HomeMy WebLinkAbout2019-134 CCRMember Graves introduced the following resolution and moved its adoption: RESOLUTION NO. 2019-134 RESOLUTION AUTHORIZING THE APPLICATION AND EXECUTION OF THE METROPOLITAN COUNCIL GRANT AGREEMENT FOR INFLOW AND INFILTRATION WHEREAS, the Minnesota State Legislature has appropriated $3,739,000 in general obligation bond funds for grants to municipalities to reduce inflow and infiltration in their public system infrastructure, administered by Metropolitan Council Environmental Set -vices (MCES); and WHEREAS, application to participate in the MCES 2017 Municipal Grant Program (Grant Program) was made on September 20, 2017, for reimbursement of a percentage of the sanitary sewer improvements as part of the Evergreen Park Area Reconstruction Project in 2017, the Firehouse Park Area Reconstruction Project in 2018, Brooklyn Boulevard and 51st Avenue Improvements in 2018, and the Interstate Area Reconstruction Project in 2019; and WHEREAS, the City of Brooklyn Center was notified by MCES Letter of Intent dated October 13, 2017, of approval to participate in the Grant Program and of estimated Final Reimbursement Amount (FRA) of $159,689; and WHEREAS, the City of Brooklyn Center awarded bid for Evergreen Park Area Reconstruction Project on March 27, 2017, and issued payment for the work on April 16, 2018; and WHEREAS, the City of Brooklyn Center awarded bid for Firehouse Park Area Reconstruction Project on April 23, 2018, and issued payment for the work on September 17, 2019; and WHEREAS, the City of Brooklyn Center awarded bid for Brooklyn Boulevard and 51St Avenue Improvements on August 13, 2018, and issued payment for the work on October 1, 2019; and WHEREAS, the City of Brooklyn Center awarded bid for Interstate Reconstruction Project on June 10, 2019, and issued payment for the work on September 3, 2019; and WHEREAS, Grant Agreement between the Metropolitan Council and the City of Brooklyn Center is currently being drafted by MCES; and WHEREAS, the City of Brooklyn Center has completed $2,498,670.50 of work eligible for funding and desires to enter into Grant Agreement to finalize the reimbursement process. RESOLUTION NO. 2019-134 NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Brooklyn Center, Minnesota, that 1. The City Council hereby approves application for MCES 2017 Municipal Inflow and Infiltration Grant Program. 2. The City Council hereby approves the Grant Agreement between Metropolitan Council and the City of Brooklyn Center and authorizes the City Manager to execute the Grant Agreement, subject to minor modifications and final review by the City Attorney.
