Adjournment MINUTES OF THE PROCEEDINGS OF THE PARK AND RECREATION COMMISSION FOR THE CITY OF BROOKLYN CENTER IN THE COUNTY OF HENNEPIN AND THE STATE OF MINNESOTA REGULAR SESSION APRIL 17, 2018 COMMUNITY ROOM #221, COMMUNITY CENTER CALL TO ORDER Chair Sorenson called the meeting to order at 7:00 pm. ROLL CALL Chair Sorenson and Commissioners Bonovsky, Dalton, Ebert, Shinnick, Thorbus and Witalka were present. Chair Sorenson and Commissioner Ebert were absent and excused. Also present was City Council Liaison April Graves and Community Activities, Recreation & Services Director Jim Glasoe. APPROVAL OF AGENDA Chair Sorenson asked if there were any additions or changes to the proposed agenda. By consensus, the agenda was approved as presented. APPROVAL OF MINUTES — MARCH 20, 2018 There was a motion by Commissioner Shinnick, seconded by Commissioner Witalka to approve the minutes of the March 20, 2018 meeting of the Park & Recreation Commission as presented. The motion passed unanimously. COUNCIL LIAISON REPORT Councilmember Graves reported a number of items from the April 6fl' City Council update including; plans had been received for the new Luther Automotive Mazda Mitsubishi dealership, improvements to the registers area at Walmart were planned, the opening of a new Sprint store at 5500 Brooklyn Boulevard, that a problem rental property to had been purchased by a new owner that has a good reputation and updates on the Highway #252 project. Councilmember Graves noted the City Council would likely be taking up the issues of chickens being allowed in the residential neighborhoods and asked for Commissioner feedback. Commissioners provided their personal opinions. Councilmember Graves thanks the Commissioners for the feedback and noted this item might be referred back to them for official action and recommendation. JACOB ANDERSEN -NEW RECREATION PROGRAM SUPERVISOR CARS Director Glasoe introduced new Recreation Program Supervisor Jacob Andersen and provided some background on the creation of his position and the specific job responsibilities. Recreation Program Supervisor Andersen provided the Commission with background information regarding his education and previous work experience. The Commissioners welcomed Mr. Andersen and wished him well with his new duties. EARTH DAY/SHINGLE CREEK CLEANUP CARS Director Glasoe reported the planned April 21" Earth Day/Shingle Creels Cleanup activities had been cancelled as a result of the recent snow storm. Commissioner Bonovsky asked it the tree sale was still being held? CARS Director Glasoe noted he would find out and alert the Commissioners. LITTLE LEAGUE- OUTDOOR RECREATION GRANT REQUEST CARS Director Glasoe reported that the application for the Department of Natural Outdoor Recreation Grant had been submitted. Mr. Glasoe noted notification would not take place until May or June. DOG PARK Chair Sorenson noted the recent snow had made it impossible for Commissioners to identify and visit potential sites and asked that the item be placed on a future agenda. APRIL 4th COUNCIL/COMMISSION MEETING FEEDBACK CARS Director Glasoe asked if there was any feedback/suggestions regarding the April 0 City Council/Commissions meeting. Chair Sorenson noted the attendance by the Park & Recreation was quite good, with 6 of the 7 members able to attend. Commissioners noted the food, while good, was from a restaurant outside Brooklyn Center. Commissioners also noted the sound could be improved by asking presenters to speak into the microphone, or to use a wireless microphone. It was also suggested that the presentation podium be closer to the attendee tables. Councilmember Graves reported she would like to see the Brooklyns Youth Council and the Multi -cultural Advisory Committee invited in future years. OTHER Chair Sorenson noted that one of the Charter Commissioners had approached him during the Council/Commissions meeting concerning some underwater obstructions between Upper and Middle Twin Lake. Chair Sorenson indicated he had invited the Commissioner to a future meeting and would place the item on the agenda when scheduled. SET NEXT MEETING DATE CARS Director Glasoe noted the tentative date for next month's meeting had been set for May 17`x', following the Twin Lake Park neighborhood meeting. Mr. Glasoe informed the Commission that he had received a request from the Community Development Director Meg Beekman requesting time on the May agenda to discuss potential park dedication and to discuss the 2040 Comprehensive Plan. CARS Director Glasoe continued that a meeting following the neighborhood meeting might not be suitable for such robust conversations. After some discussion, the next meeting of the Park and Recreation Commission was set for May 15, 2018 at 7:00 p.m. MEETING ADJOURNED A motion was made by Commissioner Shinnick, seconded by Commissioner Ebert to adjourn the meeting at 7:37 p.m. The motion passed unanimously.
