OF HENNEPIN AND THE STATE OF MINNESOTA
STUDY SESSION
NOVEMBER 26, 2018
CITY HALL – COUNCIL CHAMBERS
CALL TO ORDER
The Brooklyn Center City Council met in Study Session called to order by Mayor Tim Willson
at 6:10 p.m.
ROLL CALL
Mayor Tim Willson and Councilmembers Marquita Butler, April Graves, and Dan Ryan.
Councilmember Kris Lawrence-Anderson was absent and excused. Also present were City
Manager Curt Boganey, Deputy City Manager Reggie Edwards, Community Development
Director Meg Beekman, Planner and Zoning Administrator Ginny McIntosh, City Attorney Troy
Gilchrist, and Mary Mullen, TimeSaver Off Site Secretarial, Inc.
CITY COUNCIL DISCUSSION OF AGENDA ITEMS AND QUESTIONS
Mr. Boganey requested the following corrections to the Regular Meeting minutes of November
13, 2018:
-Page 6, paragraph 5, line 1, replace “Kim” with “KheMee”
-Page 6, paragraph 6, line 1, replace “Panya“with “Young Cha”
Councilmember Butler requested the following correction to the Work Session minutes of
November 13, 2018:
-Page 3, paragraph 6, line 1, replace “Graves” with “Butler”
It was the majority consensus of the City Council to accept the corrections to the November 13,
2018 Regular Meeting minutes and November 13, 2018 Work Session minutes.
Mr. Boganey stated an item on tonight’s Work Session Agenda related to a development project
would be addressed during the Work Session after the Regular Meeting.
Mayor Willson asked, regarding Regular Meeting Agenda Item 7a, whether the Youth Art
Award participants will receive an award and have their photo taken. Mr. Boganey confirmed
this. He added the artwork has been displayed on the Council Chambers wall. Mayor Willson
stated they look excellent.

MISCELLANEOUS
Mr. Boganey stated the City Staff had received additional information regarding Brooklyn Park’s
Age-Friendly Community Initiative. He noted City Staff is fully supportive of the initiative, and
related Listening/Discussion Sessions have been included to the Winter/Spring catalogue. Two
sessions are scheduled for April 4, 2019 from 9:30-11:30 a.m. and 6:30-8:30 p.m.
Councilmember Ryan expressed his support of these listening sessions and asked whether
notification could be added to the City’s Facebook page. Mr. Boganey stated the sessions will be
published in the next City newsletter and details will be included in the upcoming Weekly
update.
Mayor Willson asked whether these sessions are open to all age groups. Councilmember Ryan
stated the similar community initiatives are available for residents who are 50 years or older.
Mr. Boganey stated the notifications do not specify an age limit, and the information sessions
will be open to all residents who have an interest in the topic, regardless of their age.
Councilmember Graves stated she plans to attend a “Think Again Brooklyns” on November 27,
2018, at 7:30 p.m. at Brooklyn Park City Hall. She added the topic for the evening is “keeping
older adults with disabilities with family”.
Mr. Boganey reviewed the City Council’s discussion at their Regular Meeting on November 13,
2018, at which the T-21 tobacco initiative was discussed. He stated Councilmember Graves
commented on the necessity of preventing the criminalization of youth who use tobacco. He
added a comment was made that that section of the Ordinance was removed or deleted.
Mr. Boganey stated the Police Chief Gannon requested clarification regarding the intent of this
statement regarding youth criminalization. He added Police Chief Gannon specified that, under
State Statute, a person under the age of 18 possessing a tobacco product can be prosecuted for a
petty misdemeanor. He noted, in the past, this has rarely occurred in Brooklyn Center, as youth
are generally required to participate in the Diversion Program instead.
Councilmember Graves stated many groups encouraged the City Council to pass the T-21
ordinance and expressed concern that the ordinance would not result in an increase in citations
for underage tobacco use, if that was their only infraction.
Mr. Boganey stated the City Ordinance relates to citations for people that are over 18 years of
age. There is no City penalty for people who are 18-21 years of age.
Councilmember Graves stated there is still some discretion on the part of the Police Officer. She
requested specific data regarding youth who have participated in the Diversion Program,

including whether they finished the program, as well as participant demographics. Mr. Boganey
confirmed that City Staff can gather data and provide that information.
Councilmember Ryan and Councilmember Butler expressed their support of Councilmember
Grave’s request.
It was the majority consensus of the City Council to instruct City Staff to provide additional
information regarding youth participants of the Diversion Program for review and consideration.

Session of the City Council of the City of Brooklyn Center held on November 26, 2018.
2.That said meeting was held pursuant to due call and notice thereof and was duly held at
Brooklyn Center City Hall.
3.That the City Council adopted said minutes at its December 3, 2018, Regular Session.
