The recent snowfall in Minnesota set some
records and impacted roadways and communities
throughout the State. The probabilistic snowfall
put Brooklyn Center Public Works crew into
overdrive and did not go without notice.

I would like to offer you and your snow removal team a big thank you for the
hard work your team has done these past couple weeks with the snow, ice,
and cold. I currently reside in Maple Grove and work in Fridley, I am a teacher
in the Fridley School District, my job requires me to be at the school early in the
morning. When conditions warrant which they have the past couple weeks
I avoid the freeways and take a back way through Maple Grove, Brooklyn
Park, and Brooklyn Center before crossing the river on 694 and getting to the
school. Every day for the past two weeks your communities roads have been
the best out of all the communities I drive through every day, as someone
who is not the most confident winter driver I really appreciate that. There
have been times when there is still snow covered roads in other cities but
when I reach your neighborhoods I can see pavement! I am sure these past
couple weeks have been long and tiring but I really appreciate the work you
and your team have done, keep up the good work!

Hello all,
I just wanted to send a letter of appreciation for all the excellent work you
all have been doing of keeping our roads and walkways clear of snowy and
safe for us. I am a 10 year resident of Brooklyn Center and am very impressed
by the state of the roads in this city this year. You are all doing a wonderful
job and you should be very proud of the work you are doing. It is very much
appreciated by every person trying to get around in this crazy weather. From
your polite and professional drivers to the mechanics keeping your equipment
running safely I congratulate you all for your hard work. Keep up the good
work as it is noticed, appreciated and has helped keep the city the wonderful
place it is. Kudos!

parking until the roads are plowed
curb to curb. Vehicles not removed
are subject to issuance of a citation
as well as towing. Even after streets

consecutive hours at any other

4TH ANNUAL CITIES UNITED BLACK
HISTORY MONTH EVENT
Brooklyn Center representatives joined the City of Brooklyn Park at its 4th
Annual Cities United Black History Month Event on Friday, February 22.
The event which was held at North Hennepin Community College was in
partnership with the Minnesota Chapter of the National Forum for Black
Public Administrators (NFBPA) and My Brother’s Keeper (MBK), Brooklyn
Park. The event featured break-out sessions, live performances by local
artists, and networking opportunities with black elected and appointed
officials.

READ ACROSS AMERICA
DAY AT EVERGREEN
ELEMENTARY
On Friday, March 1, representatives from the City of Brooklyn Center participated
in the Read Across America at Evergreen Park World Cultures Community
School. Read Across America is an annual reading motivation and awareness
program that calls for every child in every community to celebrate reading on
the birthday of Dr. Seuss. Each guest reader enjoyed the classroom visits and
helping celebrate reading and literacy with students.

MARKETS –

Beginning in June 2019, the Saturday
Pop-Up Markets will return to the City of
Brooklyn Center. The Saturday Pop-Up
Market is an open-air market featuring
live entertainment, vendors, food, and
much more. The markets will occur on
June 8, July 13, August 10, September
14, and October 12. The 2019 events will
include a new location for the events at
the northeast corner of Bass Lake Road

WORKSHOPS
The City of Brooklyn Center has partnered with developer Alatus
to redevelop the old Brookdale Ford and Brookdale Square site
at Bass Lake Road and Shingle Creek Parkway. You are invited
to an exciting conversation to help guide the redevelopment.

TOPGOLF AWARDED
REDEVELOPMENT PROJECT OF
THE YEAR
Topgolf - Brooklyn Center was recently awarded the
Redevelopment Project of the Year by the Economic
Development Association of Minnesota (EDAM). This
award recognizes the best example of a project that has
demonstrated a significant impact on a neighborhood,
community, region and/or the state. The award
was accepted at the winter EDAM conference by
representatives of Topgolf and the City of Brooklyn
Center.
Topgolf is a regional entertainment attraction which
features an interactive golf experience, restaurant, bars,
and event spaces. Topgolf is a year-round facility which
gives golfers a chance to continue to play even in the
winter months. Topgolf purchased and demolished the
former Regal movie theater and built the first and only
Topgolf location in Minnesota in its place.
Topgolf has made a significant impact on the Brooklyn
Center community. The facility has added over 500 jobs
in a wide variety of roles including sales, hospitality,
operations and management. The impact goes beyond
the local impacts but also both regional and statewide
impact. Topgolf brings nationwide recognition from
those outside of the metro area and additional incentive
to visit the northwest suburb area. The City of Brooklyn
Center congratulates Topgolf on the well-deserved
award and recognition that it has received.

Upcoming Projects
In 2019, the City of Brooklyn Center
will be making the most of spring and
summer months to accomplish several
projects. Included in the Public Works
Department’s “to-do list” this year are
two neighborhood street and utility
reconstruction projects, a county
road reconstruction project, a street
rehabilitation project and an annual
street chip sealcoating project. The
following is an overview of these
major capital improvements
planned for 2019.
Street Reconstruction
Projects
For the past 25 years, the
City’s Capital Improvement
Program (CIP) has includ-
ed projects to recon-
struct aging streets and
maintain the public in-
frastructure throughout
the community. The CIP
is a planning document
that presents a fifteen-year
overview of potential capital
improvement projects and is
available for review on the City’s
Website at cityofbrooklyncen-
ter.org. The attached map iden-
tifies the residential streets
that are scheduled for improve-
ments in 2019 as follows:
Interstate Area
Reconstruction Project:
The proposed roadway and
utility improvements include full
street reconstruction of all streets
consisting of new concrete curb and
gutter, bituminous paving, complete
replacement of the sanitary sewer,
partial replacement of watermain,
storm sewer upgrades and street light
replacements. Work is expected to
begin in May and should be completed
by fall 2019. Weekly progress reports
will be available on the City’s Website at
cityofbrooklyncenter.org.
Brooklyn Boulevard Corridor
Project Phase 1:
The proposed reconstruction and
streetscape improvements are expected
to improve roadway safety, enhance
traffic operations, reduce access
points and provide improved bicycle
and pedestrian facilities for a 1.4-mile
segment of the corridor in Brooklyn
Center between 49th Avenue and just
north of Bass Lake Road (County Road
10). The project will enhance bicycle
and pedestrian travel by adding a trail,
improving sidewalks, transit stops,
adding streetscaping and landscaping
and improving the functionality of
intersections with modified turn lanes.
A portion of this project on the west
side of Brooklyn Boulevard from 49th
Avenue to Highway 100 was start in
fall 2018. Work on Brooklyn Boulevard
from 49th Avenue to Bass Lake Road is
expected to resume in April 2019 and
should be completed by late fall 2019.
51st Avenue Reconstruction
Project:
The proposed roadway and utility im-
provements include full street recon-
struction of 51st Avenue from Brooklyn
Boulevard to Xerxes Avenue consisting

REPORTING SOIL
EROSION AT
CONSTRUCTION SITES
When storm water drains off a
construction site, it carries sediment
and other pollutants that harm our
local water resources. The State of
Minnesota requires that contractors
implement Best Management Practices
(BMPs) on construction sites to prevent
polluted runoff and eroded soil from
entering storm drains. Common BMPs
used on construction sites include silt
fence, storm drain inlet protection,
stabilized construction exits, stockpile
placement and protection and
temporary mulching and seeding.
Signs that BMPs are not working:
• Sediment tracking in the road
• Muddy water flowing off the
construction site
• Dirt piled up around storm drains
Citizen reporting can be a highly
effective tool for finding and stopping
pollutant discharge. If you have

grades. The service road west of Brooklyn Boulevard will be removed and Lilac
Drive will be extended from New Millennium Academy to Trunk Highway (TH) 100
south ramp. The Lilac Drive improvements and the utility work on 51st Avenue
was completed in fall 2018. The curb and pavement work on 51st Avenue will be
completed with the Brooklyn Boulevard Corridor Project Phase 1 and is expected
to begin in April 2019 and should be completed by July 2019.
Bellvue and Southeast Area Street Rehabilitation:
The proposed roadway improvements include street rehabilitation of all streets in
the Bellvue and Southeast Areas consisting of a two-inch mill and overlay of the
bituminous pavement, spot repairs of the curb and gutter, spot repairs of sidewalk
and minor utility repairs. Work is expected to begin in the summer and should be
completed by fall 2019.
Chip Sealcoating
Chip sealcoating is scheduled to be completed along City streets identified in the
East Palmer area along with some other miscellaneous sections of roadway as
identified on the attached map. Sealcoating is routinely completed each year to
preserve pavement and extend the service life of roadway. Public Works crews will
complete crack sealing and pothole patching prior to applying a chip seal to the
road surface. Expect minor traffic delays and be aware of workers in the roadway
during this two-day project.

Save the Date!
HYDRANT FLUSHING
Brooklyn Center utility crews will be flushing water lines
beginning Monday, May 6, 2019, (weather dependent).
The process is scheduled to occur for five consecutive days
beginning at 6:30 a.m. and continuing until approximately
5:00 p.m.*
*Due to the nature of hydrant-flushing, the number of
hours per day or the number of consecutive days needed
to complete the flush are subject to change. However, City
staff will do their best to adhere to the schedule as posted.
Please note that flushing may loosen rust or manganese in
pipes that could stain laundry. Residents are encouraged to
check their water before doing laundry and to delay doing
laundry, especially whites, until the process is completed in
their area (see map).
Please be aware when this work is in progress and help
keep our workers safe. When you see City crews operating
hydrants throughout the community, proceed with caution.

WATER LINE FLUSHING
In Your Own Home or Business
Because flushing out the City’s main lines in the street can stir
up sediment in homes, residents are encouraged to perform
their own “annual maintenance" after the crews have left the
neighborhood. Here are some tips for your own household or
business flush:
• If you have a softener, put it on bypass for the duration of
the flush.
• Remove aerators and mounted filters from faucets.
• Start by completely turning on both outside faucets (be sure
to run hoses out away from the house to avoid any problems
near the foundation) and follow with the laundry tub, kitchen
sink and then bathtub.
• Run cold water only through each area on full for 15-20
minutes or until water runs clear of rust or manganese (grey
or blackish sediment).
• Replace aerators on faucets and take softener off bypass.
• Other recommended routine maintenance: Perform a hot
water heater flush. Check all water hoses leading to sinks,
washing machines, or dishwashers for leaks, rust and
corrosion and repair/replace as necessary. Remove toilet
tank lids and check rubber flapper for leaks or damage.
SPECIAL MATERIALS
DROP-OFF DAY
Spring cleaning may leave you with a pile of stuff to get rid
of. Here’s your chance to recycle those items that can be
recycled, but can’t go in your recycling cart.
Drop off your mattresses, carpet, electronics, appliances,
tires, scrap metal, bikes, batteries and more at Brooklyn
Park’s Operations & Maintenance facility, 8300 Noble Ave
N. on Saturday, April 27 from 8:00am to 3:00pm. Fees
may be charged for some items. There will also be free
paper shredding.
The Special Materials Drop-Off Day is open to residents
of Brooklyn Park, Brooklyn Center, Crystal and New Hope.

The City of Brooklyn Center is developing an Americans
with Disabilities Act (ADA) Transition Plan for Public Rights-
of-Way. A public comment period will be held from April 1
to April 30. Those interested persons, including individuals
with disabilities or organizations representing individuals
with disabilities are requested to participate in the
development of this transition plan.
Public Meetings
Two public meetings for the transition plan will be held on
April 17 from 2 to 3pm and April 25, from 5:30 to 6:30pm,
at the City of Brooklyn Center Council Chambers, located
at 6301 Shingle Creek Parkway, Brooklyn Center, MN,
55430. A third public meeting for the transition plan will be
held on April 27, from 10 to 11am, at the City of Brooklyn
Center Council Chambers, located at 6301 Shingle Creek
Parkway, Brooklyn Center, MN 55430 to solicit comments
from the public.
Comments and Plan Recommendations
The draft ADA Transition Plan program documents are
available for public review in the Engineering Division
at City Hall between 8am and 4:30pm. The draft plan
can be reviewed online and survey can be filled out at

HOMEOWNERSHIP SEMINAR –
SAVE THE DATE
The City of Brooklyn Center in partnership with Minnesota
Housing Finance Agency, Alerus Financial, and PRG, Inc. will
be hosting a Homeownership Seminar on Thursday, April 25
from 5:30 – 7:00 P.M. at the Brookdale Library (6125 Shingle
Creek Parkway). Come learn from industry professionals
about the successful path to homeownership, the mortgage
process, and first time homebuyer programs. The seminar
is free to the public and no RSVP is required. Additional

CERTIFICATE OF ACHIEVEMENT
FOR EXCELLENCE IN
FINANCIAL REPORTING
The City of Brooklyn Center received a Certificate of
Achievement for Excellence in Financial Reporting, for the
year ending December 31, 2017. This certificate is the
highest form of recognition for Federal and State financial
reporting. The City of Brooklyn Center has received this
award for many years.

CREATING A RESILIENT YARD WORKSHOP
Thursday, May 9
6-8:30 PM at Crystal Community Center
Unseasonably warm weather, periods of drought and flooding rains are the
new normal in Minnesota. The Creating a Resilient Yard workshop provides
a framework to understand the importance of resilience and how it can be
fostered in your yard through a variety of practices, including site planning,
raingardens, turf alternatives, trees and other plantings. Following the
presentation, attendees receive one-on-one design assistance from Blue
Thumb Landscape Designers, Hennepin County Master Gardeners and Master
Water Stewards to create a plan for your own yard. All workshops attendees
receive information about installation cost share programs and Blue Thumb
resources to help get a project in the ground.

BULKY WASTE CURBSIDE CLEANUP:
APRIL 1 - 6
The city is divided into six zones (see map) and on the day of collection in
your zone trucks will be going down your street to pick up your unwanted
items. You will be able to get rid of up to two appliances, unusable furniture,
mattresses, carpet, material from your home improvement project and
general junk. Place the material at the curb on your pick-up day and our
crews will take it away.
Items not accepted include: TVs and computers, tires, railroad ties, paint
and hazardous material. If you’re not sure about an item, call 763-493-
8006. Look for a postcard that will have instructions on how to prepare your
material for collection. Residential waste only; no contractor or business-
related materials.
WATERING RESTRICTIONS: ODD-
EVEN SPRINKLING BAN
May 1 through September 30
In spring of 2019, Water Tower No. 2 will be out of service for
painting of the exterior for 4-5 weeks starting the end of April,
weather permitting. Please follow the watering restriction
ordinance and use the helpful tips below to conserve water.
Permanent water restrictions are in effect from May 1 to
September 30 every year according to regulations adopted by
the City Council. This odd-even sprinkling ban does not apply
to private wells—only to properties on City water supply. This
ban is defined in Section 4-202 of the City Ordinances. If, after
proper warning, any utility user who uses City water and is
in violation of the odd-even sprinkling/watering ordinance,
a $25 per day fee will be charged. This ban will be enforced.
If your street address is an EVEN number (for example,
5916 or 4500), you may water your lawn and garden on

CONSERVATION TIPS
From the American Water Works Association
• Morning is the best time to water most lawn areas.
After about 10 a.m. heat steals moisture from your lawn
by evaporation. Water EARLY and you can water LESS
because more of the water is absorbed into your lawn.
• Do not water out of habit. Water only when your lawn
needs it. To test if your lawn needs a soaking, step on the
grass. If it springs back up, you do not need to water. If it
stays flat, it is time to water.
• Let water sink in slowly. Lots of water applied quickly
mostly runs off. Let water sink in deep, to encourage deep
roots. Lawns with deeper roots will not need watering as
often.
Other Tips:
• Use a broom, not a hose, to clean driveways and sidewalks.
• Put a layer of mulch around trees and plants to slow
evaporation of moisture and discourage weed growth.
• Check for leaks in pipes, hoses, faucets and couplings and
adjust misaligned sprinkler heads that spray mostly on
hard surfaces.
• Do not run the hose while washing your car. Use the hose
just to rinse car off.

THANK YOU VOLUNTEERS!
The City of Brooklyn Center extends our heartfelt
appreciation to all participants of the Adopt-a-Park/Trail/
Street or Flower Garden (both current and past) for their
effort and dedication toward making Brooklyn Center a nicer
place to live, work and play. The City provides approximately
600-acres of green space as well as about 20-miles of trails
for residents and visitors to enjoy. The program consists of
voluntary agreements between the City and organizations,
businesses, groups or individuals to assist in the preservation
and maintenance of clean, safe parks and trails.

adopt a park, trail, street, rain garden, or flower garden
around Brooklyn Center.

Centennial Park.

Free wood chips are available
for Brooklyn Center residents in
the south parking lot at City Hall
from May through September,
while supplies last. Please do not
dump debris or any other lawn or
yard waste at this location.

Join us for Brooklyn Center’s Earth Day tradition!
The Shingle Creek Clean Up has been a staple in Brooklyn
Center for over 17 years. On Saturday, April 27, from 8 to
11am, stop at Centennial Park Amphitheater at 6301 Shingle
Creek Boulevard for this family friendly event. With everyone
pitching in, Brooklyn Center can take part in keeping our
creeks, lakes, ponds and rivers clean; improving the water
quality of not only the metro area but the entire Mississippi
watershed all the way to the Gulf of Mexico. Do your part by
helping to keep our community clean.
We’ll provide volunteers with grabbers, safety vests, bags and
gloves or feel free to bring your own pair of gloves. Dress for
the weather as the event continues rain or shine. See you
there!

The goal of this initiative is to increase visibility of health and
wellness resources within the Brooklyn Center community,
increase personal health awareness, provide a variety of health
screenings and education, and motivate attendees to make a
positive health behavior change. This is a joint initiative between
the City of Brooklyn Center and Brooklyn Center Community
Schools (BCCS).
