RESOLUTION NO. 2019-094
RESOLUTION ACCEPTING BID AND AWARDING CONTRACT FOR
MUNICIPAL LIQUOR STORE EQUIPMENT, RACKING & SHELVING
WHEREAS, pursuant to an advertisement for bids for Municipal Liquor Store
Equipment, Racking & Shelving, two bids were received, opened and tabulated by the City
Finance Director on the 27`h day of June 2019. Said bids were as follows:

WHEREAS, it appears that St. Cloud Refrigeration (SCR Inc.) of St. Cloud,
Minnesota is the lowest responsible bidder; and
WHEREAS, the City reasonably expects to spend monies from the Municipal
Liquor fund on a temporary basis to pay the expenditures described in this resolution; and
WHEREAS, the City reasonably expects to reimburse itself for such expenditures
from the proceeds of taxable or tax exempt bonds, the debt service of which is expected to be
paid from property taxes or municipal liquor operation revenues.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
Brooklyn Center, Minnesota, as follows:
1. The Finance Director is hereby authorized and directed to enter into a contract
with St. Cloud Refrigeration (SCR Inc.) St. Cloud, Minnesota, in the name of
the City of Brooklyn Center for Municipal Liquor Store Equipment, Racking
& Shelving, according to the plans and specifications on file in the office of
the City Finance Director.
2. This resolution is intended to constitute official intent, for purposes of
Treasury Regulations Section 1.150-2(d) and any successor law, regulation, or
ruling, to issue taxable or tax exempt reimbursement bonds, in an amount not
to exceed $4 million, to finance the acquisition, construction and equipping of
the property described above and a municipal liquor store to be located
thereon. This resolution will be modified to the extent required or permitted
by Treasury Regulations or any successor law, regulation, or ruling.

The motion for the adoption of the foregoing resolution was duly seconded by member
Lawrence-Andreson
and upon vote being taken thereon, the following voted in favor thereof. Butler, Grave, Lawrence -Anderson,
Ryan, and Elliott
and the following voted against the same: None
whereupon said resolution was declared duly passed and adopted.
