HomeMy WebLinkAbout2018 11-13 CCM Study Session11/13/18 -1- MINUTES OF THE PROCEEDINGS OF THE CITY COUNCIL OF THE CITY OF BROOKLYN CENTER IN THE COUNTY OF HENNEPIN AND THE STATE OF MINNESOTA STUDY/WORK SESSION NOVEMBER 13, 2018 CITY HALL – COUNCIL CHAMBERS CALL TO ORDER The Brooklyn Center City Council met in Study/Work Session called to order by Mayor Tim Willson at 6:05 p.m. ROLL CALL Mayor Tim Willson and Councilmembers Marquita Butler, April Graves (arrived at 6:37 p.m.), Kris Lawrence-Anderson, and Dan Ryan. Also present were City Manager Curt Boganey, Finance Director Nate Reinhardt, Director of Public Works Doran Cote, Community Development Director Meg Beekman, Planner and Zoning Administrator Ginny McIntosh, Police Chief Tim Gannon, City Attorney Troy Gilchrist, and Mary Mullen, TimeSaver Off Site Secretarial, Inc. CITY COUNCIL DISCUSSION OF AGENDA ITEMS AND QUESTIONS Councilmember Ryan requested the following correction to the minutes of the October 15, 2018, Joint Work Session with the Financial Commission: Page 2, line 2 – replace “Move and Rebuild” with “ReMove and Rebuild” Councilmember Ryan requested the following correction to the minutes of the October 29, 2018, Joint Work Session with the Financial Commission: -Paragraph 7, line 2 - replace “Advancements” with “Improvements” It was the majority consensus of the City Council to accept the corrections to the October 15 and October 29, 2018, Joint Work Session with the Financial Commission meeting minutes. City Manager Boganey requested the addition of the following Agenda Item to tonight’s City Council Work Session Agenda: - Update on Development Activities Age-Friendly Community Initiative Councilmember Ryan reviewed a resident request for a program in Brooklyn Center similar to Brooklyn Park’s “Age-Friendly Community” initiative. He added the City of Brooklyn Center may already be providing similar programs and events. 11/13/18 -2- Councilmember Ryan agreed to bring flyers from Brooklyn Park’s program to the next City Council meeting for feedback and comment. Mayor Willson expressed his support and requested that Mr. Boganey forward this suggestion to the City’s outreach staff to determine whether to move forward. He added this could be added to an upcoming Work Session agenda. Mr. Boganey agreed and indicated he would discuss with staff to conduct an inventory of current levels of engagement. DISCUSSION OF WORK SESSION AGENDA ITEMS AS TIME PERMITS REVIEW OF TRANSIENT ACCOMMODATIONS ORDINANCE Police Chief Tim Gannon reviewed the City Ordinance related to Law Enforcement common practices for hotels and motels within Brooklyn Center. He stated the proposed amendments to the Ordinance will clarify definitions and make it easier to enforce. He added the implementation of standardized business practices would improve the safety and security at hotels in the City of Brooklyn Center. • Police Chief Gannon reviewed proposed amendments to the Ordinance: • Change the Ordinance name to Hospitality Accommodations Ordinance • Implement basic best practices for all lodging hospitality businesses in the City; • Broader definition of a “call for service”; • Correct the wording within “annual calls for service”, including the proposed enhanced point system; • A provision for Level 2 and 3 license holders to submit a Health and Safety Inspection. Police Chief Gannon stated the Ordinance would be amended to “Hospitality and Accommodations” rather than “Transient Accommodations”. He added this change would be implemented throughout the Ordinance. He noted the current procedure related to calls for service should also be expanded to include violations of City Code and any general call for service that requires a response from the Police Department. Police Chief Gannon stated the formula used to calculate points to determine the level of licensing should be clarified and amended. He noted health and safety inspections requirements and compliance with required corrections should be clarified. Police Chief Gannon stated City Staff reviewed this issue and have provided good strategies for implementing the necessary changes. He thanked City Staff, including Dr. Edwards, for their assistance. Mayor Willson asked whether the new title of “Hospitality Accommodations” will affect non- hotel properties, such as restaurants and entertainment complexes. 11/13/18 -3- City Attorney Troy Gilchrist stated the term would be defined the Ordinance. Councilmember Graves arrived at 6:37 p.m. Councilmember Lawrence-Anderson stated she supports the proposed changes. Councilmember Ryan agreed. He added the proposed changes are a result of direct experience and data gathered by members of the Police Force in the field, and he is satisfied with the research. Mr. Boganey stated City Staff will provide a draft Ordinance for the City Council’s review. Mayor Willson thanked Chief Gannon for his presentation. He added the City’s goal is to lessen the impact of crime on the City’s residents. He noted hotels and motels should have a more defined role in this process. ADJOURNMENT Councilmember Ryan moved and Councilmember Lawrence-Anderson seconded to close the Study Session at 6:40 p.m. Motion passed unanimously.
