Adjournment MINUTES OF THE PROCEEDINGS OF THE PARK AND RECREATION COMMISSION FOR THE CITY OF BROOKLYN CENTER IN THE COUNTY OF HENNEPIN AND THE STATE OF MINNESOTA REGULAR SESSION NOVEMBER 13, 2018 COMMUNITY ROOM #221, COMMUNITY CENTER CALL TO ORDER Chair Sorenson called the meeting to order at 6:30 pm. ROLL CALL Chair Sorenson and Commissioners Bonovsky, Dalton, Shinnick, Thorbus and Witalka were present. Commissioner Ebert was absent and excused. Also present was Community Activities, Recreation & Services Director Jim Glasoe. APPROVAL OF AGENDA Chair Sorenson asked if there were any additions or changes to the proposed agenda. CARS Director Glasoe indicated he would like an item added under "Other", 2018 Halloween Party Update. Commissioner Thorbus asked that an item related to cross country skiing and snowshoeing be added. By consensus, the agenda was approved as amended. APPROVAL OF MINUTES — November 16, 2018 Commissioner Thorbus noted she was not the only Commissioner expressing concerns regarding a dog park. It was agreed that the following language would be added under the Dog Park item. "Commissioner Witalka also expressed concerns regarding adding a dog park." There was a motion by Commissioner Witalka, seconded by Commissioner Dalton to approve the minutes of the November 16, 2018 meeting of the Park & Recreation Commission as amended. The motion passed unanimously. COUNCIL LIAISON REPORT Councilmember Graves was not able to attend, as the City Council was scheduled on the same day/time as a result of the Veterans Day Holiday. FREEWAY PARK -MASTER PLANNING PROCESS CARS Director Glasoe reminded the Commission that Freeway Park sits on property that is leased from the Mound Cemetery through 2041. Mr. Glasoe noted the City and Cemetery officials had been having ongoing discussions regarding the cemetery's need for additional gravesites prior to the 2041 lease termination. CARS Director Glasoe noted one of the critical pieces of information the City needed as part of the discussions, was related to the size and amenities needed for a park in that location. CARS Director Glasoe added the city had put out a "Request for Proposals" from consultants and that proposal from ISG had been selected. Mr. Glasoe reviewed the proposal and noted there would be a need for Commission participation in the process. CARS Director Glasoe indicated he would bring more information back to the Commission as it was available. 2018 HOLLY SUNDAY ACTIVITIES Cars Director Glasoe reported the annual Holly Sunday special event day was planned for Sunday, December 2" d from 2:00-5:00 pm. Mr. Glasoe provided an update of anticipated activities and encouraged everyone to attend. COMPREHENSIVE PLAN — IMPLEMNTAITION CHAPTER/COMMISSIONER COMMENTS CARS Director Glasoe reported the Comprehensive Plan review period was ongoing and noted one area where the City was looking for specific comment was the Implementation Chapter. Commissioner Witalka noted an emphasis in the plan on affordable housing and added he felt there was already ample affordable housing and was looking to increase the variety of housing options. Chair Sorenson suggested that an emphasis on pedestrian safety by the City and Schools is warranted. Mr. Glasoe noted that he would be collecting any comments from the Commissioners regarding the Parks Chapter, or other chapters. LITTLE LEAGUE IMPROVEMENTS- UPDATE CARS Director Glasoe reported that no additional work had been completed since the last meeting, but noted the Press Box/Concession building was still scheduled to be refurbished this year. Mr. Glasoe continued they had just heard from the contractor, noting the recent weather pattern had put a bit of a damper in their schedules. The materials were on site and the roof was scheduled to be installed by the end of the day this Saturday, 11-17-18. CARS Director Glasoe noted the contractor would keep us posted on the timing of the siding installation. OTHER CARS Director Glasoe reported the annual Halloween Party had been held on Friday, October 26"' and noted it was very successful, with over 225 costumed kids attending. Mr. Glasoe added the event needed to again be moved indoors due to the weather. CARS Director Glasoe noted the activity booths from area businesses was very positive and encouraged the city to consider having business involvement with other city sponsored special events. Commissioner Thorbus suggested that promoting cross country skiing and/or snow shoeing might be a good addition at some of our parks. Commissioner Thorbus asked who the contact was for getting items from the Brooklyn Center Women's Club added to the City Newsletter. CARS Director Glasoe responded that Angel Smith was the city contact. SET NEXT MEETING DATE By consensus, the next meeting of the Park and Recreation Commission was set for January 15th, 2019 at 6:30 p.m. MEETING ADJOURNED A motion was made by Commissioner Shinnick, seconded by Commissioner Thorbus to adjourn the meeting at 7:32 p.m. The motion passed unanimously.
