be pre-paid. There
is a limit of three trees per Brooklyn Center household. Trees will
be available for pick-up at Centennial Park, south lot, located at
6301 Shingle Creek Parkway from 1:00 – 4:00 p.m. on Sunday,
April 22, 2018. There will not be refunds for trees not picked up
on April 22, 2018.
The trees will be sold in bare root form. The average caliper size of
these trees is 1-1.5 inches with an average height of 8-10 feet. The
cost per tree will be between $30-50 depending on the species.
For best results these trees will need to be planted the same day
they are picked up, Sunday, April 22, 2018.

TALL GRASS AND
WEEDS PROGRAM
Summer is upon us, that means
longer walks with our four
legged friends around the
neighborhood, grilling, various
gatherings with the family and
friends, and the inevitable yard
work. Brooklyn Center residents take
pride in their homes, neighborhoods, and
community. The City’s Tall Grass and Weed Program’s purpose
is to help support that vision. It is also in place to prevent
unwanted rodents, pests, and unruly sights. The City’s Grass
Inspectors are proactive and conduct City sweeps to assist with
keeping tall grass and weeds to a minimum. Grass and weeds per
City Code 19-1601, “must be mowed or trimmed
to a height of eight inches or less. Noxious
weeds must be destroyed or eradicated.
Noxious weeds include thistle, poison ivy,
poison oak, etc.”

AQUA ZUMBA®
Aqua Zumba is perfect for those looking to make a splash by
adding a low-impact, high-energy aquatic exercise to their fitness
routine. Aqua Zumba® blends the Zumba® philosophy with water
resistance, for one pool party you shouldn’t miss! There is less
impact on your joints during an Aqua Zumba® class so you can
really let loose. Water creates natural resistance, which means
every step is more challenging and helps tone your muscles. Wear
