INFORMAL OPEN FORUM WITH CITY COUNCIL CALL TO ORDER INFORMAL OPEN FORUM The Brooklyn Center City Council met in Informal Open Forum called to order by Mayor Tim Willson at 6:45 p.m. ROLL CALL Mayor Tim Willson and Councilmembers Marquita Butler, April Graves, and Dan Ryan. Councilmember Kris Lawrence-Anderson was absent and excused. Also present were City Manager Curt Boganey, Deputy City Manager Reggie Edwards, Community Development Director Meg Beekman, Planning and Zoning Administrator Ginny McIntosh, and Mary Mullen, TimeSaver Off Site Secretarial, Inc. Mayor Tim Willson opened the meeting for the purpose of Informal Open Forum. Tim Haraldson, 1207 - 72nd Avenue N, asked whether the City has any information about the closure of the Wells Fargo drive-through bank on Brooklyn Boulevard. Mayor Willson stated then City has not been notified. Mr. Boganey confirmed this, adding not all local businesses are required by law to notify the City of their closure. Motion by Councilmember Ryan, seconded by Councilmember Graves, to close the Informal Open Forum at 6:49 p.m. Motion passed unanimously. 2. INVOCATION Councilmember Butler read the following quotes as an Invocation: “Thankfulness is the beginning of gratitude. Gratitude is the completion of thankfulness. CALL TO ORDER REGULAR BUSINESS MEETING The Brooklyn Center City Council met in Regular Session called to order by Mayor Tim Willson at 7:00 p.m. 4. ROLL CALL Mayor Tim Willson and Councilmembers Marquita Butler, April Graves, and Dan Ryan. Councilmember Kris Lawrence-Anderson was absent and excused. PRESENTATIONS/PROCLAMATIONS/RECOGNITIONS/DONATIONS 7a. YOUTH ART CONTEST AWARDS Community Development Director Meg Beekman stated the Youth Art Contest was initiated as an effort to seek youth community engagement. Participants were asked to submit a work of art expressing how they want to see their community in 2040, in connection with the City’s 2040 Comprehensive Plan. She added participants must be students in grades 6-12 who reside in Brooklyn Center or go to school in Brooklyn Center. She noted the entries were judged by the City Council and points were given based on interpretation, artistic merit and quality of the artwork. Ms. Beekman stated the Youth Art Contest winners will be announced this evening. She added they will receive a Certificate, a Target gift card, and a photo with Mayor Willson. She noted the 11/26/18 -5- artwork is currently being hung in the Council Chambers, but a permanent home will be found in one of the City’s public facilities. Mayor Willson requested that photographs of the artwork be scanned and posted on the City’s website. Ms. Beekman agreed. Mayor Willson presented the Youth Art Contest winners: Fadoul Baker – Second and Third Place, 6th-8th grade category – not present Anna Yang – First Place, 6th-8th grade category Mayor Willson read from Ms. Yang’s entry: “people holding hands around the world. Together we are strong and can be more supportive with each other, no matter what nationality you are. This is what Brooklyn Center will be in 2040.” Mayor Willson presented the Art Award to Ms. Yang. Cha Lee Yang – Third Place, 9th-12th grade category – not present KheMee Yang – Second Place, 9th-12th grade category Mayor Willson read from Ms. Yang’s entry: “The image I drew shows the future of Brooklyn Center. I want to keep the culture of the earth. Education takes an important role in a person’s life. Multiple buildings show the expansion of Brooklyn Center.” Yong Cha Yang – First Place, 9th-12th grade category Mayor Willson read from Ms. Yang’s entry: “In this poster, there are hands holding a ball, which is Brooklyn Center. Each hand helps to hold the community up as the light becomes brighter. In the future, the community will become more safe, secure and loved.” Mayor Willson congratulated the Art Contest winners and thanked all the participants. 8. PUBLIC HEARINGS -None. 9. PLANNING COMMISSION ITEMS 9a. RESOLUTION NO. 2018-201 APPROVING PLANNING COMMISSION APPLICATION NO. 2018-019 FOR A SPECIAL USE PERMIT FOR AN ADULT DAYCARE FACILITY (LOCATED AT 5615 BROOKLYN BOULEVARD) Planning and Zoning Administrator Ginny McIntosh reviewed an application for a Special Use Permit for an adult day care facility at 5615 Brooklyn Boulevard. She stated the existing 2-story structure was constructed in 1987, and the applicant proposes to use only the main floor of the 4,033 square foot building. She noted the applicant, Mohamed Albert, is also the Owner and Administrator of Serenity Home Health Care System in St. Paul. Mr. Albert was present at the meeting to answer the City Council’s questions and receive comments. 11/26/18 -6- Ms. McIntosh stated notification of the request was placed in the local newspaper as well as letters sent to adjacent property owners. She added the C-1 District does not acknowledge “adult day care” as a use; however, State Statute defines “adult day care” as provision of “services to functionally impaired adults for less than 24 hours a day in a setting other than a private home.” She noted the proposed adult day care would provide individualized and coordinated services from Monday through Saturday from 9:00 a.m. – 5:00 p.m., and a maximum of four transport vans would be stored on site. Ms. McIntosh stated the proposed adult day care would require 2 nursing staff and 4-6 aids to assist throughout the day. She added there are 44 parking spaces and 1 additional proof of parking space, although only 12 parking spaces would be required. She noted a fire inspection was completed and includes requirements for restriping of parking spaces as well as maintenance and monitoring of the fire sprinkler system. The use of combustibles and extension cords in a storage room must also be addressed. Ms. McIntosh stated on-site parking must meet site plan approvals, including site development approvals from 1985. The Planning Commission held a public hearing at their November 15, 2018 meeting, and there were no public comments. The Planning Commission unanimously recommended approval of the Special Use Permit. Councilmember Ryan moved and Councilmember Graves seconded to adopt RESOLUTION NO. 2018-201 approving Planning Commission Application No. 2018-019 for a Special Use Permit for an Adult Daycare Facility (Located at 5615 Brooklyn Boulevard). Motion passed unanimously. 10. COUNCIL CONSIDERATION ITEMS -None. 11. COUNCIL REPORT Councilmember Ryan reported on his attendance at the following and provided information on the following upcoming events: • November 26, 2018 – tour of Alatus apartment development in Crystal – City Councilmembers had a chance to view the property to determine whether a similar multi- family unit would be a good fit for Brooklyn Center. He added he recommends moving forward with this proposed project. • December 3, 2018 – will attend Truth in Taxation meeting and public hearing. Finance Director Nathan Reinhardt will present the 2019 Budget. • December 4, 2018 – will attend Business Champions for Youth luncheon from 11:00 a.m. – 1:30 p.m. at Edinburgh USA Clubhouse in Brooklyn Park. • December 7, 2018 – will attend 2020 Census Community Meeting at Northport Elementary School from 6:00-8:00 p.m. 11/26/18 -7- Councilmember Graves reported on her attendance at the following and provided information on the following upcoming events: • November 13, 2018 – unable to attend Park and Recreation Commission meeting due to City Council meeting. • November 15, 2018 – met with Jeremiah Ellison, newly-elected Minneapolis City Councilmember representing Ward 5. Also attended Jamar Clark vigil on Plymouth Avenue. • November 16, 2018 – met with Jillia Pessenda, Political Director of Women Winning. • November 16, 2018 – Northside Urban Coalition meeting, on the topic of opioid and alcohol addiction. • November 19, 2018 – met with Hennepin County Commissioner Mike Opat. • November 19, 2018 – attended Brooklyns Youth Council meeting. • November 20, 2018 – met with Brooklyn Center Mayor-Elect Mike Elliott. • November 26, 2018 – tour of Alatus apartment development in Crystal with City Council. Mayor Willson reminded residents that no street parking will be allowed when there is a snowfall of 2.5” or more to allow for snow removal. ADJOURNMENT Councilmember Ryan moved and Councilmember Graves seconded adjournment of the City Council meeting at 7:30 p.m. Motion passed unanimously.
