HomeMy WebLinkAbout2019 05-28 CCM Study SessionMINUTES OF THE PROCEEDINGS OF THE CITY COUNCIL OF THE CITY OF BROOKLYN CENTER IN THE COUNTY OF HENNEPIN AND THE STATE OF MINNESOTA STUDY SESSION MAY 28, 2019 CITY HALL — COUNCIL CHAMBERS CALL TO ORDER The Brooklyn Center City Council met in Study Session called to order by Mayor Mike Elliott at 6:00 p.m. ROLL CALL Mayor Mike Elliott and Councilmembers Marquita Butler, April Graves, and Dan Ryan. Councilmember Kris Lawrence -Anderson was absent and excused. Also, present were City Manager Curt Boganey, Deputy City Manager Reggie Edwards, Police Chief Tim Gannon, City Attorney Troy Gilchrist, and Mary Mullen, TimeSaver Off Site Secretarial, Inc. CITY COUNCIL DISCUSSION OF AGENDA ITEMS AND QUESTIONS Mayor Elliott requested that Consent Agenda Item G, Resolution No. 2019-079 Approving Americans With Disabilities Act (ADA) Transition Plan — Public Right -Of -Way, be moved to the Regular Session Agenda as Item 10a under Council Consideration. The City Council agreed. MISCELLANEOUS Councilmember Butler requested an update on recent protests at Gateway Commons, and whether the City Council or City Staff can work with residents to resolve issues. City Manager Curt Boganey stated City Staff is responsive to residents and requests from the media. He added Gateway Commons' management staff are aware of the protestor's complaints and have corrected violations. He noted most of the protestors may not be Gateway Commons residents. He agreed to provide the facts for City Council review. Councilmember Butler asked who residents should call when they have comments or complaints. Mr. Boganey stated housing -related issues or questions should be directed to the Community Development Department. Mayor Elliott stated he understood there was a police presence at the protests. Police Chief Tim Gannon stated a small-scale protest on Gateway Commons' property was restricted to residents only. He added non-residents were asked to remain in the public right -of - 05/28/19 -1 way. He noted he was given advanced notice by the protest coordinator, and there was no conflict that he is aware of. Councilmember Butler requested that City Staff work with residents and management at Gateway Commons and other residential complexes to ensure healthy dialogue and cooperation. She asked whether renewal of rental licenses can be denied if there are violations. Mr. Boganey agreed that non -renewal is a last resort, and existing tenants would not be directly affected. He added there are other actions that can be taken to rectify violations and ensure Code compliance. Councilmember Graves stated the inspection process could include talking tenants, as their rights are affected. Mr. Boganey stated tenants are not consulted during inspections but we do provide information to tenants regarding their rights and who to contact with concerns. Mayor Elliott asked whether City Staff addressed tenant complaints about the heat being shut off at Lake Pointe Apartments. Mr. Boganey confirmed, and the property owner corrected the situation. DISCUSSION OF WORK SESSION AGENDA ITEMS AS TIME PERMITS BEAUTIFICATION AND PUBLIC ART TASK FORCE Deputy City Manager Reggie Edwards gave a presentation on the City's Beautification and Public Art Task Force, consisting of approximately 12 residents who have met to review the City's requirements. He added the Task Force and consultants would meet over the next few months to shape the City's Public Art Policy. The proposed dates are June 24, August 12, and September 23. He noted the meetings would be held from 5:15-6:15 p.m. at City Hall. There was a majority consensus from the City Council to meet with the Beautification and Public Art Task Force on June 24, August 12, and September 23, 2019, at City Hall from 5:15 — 6:15 p.m. Councilmember Butler stated she is not available on June 24, 2019, as she will be at a wedding. She added she will be arriving home from London on August 12, 2019, and may not be able to make the 5:15 p.m. start time. She added she would email Dr. Edwards with additional details. Mayor Elliott stressed the importance of creating a meaningful and informative process. Mr. Edwards agreed to have the facilitator provide an agenda closer to the meeting dates. He added the important outcome is to tap into the City Council's insights and perspectives about the City. Mayor Elliott suggested the Task Force meetings could be held outside if possible, in nearby Centennial Park. 05/28/19 -2 Councilmember Graves requested that Councilmember Lawrence -Anderson be kept informed of the meeting dates. Mr. Boganey agreed.
