The Brooklyn Center City Council met in Study Session called to order by Mayor Mike Elliott at
6:15 p.m.
ROLL CALL
Mayor Mike Elliott and Councilmembers Marquita Butler, and April Graves. Councilmembers
Kris Lawrence -Anderson and Dan Ryan were absent and excused. Also present were City
Manager Curt Boganey, Deputy City Manager Reggie Edwards, City Clerk Barb Suciu,
Community Development Director Meg Beekman, Business and Workforce Development
Specialist Brett Angell, Deputy Director of Building and Community Standards Jesse Anderson,
City Attorney Troy Gilchrist, and Mary Mullen, TimeSaver Off Site Secretarial, Inc.
CITY COUNCIL DISCUSSION OF AGENDA ITEMS AND QUESTIONS
Mayor Elliott stated a 4/5 majority vote is required to address Agenda Item 8C related to Special
Assessments. He added the public hearing would be held tonight, but the motions to certify
Special Assessment Rolls will be continued to the City Council's October 28, 2019 meeting.
MISCELLANEOUS
BEAUTIFICATION TASK FORCE
City Manager Curt Boganey requested City Council consideration of additional Beautification
Task Force meetings. He added two meetings that are requested: a Task Force meeting for the
City Council as well as a regular Task Force meeting, including City Council, City Staff, and the
community. He noted potential dates for the City Council's meeting are October 22 or 23, 2019,
from 6:00-7:30 p.m.
There was a majority Consensus of the City Council to hold the City Council's Beautification
Task Force Meeting on Tuesday, October 22, 2019, from 6:00-7:30 p.m.
Mr. Boganey stated the regular Task Force meeting could be held November 20, 21, or 26, 2019,
from 6:00-8:00 p.m.

Mayor Elliott stated residents have commented that they feel there has not been enough
community engagement, and residents have not felt like they are part of the process. He stressed
the importance of holding meetings where people are, such as the library or apartment buildings,
to get input and feedback, and create a plan that is impactful and reflects the community.
Deputy City Manager Reggie Edwards stated City Staff had not attended the meetings, although
he is aware that some of the meetings were not well attended. He added City Staff could
communicate with the consultant to see if there is additional work that can be done. He noted
the Consultants have visited the Metro Transit hub and the library and will be reporting back on
those visits.
There was a majority Consensus of the City Council to hold the Beautification Task Force
Meeting on November 20, 2019, from 6:00-8:00 p.m.
SCHEDULE OPPORTUNITY SITE MASTER PLAN SPECIAL WORK SESSION
Mr. Boganey stated a Master Plan Work Session was originally scheduled for November 4,
2019. He added the consultant has a conflict, and City Staff proposes that this be addressed as a
Work Session item at the City Council's November 12, 2019 meeting.
There was a majority Consensus of the City Council to address the Master Plan Work Session at
the City Council's November 12, 2019 meeting.
JOINT MEETING WITH BROOKLYN CENTER SCHOOL BOARD
Mr. Boganey stated the City Council had agreed to schedule joint meetings with School Board
representatives. He added the first of two meetings is November 18, 2019, from 6:00-8:00 p.m.
at the School Board offices. He noted a second meeting and subsequent meetings would be
scheduled at a later date.
Mr. Boganey stated individual organizations would have an opportunity to provide information
on their priorities, the population they serve and potential collaboration. He added the School
Board has indicated that dinner will be served.
EVERY HOUR COUNTS CONFERENCE TRAVEL
Mayor Elliott stated he has an opportunity to attend the "Every Hour Counts" conference in
Denver on November 7-8, 2019 with members of Youthprise and Brooklyn Bridge Alliance. He
added the conference focus areas are STEM and community partnerships, learning opportunities
that will benefit the community and new ways to engage youth and come together.

Mr. Boganey stated the conference cost is more than $300 identified in the memo. He added
additional costs, including hotel, which could make the total as much as $800, and City Council
approval is required. He noted this item could be added to the Regular Agenda for action.
It was the majority Consensus of the City Council to address "Every Hour Counts" Conference
Travel for Mayor Elliott during the Regular Meeting.
DISCUSSION OF WORK SESSION AGENDA ITEMS AS TIME PERMITS
SEWER AVAILABILITY CHARGE (SAC) CREDIT POLICY
Business and Workforce Development Specialist Brett Angell reviewed a potential credit policy
related to the City's Sewer Availability Charge (SAC) fees. He added SAC for cities is
administered by the Metropolitan Council, and the current charge for 1 SAC credit is $2,485. He
noted working with SAC on redevelopment projects is difficult, but the City can change City-
wide SAC credits and put the funding into an Economic Development Authority (EDA)
revolving loan fund.
Mr. Angell requested the City Council's feedback and comments on the creation of a potential
SAC policy, as well as the City Council's areas of focus.
Discussion of this item continued and concluded October 14, 2019, Work Session.

Mayor Elliott adjourned the Study Session at 6:43 p.m.

Session of the City Council of the City of Brooklyn Center held on October 14, 2019.
2. That said meeting was held pursuant to due call and notice thereof and was duly held at
Brooklyn Center City Hall.
