Adjournment MINUTES OF THE PROCEEDINGS OF THE PARK AND RECREATION COMMISSION FOR THE CITY OF BROOKLYN CENTER IN THE COUNTY OF HENNEPIN AND THE STATE OF MINNESOTA REGULAR SESSION APRIL 16, 2019 COMMUNITY CENTER ROOM 4221 CALL TO ORDER Vice -Chair Shinnick called the meeting to order at 6:30 p.m. ROLL CALL Chair Sorenson and Commissioners Bonovsky, Dalton, Ebert, Shinnick, Thorbus and Witalka were present. Also present was Community Activities, Recreation & Services Director Jim Glasoe and Recreation Program Supervisor Carissa Goebel. APPROVAL OF AGENDA Chair Sorenson asked if there were any additions or changes to the proposed agenda. CARS Director Glasoe asked if the agenda item introducing Carissa Goebel could be moved to the first item, to allow her to leave when completed. By consensus the amended agenda was approved. APPROVAL OF MINUTES March 19, 2019 There was a motion by Commissioner Witalka, seconded by Commissioner Shinnick to approve the minutes of the March 19, 2019 meeting of the Park & Recreation Commission as presented. The motion passed unanimously. COUNCIL LIAISON REPORT Councilmember Graves was unable to attend the meeting. CARISSA GOEBEL- RECREATION PROGRAM SUPERVISOR Cars Director Glasoe introduced new Recreation Program Supervisor Carissa Goebel and reviewed the current responsibilities for each of the Program Supervisors. Recreation Program Supervisor Goebel shared information regarding her background and previous experience. Chair Sorenson and the Commissioners congratulated and welcomed Ms. Goebel APRIL 2, 2019 CITY COUNCIL/COMMISSIONS MEETING -MEETING FEEDBACK CARS Director Glasoe asked if Commissioners had any feedback regarding the April 2"d City Council/Commissions meeting. Commissioners indicated they felt the food was a little "underwhelming", noting the city had served Que Viet for a recent "opportunity Site" meeting. They also indicated sound was an issue if presenters were not talking into the microphone. FREEWAY PARK -MASTER PLANNING PROCESS CARS Director Glasoe reported the consultant and city staff had met with Mound Cemetery representatives to solicit their input. Mr. Glasoe noted the consultant would be scheduled to present the options to the Cemetery Board at their May meeting. CARS Director Glasoe added another neighborhood input meeting is to be planned for summer, as the last meeting included only one neighborhood resident. DOG PARK- FEASIBILITY REPORT The Commission reviewed the Recommendations and Guidelines for Dog Park Site Selection, Design, Operations and Maintenance from Ann Arbor Michigan. The Commissioners commented on the comprehensive nature of the document, but noted many sections might be unnecessary for Brooklyn Center. Commissioners discussed the need for shade, the potential issues with drainage and potential design ideas. In addition, Commissioners discussed the need for, and desire for public input. After additional discussion, CARS Director Glasoe offered to investigate options and develop a draft plan for public input that could be reviewed at the May meeting. . SET NEXT MEETING DATE By consensus, the next meeting of the Park and Recreation Commission was set for May 21, 2019 at 6:30 p.m. Commissioner Thorbus noted she had a conflict and would not be in attendance at the May meeting.
