HomeMy WebLinkAbout2019 02-11 CCM Study SessionMINUTES OF THE PROCEEDINGS OF THE CITY COUNCIL OF THE CITY OF BROOKLYN CENTER IN THE COUNTY OF HENNEPIN AND THE STATE OF MINNESOTA STUDY SESSION FEBRUARY 11, 2019 CITY HALL — COUNCIL CHAMBERS CALL TO ORDER The Brooklyn Center City Council met in Study Session called to order by Mayor Mike Elliott at 6:00 p.m. ROLL CALL Mayor Mike Elliott and Councilmembers Marquita Butler, April Graves, Kris Lawrence - Anderson, and Dan Ryan. Also present were City Manager Curt Boganey, Deputy City Manager Reggie Edwards, City Clerk Barb Suciu, Community Development Director Meg Beekman, Business and Work Force Development Coordinator Brett Angell, City Attorney Troy Gilchrist, and Mary Mullen, TimeSaver Off Site Secretarial, Inc. CITY COUNCIL DISCUSSION OF AGENDA ITEMS AND QUESTIONS Councilmember Lawrence -Anderson stated she does not support the beekeeping ordinance as written and without public input. She added the recent chicken ordinance did not require a registration process. Councilmember Graves expressed her agreement with Councilmember Lawrence -Anderson's position. She added she feels it is important to find out if any neighborhood residents have bee - related allergies. She noted a public hearing should have been held at the first reading as well. Councilmember Ryan requested the City Attorney's comment on the correct procedural process for a new ordinance. Mr. Gilchrist stated the second reading and public hearing are procedurally consistent with how such matters have been handled in the past. Councilmember Ryan stated he supports the ordinance. He added he does not believe beekeeping will be a problem as many current residents already keep bees. He noted he supports registration and standards requirements. Mr. Boganey stated the proposed ordinance has been amended to allow a broader variety of accredited training opportunities for beekeeping registrants, including local training programs and online programs, to allow flexibility and cost savings. He added the Housing Commission, which reviewed his issue, felt that a registration process would be a reasonable measure to provide notification to neighbors who might have severe allergic reaction to bees. 02/11/19 -1- Councilmember Graves thanked Mr. Boganey for the clarification. She stated she can support the proposed ordinance. Councilmember Lawrence -Anderson agreed she can support the ordinance with that clarification, although she still believes some of the requirements are excessive. MISCELLANEOUS DISCUSSION ON LIQUOR LICENSE VIOLATIONS Mr. Boganey stated the City Council had recently reviewed an issue related to liquor license violations. He added he felt there was interest from the City Council in reviewing the potential development of an established fine schedule and criteria for certain violations. He noted this item could be added to an upcoming City Council Work Session. He requested the City Council's feedback and comment. Mayor Elliott stated it makes sense to have a fee schedule, to equalize fines and clarify expectations. Councilmember Ryan agreed, adding a fee schedule would provide guidance for City Councils. Councilmember Graves agreed that a fee schedule would be helpful. Mr. Boganey agreed to schedule this discussion for a future Work Session. NOVUS AGENDA UPDATE City Clerk Barb Suciu stated City Councilmembers have noted a glitch with their iPads which does not allow them to open the second page of a NovusAgenda attachment. She added, according to Novus, this is a known problem with iPad,that does not occur on other devices, software or browsers. She noted alternate devices could be considered, or other means of accessing agenda documents. She requested the City Council's feedback and comment. Councilmember Butler stated she would not support buying new tablets or devices. Councilmember Graves agreed. Councilmember Lawrence -Anderson agreed. Councilmember Ryan stated he requests a printed packet. Councilmember Lawrence -Anderson stated the City Council and City Staff can review this when the NovusAgenda three-year renewal is due, to determine what course of action to take. Mr. Boganey agreed. CITY COUNCIL REVIEW OF COMPREHENSIVE PLAN Community Development Director Meg Beekman requested the City Council's consideration of a Special Meeting to review the Comprehensive Plan, to be scheduled for March 11, 2019. She added this review will be in preparation for adoption of the Comprehensive Plan at the City 02/11/19 -2- Council's April 8, 2019, Regular Meeting. She noted the meeting could be held at 5:00 p.m. on March 11, 2019, prior to the 6:00 p.m. Study Session. Mayor Elliott requested a review of public comment on the Comprehensive Plan. Ms. Beekman stated the 6 -month public comment portion of the process ended on February 8, 2019. She added 2 formal public comments were received, as well as multi jurisdictional feedback. She noted City Staff have made revisions based on public comment, and a public hearing will be held at the March 21, 2019, Planning Commission meeting with recommendation to the City Council on April 8, 2019. The Metropolitan Council's final submission deadline is May 1, 2019. It was the majority consensus of the City Council to hold a Special Meeting related to the Comprehensive Plan Review on March 11, 2019, at 5:00 p.m. LIBERIAN DED RESOLUTION Mr. Boganey requested that the City Council consider review of a Resolution prepared by City Staff in support of permanent protection for Liberians in the United States. He noted this item can be added to the Regular Session agenda. Councilmember Graves made a motion, seconded by Councilmember Lawrence -Anderson, to approve the addition of the following as a Regular Session agenda item: -Resolution Urging for Permanent Protection for Liberians on DED (Deferred Enforced Departure) Motion passed unanimously. ADDITIONAL WORK SESSION AGENDA ITEMS Mr. Boganey requested the addition of two Work Session agenda items related to requests from Mayor Elliott: request to travel and request for office space. It was the majority consensus of the City Council to add two discussion requests from Mayor Elliott to the Work Session agenda. ADJOURN STUDY SESSION TO INFORMAL OPEN FORUM WITH CITY COUNCIL Councilmember Lawrence -Anderson moved and Councilmember Graves seconded to close the Study Session at 6:45 p.m. Motion passed unanimously. 02/11/19 -3- STATE OF MINNESOTA) COUNTY OF HENNEPIN) ss.
