MINUTES OF THE PROCEEDINGS OF THE PARK AND RECREATION COMMISSION
FOR THE CITY OF BROOKLYN CENTER IN THE COUNTY OF HENNEPIN AND THE
STATE OF MINNESOTA
REGULAR SESSION
MAY 21, 2019

CALL TO ORDER
Chair Sorenson called the meeting to order at 6:32 p.m.
ROLL CALL
Chair Sorenson and Commissioners Bonovsky, Dalton, Ebert, Shinnick and Witalka were
present. Commissioner Thorbus was absent and excused. Also present was Community
Activities, Recreation & Services Director Jim Glasoe and Centerbrook Golf Course
Superintendent Steve Makowske.
APPROVAL OF AGENDA
Chair Sorenson asked if there were any additions or changes to the proposed agenda.
By consensus the agenda was approved as presented.
APPROVAL OF MINUTES April 16, 2019
Chair Sorenson noted the April minutes had Vice -Chair Shinnick calling the meeting to order,
despite his being in attendance.
There was a motion by Commissioner Witalka, seconded by Commissioner Bonovsky to approve
the minutes of the April 16, 2019 meeting of the Park & Recreation Commission as amended.
The motion passed unanimously.
COUNCIL LIAISON REPORT
Councilmember Graves was unable to attend the meeting.
CENTERBROOK GOLF COURSE- UPDATE
Cars Director Glasoe introduced Centerbrook Golf Course Superintendent Steve Makowske who
provided an overview of current golf course operations. Mr. Makowske reported the current
emphasis on course condition and customer experience.
Superintendent Makowske noted the addition of Top Golf to Brooklyn Center and its positive
effect on golf course operations.
Mr. Makowske reported that staff was examining the option of adding a driving range. CARS
Director Glasoe noted a staff recommendation would likely be forthcoming from staff.
The Commission thanked Superintendent Makowske for his efforts and for attending the
meeting.
FREEWAY PARK -MASTER PLANNING PROCESS
CARS Director Glasoe reported the consultant and city staff had met with Mound Cemetery
representatives to solicit their input. Mr. Glasoe noted the consultant would be scheduled to
present the options to the Cemetery Board at their May meeting.
DOG PARK- DRAFT PUBLIC INPUT PLAN
The Commission reviewed a draft public input plan regarding a potential dog park, along with a
draft survey created by Commissioner Dalton.
Commission consensus was the draft input plan was sufficient and that any additions to the
survey should be forwarded to CARS Director Glasoe.
Commissioner Dalton reported that all parks now had separate garbage and recycling containers.
She noted a recent visit to Firehouse Park found people were not separating the recycling. She
asked if language could be added to the website and picnic shelter reservations permits
encouraging recycling and or if stickers could be added to the trash bins.
CARS Director Glasoe responded that he would look at adding the language to the website and
shelter reservations and would look into and signage options.
SET NEXT MEETING DATE
By consensus, the next meeting of the Park and Recreation Commission was set for September
17, 2019 at 6:30 p.m. at Centerbrook Golf Course
MEETING ADJOURNED
A motion was made by Commissioner Shinnick, seconded by Commissioner Witalka to adjourn
the meeting at 7:38 p.m. The motion passed unanimously.

Greetings City Staff -
For those that don't know us, we (Jack MacMillan and I) are Hennepin County Master Recyclers,
along with 4 other BC residents. I have been a Park & Rec commissioner for 8 years, and have
worked hard with the commission and city staff to make recycling work in our parks. Jack is a
Planning Commissioner and we are the stewards for Firehouse Park, so we are both invested in
our community and our parks.
We are mid -way through July have taken some time to witness what has been going on in
Firehouse Park since we got the new trash and recycle carts. I assume that Firehouse is a snap
shot of what has been going on in other city parks.
This email is meant as a call to arms of sorts.
Because we monitor it so closely, Jack and I think it would be great for the city to use
Firehouse Park as a guinea pig- figure out what works and what doesn't before applying it to the
other parks..
The problem:
We were very excited to hear that finally all park picnic pavilions were going to get recycle
carts. Unfortunately, this has not resulted in an increase in recycling at the parks. Even though
the carts are placed side by side, are different colors, and are clearly marked, our park users
are not separating the waste.
Twice this summer I stopped by our Firehouse Park pavilion as a party was about to gear up to
explain (respectfully) about the recycling. They assured me they understood and would
comply. They didn't.
A couple weeks ago I spoke with city staff that was picking up the garbage at the park. They
said that if it looked like the recycling cart was more than 75% contaminated, the contents of
the entire cart would be thrown in with the trash. That policy is understandable, so the solution
lies in changing what happens before we get to that point.

Here are a variety of ideas that we have had. There will be no perfect solution, but I'm hoping
we can use this as a stepping stone to start being more proactive about this issue.
1) We've come to the conclusion that the carts look too much alike. When we were at the 2nd
Saturday Pop Up yesterday, we observed time and again, people walk up to the two carts and
place their trash in the closest one without even looking at it. At Firehouse Park, we have also
noted that the small recycle container that was placed at the pavilion several years ago stays
relatively uncontaminated. That's because it looks different- has a hole in it to alert folks that
it's a recycle container. So here's a possible solution- drill a hole in the top of the recycle
carts (large enough for a liter sized bottle of pop bottle) to alert folks that this is a different
kind of receptacle. We'd also suggest some kind of a clamp for the top that the city workers
could easily unlatch to dump, but would give park users more cause to pause before disposing.
2) We have many residents whose first language is not English. We would like to suggest adding
pictures of what is recyclable to the recycle cart, and what is considered trash to the trash
cart. So, while they are pausing to figure out why this cart is different (why does it have a hole,
and why is it harder to open?), they see the pictures. Hennepin County Environmental Services
would help with that.
3) Change the policies for reserving pavilions. Here are possibilities:
• Require that all parties over 20 must be reserved a head of time. This heightens the
possibility of getting recycling info into the hands of all parties.
• Change the policy that parties must be reserved a week in advance. Two of the parties we
talked to had wanted to reserve, but when they called, it was too late. Reserve by
Wednesday for a weekend party- possible?
• Make accessible on the city website what parks are reserved when, and alert the park
stewards.
• Have explicit instructions in the policies about recycling. At this point, I believe there
are none. And we suggest adding a whole separate flyer with lots of pictures. We would
be willing to come up with this if you want.
• In the policies it says if they have not cleaned up after themselves, they will be fined.
Separating the recycling from the trash should be part of that.
• Instead of a fine, perhaps charge the $50 to reserve the pavilion, but if the trash and
recycling carts are left in good shape, they get $20-30 back? This would get them to
think about it ahead of time.
4) Change signage at the pavilions. Jack and I have been at the parks hundreds of times, and
frankly could not even tell you if there was a sign at the pavilion about keeping it clean.
5) How can we engage more effectively with the community?

• I know br. Smith has launched a community engagement program. I'm quite sure at least
4 of the 6 Hennepin County Master Recyclers that reside in BC would be willing to
become involved in future plans/meetings.
• Make sure the Rec on the Go staff is fully aware of recycling policies and willing to help
educate the kids that come.
• Are there still neighborhood meetings? We have not heard of any this year. If they
return, that is great place to heighten awareness about recycling practices.
6) bo we have other community partners that would be willing to work with us?
7) Include recycling info on city Facebook pages- pictures of the new carts, what goes into it
etc.
8) Outreach to other cities that have carts- what are their solutions and are they working?
9) And lastly, add an Environmental Commission. We think the time has come. The Park & Rec
Commission has some mention of environmental concerns in its mission, but frankly, not everyone
on this commission is on board. We're in the process of gathering info from
other environmental commissions, and finding out all the "next steps".
