HomeMy WebLinkAbout2017 02-16 PCMMINUTES OF THE PROCEEDINGS OF THE PLANNING COMMISSION OF THE CITY OF BROOKLYN CENTER IN THE COUNTY OF HENNEPIN AND THE STATE OF MINNESOTA FEBRUARY 16, 2017 1. CALL TO ORDER The Planning Commission meeting was called to order by Chair Christensen at 7:00 p.m. 2. ROLL CALL Chair Randall Christensen and Commissioners Alexander Koenig, Jack MacMillan, Stephen Schonning, Rochelle Sweeney, and Susan Tade were present. Also present were Secretary to the Planning Commission Tim Benetti, Director of Business & Development Gary Eitel, and Michaela Kujawa-Daniels, TimeSaver Off Site Secretarial, Inc. 3. APPROVAL OF AGENDA There was a motion by Commissioner Schonning, seconded by Commissioner Koenig, to approve the Planning Commission Meeting Agenda. The motion passed unanimously. 4. APPROVAL OF MINUTES — JANUARY 26, 2017 There was a motion by Commissioner Schonning, seconded by Commissioner MacMillan, to approve the minutes of the January 26, 2017 meeting as submitted. The motion passed unanimously. 5. CHAIR'S EXPLANATION Chair Christensen explained the Planning Commission's role as an advisory body. One of the Commission's functions is to hold public hearings. In the matters concerned in these hearings, the Commission makes recommendations to the City Council. The City Council makes all final decisions in these matters. 6. PLANNING APPLICATION ITEMS None at this time. 7. DISCUSSION ITEMS 7a) PLANNING STAFF UPDATES OF THE UPCOMING PROJECTS (RELATED TO THE UPDATED COMMUNITY DEVELOPMENT PLANNING AND ACTIVITIES MAP FOR YEAR 2017) PC Minutes 02-16-17 -1- Mr. Benetti provided an update on the Brooklyn Boulevard Corridor Projects, as well as on the TH 252 Corridor conversion to freeway project. He noted the City Engineer is currently reviewing the proposals received for the work and once he has decided which firm to use for the project it will be underway. Mr. Eitel updated the Commission on some of the Community Development projects in the pipeline and their progress. He stated Mr. Benetti met with some people regarding Brooklyn Boulevard Market pad site. Mr. Benetti stated they discussed potentially putting a retail market store on that site. He stated Luther Automotive is possibly looking to build again on their old sites space. Mr. Eitel stated the Twins are looking to possibly sponsor a baseball program for kids and would use one of the redevelopment sites. He touched base on the old regal site and what good opportunities they could put on that site. He noted Brown college is finishing its classes that are in session then they will close and the building will be closed. Mr. Eitel stated there have been many changes to the Devin George project and noted it hasn't moved forward at this time and their exclusive negotiating period with the City expired on 02/13/17. He stated it could still happen and they are currently looking to see if it can be achieved. Mr. Benetti noted both the HOM Store and Big Picture Twin Cities School applications were approved by the City Council at their meeting on Monday, February 13, 2017. Mr. Benetti stated it was his last day with the City of Brooklyn Center, he is moving onto another City taking a different position. He stated he will miss everyone and it has had been an honor working with everyone. The Commissioners thanked Mr. Benetti for his many years of service and stated he will be greatly missed. Commissioner Koenig expressed his gratitude for Mr. Benetti over the years and stated he has always been so gracious and informative. The Commission echoed his sentiments and wished Mr. Benetti well in his new position and future. 7b) COMPREHENSIVE PLAN UPDATE STATUS These were covered with 7a in the planning update status. 8. ADJOURNMENT There was a motion by Commissioner Koenig, seconded by Commissioner MacMillan, to adjourn the Planning Commission meeting. The motion passed unanimously.
