HomeMy WebLinkAbout2019 01-15 HCMMINUTES OF THE PROCEEDINGS OF THE HOUSING COMMISSION OF THE CITY OF BROOKLYN CENTER IN THE COUNTY OF HENNEPIN AND STATE OF MINNESOTA REGULAR SESSION January 15, 2019 COUNCIL COMMISSION ROOM CALL TO ORDER The Brooklyn Center Housing Commission was called to order by Chairperson Goodell at 7:00 p.m. ROLL CALL Chairperson — Mark Goodell - Present David Johnson - Present Tamika Baskin — Present Kathie Amdahl - Present Joan Schonning — Present Michael Stokes — Present Paul Oman - Present Also present was Staff Liaison Jesse Anderson. Council Liaison Marquita Butler was absent. APPROVAL OFAGENDA There was a motion by Commissioner Amdahl and seconded by Commissioner Oman to approve the agenda as amended adding annual elections. The motion passed. APPROVAL OF MINUTES There was a motion by Commissioner Schonning and seconded by Commissioner Johnson to approve the minutes of the Housing Commission meeting on November 20, 2018. The motion passed. Commissioner Amdahl: Nominated Mark Goodell for Chairperson. Chairperson Goodell: Accepted Motion passed for Mark Goodell to remain Chair. Commissioner Johnson: Nominated Joan Schonning for Vice Chair. Commissioner Schonning: Accepted. Motion passed for Joan Schonning to be Vice Chair. Page 1 INTERNATIONAL PROPERTYMAINTANCE Staff Liaison Anderson provided an overview of the International Property Maintenance Code. Commissioner Stokes: Staff Liaison Anderson: for new construction. Chairperson Goodell: Staff Liaison Anderson: Commissioner Johnson: Chairperson Goodell: Staff Liaison Anderson: Commissioner Oman: Is this only for maintenance and not for new construction? That's correct, the IPMC is relating to maintenance and the IRC is Is Radon covered in this code? Radon is not covered in this code. Does it replace electrical code? I noticed it is removing grass requirements from the IPMC. Grass is covering this; the city code is under a different section. Appendix N is likely covered in a different city code section. Housing Commission would like to review more at the next meeting and see where it fits into chapter 12. COUNCIL LIAISON REPORT In the absence of the Council Liaison no report was given. CHAIRPERSONS REPORT Chairperson Goodell reported: Spoke to someone who got a bag and appreciated it. Commissioner Oman: Mentioned he attended the 252 open house where different options were discussed. Commissioner Schonning: When will we be discussing the duties and responsibilities at a meeting? Staff Liaison Anderson: It will be added to the agenda when there is a meeting that has a light agenda. OTHER B USINESS Staff Liaison Anderson: Should we use the same bag as last year for the New Neighbor Program? The Housing Commission agreed to order the same bags. Commissioner Schonning: Suggested that more coupons would be helpful for the residents. Commissioner Johnson: The 50s grill didn't respond after the 1St visit. Page 2 Commissioner Basluns: Asked if it can be any small businesses, she knows a colleague that has a pest control business that services Brooklyn Center. Commissioner Johnson: Mechanics could provide a free inspection. Commissioner Johnson: Does the City have a tree trimming flyer? Staff Liaison Anderson: Yes, there is a tree trimming and cutting flyer. Staff Liaison Anderson: I will bring an example bag to review and bring coupon flyers to the next meeting. Commissioner Oman: Could it be a free estimate? Staff Liaison Anderson: Yes, that would qualify. ADJOURNMENT There was a motion by Commissioner Johnson and seconded by Commissioner Basldns to adjourn the meeting. The motion passed.
