MINUTES OF THE PROCEEDINGS OF THE HOUSING COMMISSION OF THE
CITY OF BROOKLYN CENTER IN THE
COUNTY OF HENNEPIN AND STATE OF MINNESOTA
REGULAR SESSION
SEPTEMBER 17, 2018
COUNCIL COMMISSION ROOM
CALL TO ORDER
The Brooklyn Center Housing Commission was called to order by Chairperson Goodell at 7:00
p.m.

APPROVAL OF AGENDA
There was a motion by Commissioner Amdahl and seconded by Commissioner Schonning to
approve the agenda as submitted. The motion passed.
APPROVAL OF MINUTES
There was a motion by Commissioner Oman and seconded by Commissioner Schonning to approve
the minutes of the Housing Commission meeting on August 20, 2019. The motion passed.
REVIEW NEW NEIGHBOR PACKET INFORMATION AND UPDATE ON HOME SALES
COUNTS
City Staff Liaison Jesse Anderson reviewed the contents of the New Neighbor packets, including but
not limited to: a welcome letter; Quick Reference City Contacts; City Watch newsletter; social media
sites postcard; Brooklyn Center Shop, Eat and Meet Guide; Parks and Trails Map; Brooklyn Center
Neighborhoods Guide; home improvement information, including residential contractors; and
information on recycling and waste haulers.
Mr. Anderson stated the New Neighbors packet also includes information about paying City bills
online, the Brooklyn Center Health Resources Center, the Charter Commission, and other Advisory
Commissions, as well as Minnesota Voter Registration applications. He added a brochure with City
employment and a coupon book for local restaurants and businesses are also included.

Mr. Anderson requested feedback and comments from the Housing Commission regarding the
contents of the New Neighbor packets.
Commissioner Oman asked why there is information on all City Commissions except the Charter
Commission. Mr. Anderson stated the Charter Commission is different from the other
Commissions, as Charter Commissioners are appointed by a Hennepin County judge.
Commissioner Schonning stated she likes including the Parks and Trails Map, which identifies local
parks within each neighborhood.
Commissioner Oman asked whether information on watering bans and restrictions could be included.
Commissioner Amdahl asked whether City Staff has had difficulty getting any of the information
included in the New Neighbor packet. Mr. Anderson stated the Recycling card is difficult to
replenish.
Mr. Anderson stated it would be nice to get more coupons.
Commissioner Amdahl stated it would be a good idea to include something about the City’s Pop-up
Markets, to provide advertisement for the market as well as information for new residents. Mr.
Anderson agreed.
Mr. Anderson stated representatives from Top Golf have been contacted by City Staff to provide
something for the New Residents packet. He added he can follow up on that, as well as Pop-up
Market information, Northwest Human Services and Earle Brown Heritage Center.
Mr. Anderson stated the August 2019 new homeowner data is not available. He added City Staff
expects the numbers will not be more than 100 new residents.
Chair Goodell requested an update on the Eastbrook Estates housing development. Mr. Anderson
stated the developer has indicated that they will submit a few building permit applications in the Fall
or Winter of 2019-2020. He added it is not expected that construction will commence before Spring
2020.
Chair Goodell requested the Commission’s input regarding dates for delivery of New Neighbor
packets. He added he would support doing one weeknight and one weekend morning.
Mr. Anderson stated August updates will not be complete until October 1, 2019. He added dates for
delivery of the New Neighbor packets could be scheduled after that date.
It was the majority Consensus of the Housing Commission to schedule delivery of New Neighbor
packets on October 8, 2019 beginning at 6:00 p.m. and October 12, 2019 beginning at 10:00 a.m.
Mr. Anderson stated he would provide an update in the City Council’s weekly update encouraging
their participation.

Chair Goodell reminded Commissioners that an Opportunity Site Open House is scheduled for
Thursday, September 19, 2019 at 6:00 p.m. at the Library.
PRESENTATION ON MINNEAPOLIS HOUSING DEVELOPMENTS BY HAMZA HASSAN,
COMMUNITY ORGANIZER WITH ACER
Chair Goodell stated he has not heard back from Mr. Hassan regarding his request to address the
Housing Commission. Mr. Anderson agreed to contact him.
COUNCIL LIAISON REPORT
Mr. Anderson stated Councilmember Kris Lawrence-Anderson was unable to attend tonight’s
Housing Commission meeting as she was scheduled to attend a neighborhood meeting.
CHAIRPERSONS REPORT
Chair Goodell did not have anything to report.
OTHER BUSINESS
Mr. Anderson stated the City Council reviewed the Housing Commission’s recommendation
regarding adoption of the International Property Maintenance Code (IPMC) at their September 9,
2019 meeting. He added the Code was unanimously approved, and a second hearing scheduled for
October 14, 2019. He noted there were questions from Mayor Elliott regarding the building Code, as
well as occupancy, and whether the IPMC would prevent large families from living together in the
same house.
Mr. Anderson stated the IPMC does not limit the number of family members in a single-family
home, as it relates to the number of rooms within a home that can be considered bedrooms.
Mr. Anderson stated the budget process is ongoing, with the initial levy scheduled to be reviewed by
the City Council at the end of September 2019. He added the process includes regular joint work
sessions with the City Council and Finance Commission.
Mr. Anderson stated City Staff receives numerous calls from residents every day requesting
information regarding WIC. He added that might be helpful information for new residents.
ADJOURNMENT
There was a motion by Commissioner Amdahl and seconded by Commissioner Baskin to adjourn the
meeting. The motion passed. The Brooklyn Center Housing Commission adjourned at 7:33 p.m.
