ADAPTIVE RECREATION PROGRAM
The Adaptive Recreation Program is a cooperative
effort of the Cities of Brooklyn Center, Brooklyn Park,
Golden Valley, Plymouth, Maple Grove, St. Louis Park,
Chanhassen, Chaska, Waconia and REACH For Resources.
REACH serves individuals with developmental disabilities.
Services include adaptive recreation, independent living
support, and counseling. For information and registration
procedures, call 952-200-3030. For persons not living in
a community listed above, you are considered a “non-
resident”. Pre-registration required.
An inclusion specialist is available to assist persons who
wish to participate in “non-adapted” programs. For a
successful inclusion a minimum of two weeks prior notice is
required and an inclusion assessment must be completed.

Information
DEPARTMENT MISSION
To create a sense of community and enrich the quality of life for
our residents, patrons and employees by providing a variety of
high quality, inclusive programs and services.
LIABILITY
The Community Activities, Recreation and Services Department
does not provide accident insurance for participants in any of
its programs. Participants assume all inherent risk of injury from
their involvement in programs or activities.
NOTE
• Inclement Weather – If classes or recreation activities
are canceled due to inclement weather, we will attempt
to make them up. For a recorded message about activity
cancellations, call 763-569-3442.
• Financial Assistance – Available to Brooklyn Center youth
residents who could not otherwise participate in the
program due to financial reasons. Request and registration
must be made in person at the community center. Not
available for one-day programs, private swim lessons,
lifeguard training, water safety aide, memberships, or
contracted trip programs.
• Photograph Notice – City employees take pictures of
program participants to use for publicity purposes. Photos
may appear in the guide, on the website or other marketing
publications.
• Missed lessons will not be made up.
• No Participant Substitutions – Only registered participants
may attend programs.
• Fees – Program fees cannot be prorated.
• Late Pickup Fee – $5 fee for every ten minutes past
program ending time will be issued for youth programs.
• Auxiliary Aids –- Auxiliary aids for persons with disabilities
available upon request at least 96 hours in advance. Persons
with hearing or speech impairment served by the MN Relay
Service, 711 (TTY/Voice).
• Successful inclusion requests are made two weeks in
advance.
REFUND INFORMATION
• Request for refunds must be made at least 24 hours before
first class or by registration deadline date.
• Cancellations after the first class, require 24 hour notice
before the second class. No refunds issued after the
second class.
• No refunds on Active Adult programs and Community
Tripsters after the registration deadline.
• Requests for refunds for Lifeguard Training must be made at
least 8 days before the program start date.
• Refunds will be prorated and a $5 cancellation fee is
charged.
• No refunds given on programs of $5 or less.
• If programs are canceled by the Recreation Department, a
full refund will be issued.
LANGUAGE INTERPRETATION SERVICES
If you or someone you know are in need of translation services,
language translation services are available at the community
center. With the help of LanguageLine, we can provide
interpreting service in over 100 languages. LanguageLine is
a service that connects human interpreters via telephone to
individuals who wish to speak to each other but do not share a
common language. Service provided free of charge.
NO NON-RESIDENT FEES
Brooklyn Center Recreation Department does not charge
non-resident fees for any of our programs, classes or community
center memberships.

Group Fitness
SILVERSNEAKERS® – CLASSIC
A variety of exercises designed to increase muscular strength,
range of movement and activity for daily living skills. Hand-held
weights, elastic tubing with handles, and a ball are offered for
resistance; a chair is used for seated and/or standing support.
SILVERSNEAKERS® – CARDIO FIT
Perfect for participants who are fit and active! Safe, heart-healthy
and easy on the joints with easy-to-follow low impact movements,
upper body strength work, abdominal conditioning, stretching and
relaxation from the floor designed to energize your active lifestyle.
SILVERSNEAKERS® – YOGA
Yoga will move your body through a complete series of seated and
standing yoga poses. Chair support is offered to safely perform a
variety of postures designed to increase flexibility, balance and
range of movement. Restorative breathing exercises and final
relaxation will promote stress reduction and mental clarity.
AEROBIC FITNESS & FUN FOR 60+
Learn energizing routines designed to improve strength, flexibility
and endurance at a level safe and comfortable for you. All ages
welcome however, exercises are geared for those age 60+.

Unless noted classes are for ages 16 & older. Children

are invited to workout in our fitness center, use the pool & sauna
and participate in designated fitness classes at no cost to eligible
members. These classes are a great opportunity to get fit, have
fun, join your friends and make new ones.

AFRO-BEATS WORKOUT
Learn different ways to move your body to great music from the
motherland. Perfect for participants who want an energizing
fun way to be fit and active. Learn invigorating routines which
include traditional and contemporary West African dance moves
including Igbo dances, Azonto, Ndombolo and more.
AQUA ZUMBA®
Aqua Zumba is perfect for those looking to make a splash by
adding a low-impact, high-energy aquatic exercise to their
fitness routine. Aqua Zumba® blends the Zumba® philosophy
with water resistance, for one pool party you shouldn’t miss!
Water creates natural resistance, which means every step is
more challenging and helps tone your muscles. Wear your
swimsuit and meet in the shallow end of the pool.
ZUMBA GOLD®
Come ready to sweat! This lower intensity dance party fitness
class focuses on all elements of fitness: cardiovascular, muscular
conditioning, flexibility and balance. Once the Latin and World
rhythms take over, you’ll see what Zumba® Fitness classes are
often called exercise in disguise.
TOTAL BODY
Come for a workout that will leave your entire body feeling worked
to the max! In this Total Body Class, we will work all major muscle
groups to furnish strength, improve mobility and torch calories.
You’ll use resistance training combined with cardio in order to
achieve your goals. Bring your mat and yourself and get ready to
sweat!
CARDIO-CORE VARIETY WORKOUT
Improve cardiovascular fitness and build strength with this
intense circuit-style class. Each session includes a warm-up, cardio
segment, strength and core training, cool-down and stretching.
Must be able to get down and up from the floor.
ZUMBA®
This dance-based high-energy class for average healthy adults
fuses hypnotic Latin rhythms and easy to follow moves. Zumba®
is a great workout while helping to build muscle tone and
cardiovascular endurance. Wear cross training or aerobic style
shoes & comfortable clothes.
STRENGTH TRAINING
Fit or unfit, experienced or beginner, older adults can benefit from
resistance training. This class can improve muscular strength and
power, build and protect bone mass, and increase joint stability.
Use a variety of resistance tools and a chair for safety. Modifications
are offered for different abilities.

AQUA EXERCISE
Water power! Join this invigorating high-energy class, which
includes a warm up, cardio and full body toning. You are
encouraged to participate in the intensity level that suits you best.
It’s 50 minutes of pure aqua aerobic fun!
AQUA DEEP WATER WORKOUT
If you are looking for a different experience in water exercise,
try this class! Using a floatation device, the instructor combines
aerobic exercise, strength training, sculpting and water jogging for
an excellent over all body workout! Class is designed for all fitness
levels and can be easily modified for a lower or higher intensity
workout. Swimming skills are not required but participants should
be comfortable in deep water. Floatation belts are allowed during
class for extra stability.
ARTHRITIS WATER EXERCISE
Joining a water exercise class gives you opportunity to exercise
in warm water with guidance from a trained Arthritis Foundation
instructor. This class can help decrease pain and stiffness. We
concentrate on walking, warm-ups, range of motion of all major
joints and low-impact exercises.
AQUA SHALLOW & DEEP WATER COMBO
Our “combo” class combines warm up, stretching, aerobic exercise
and strength training for a full body workout. The class is designed
for all fitness levels and can be easily modified for a lower or higher
intensity workout.
POWER AQUA
Looking for a quick and intense lunch workout? Try Power Aqua
for high intensity workout that combines interval training and the
water.
Youth

Ages 5-11. Zumba® Kids classes are the ultimate dance party for
kids, featuring kid-friendly routines based on original Zumba®
choreography. We break down the steps, add games, activities
and cultural exploration elements into the class structure. Help

of children’s lives by making fitness fun.

Youth
YOUNG ATHLETES
Ages 2-7. Have fun while improving your gross motor skills playing
different games! Young Athletes is an early introduction to sports
using focused activities that target mental and physical growth.
This is a unified program designed for children with and without
disabilities. There is an evidence supported curriculum for this
program provided by Special Olympics MN. This program is offered in
partnership with Reach for Resources, Inc. Class limit 15. Registration
deadline one week prior to class start, space permitting. Class meets
at the Brooklyn Center Community Center, Constitution Hall.

NINJA WARRIOR TRAINING
This instructional class will use challenges that will evolve into an
obstacle course at the end of each session. Participants build skills
that involve running, jumping, balance and control, coordination,
strength and agility. The class is designed to challenge each individual
as much as they would like to be challenged.

AMERICAN RED CROSS SWIM LEVELS CHILD
— AGES 5 & OLDER
Children may be tested the first day to assure correct swim level.
Average ratio 5 students/instructor. Parents do not accompany
child in water.
Evaluation Class: Looking to sign up your child and
do not know what level they would be? Sign up to
have your child evaluated by our instructor and have
your child placed in the right class at the start of the
session. Evaluation classes will be the week before the start of
all classes. Required for all new participants.
AMERICAN RED CROSS SWIM LEVELS
LEVEL 1: Introduces floating, kicking, gliding arm & leg action &
breath control. Focus on becoming safe & comfortable in water
& work on beginner skills.
LEVEL 2: Introduces fundamentals of front crawl & elementary
backstroke. Must pass level 1 or able to float on their front &
back for 3-5 seconds.
LEVEL 3: Builds on skills of level 2. Focus on stroke develop-
ment as participants learn to survival float, swim front crawl,
diving skills, & elementary backstroke. Scissors & dolphin kicks
introduced. Learn fundamentals of treading water.
LEVEL 4: Breaststroke, butterfly, front crawl, back crawl, back-
stroke, & safety skills. Learn scissors kick & develop endurance.
Must be able to swim 30 meters-front crawl & elementary back-
stroke.
LEVEL 5: Must pass level 4 or swim 50 meters-front crawl, el-
ementary backstroke & demonstrate sidestroke. Refine key
strokes flip turns, & dives.
LEVEL 6: Must swim 25 meters-breaststroke, sidestroke, back
crawl, butterfly; 75 meters-front & elementary backstroke. Fo-
cus on completing 500 meters of continuous swimming using
all strokes.
AQUA TOTS
BABY & ME AGES 6 MONTHS-3
A fun class that introduces toddlers to the water. Parent must
accompany child in water. Child must wear a swim diaper.
LIL’ TOTS LEVEL 1 AGES 3-5
Child is introduced to basic skills, safety & fun in the water. Limit 4
participants/class. Parents do not accompany child in water.
LIL’ TOTS - LEVEL 2 AGES 3-5
Designed to continue to challenge and increase skills. Take Lil Tots
Level 2 after completing Level 1. (If child has previously taken Lil
Tots, register for Level 2.) Limit 4 participants/class. Parents do not
accompany child in water.
SPECIALTY
DIVING CHILDREN AGES 6+
Whether you are attempting your first dives from the side of pool
or board or have the fundamentals down, you can get specific
instruction to your skill level. Develop elementary body control
while exploring basic take-offs, diving positions & entries. Move
from the fundamentals to more technical aspects of using the
springboard to gain takeoff height. Prerequisite: Pass swim level 2.
TEENS AGES 11 - 18
Designed for beginners. Build your confidence in the water. Focus
is on individual needs.
PRIVATE AGES 5 & OLDER
Improve stroke techniques, conquer fear of water, gain confidence,
or focus on skills! Designed to meet the individual needs of you or
your child. Ratio one student/instructor.
ADAPTIVE/AQUA BUDDIES

American Red Cross Lifeguard Certification:
Wanting to be certified as a lifeguard? The Brooklyn Center
Community Center offers American Red Cross Lifeguarding
classes. Learn how to effectively prevent and respond to water
emergencies. With the lifeguard certification, you will learn how
quick response time and effective preparation are vital to being
lifeguards while also understanding the crucial elements in helping
to prevent drowning and injuries. Training and certification is
provided free to potential Brooklyn Center Community Center
employees. Ages: 15+
Junior Lifeguard Training:
Want to start your training towards being a lifeguard and not
old enough yet for the Lifeguard Certification class? Sign up for
a Junior Lifeguard class. Geared towards ages 11-14, participates
will learn the foundations of knowledge, attitudes and skills of
future lifeguards.
Water Safety Aide:
Want to help teach kids how to be safe in and around the water?
Sign up to become a Water Safety Aide and help our instructors
teach kids how to teach. The class will teach the basics of the
strokes and many tips and techniques of teaching the Learn to
Swim levels. Training and certification is provided free to potential
Brooklyn Center Community Center employees. Must show LEVEL
5 swimming ability. Ages: 12+

and you—embark on a ride to your favorite Disney destinations.
Travel with Moana to Motunui, set off on a safari to the Pride Lands
with Simba and be swept away by Aladdin’s princely parade. Play
at a larger-than-life carnival with Woody. This fun-filled getaway

STEPPING ON
Stepping On is a workshop series where you will learn exercises and strategies
to help prevent you from falling. Falling is not a normal part of aging and
preventing falls can help keep seniors in their homes and independent. The
program has been researched and proven to reduce falls in older people. Led
by trained facilitators in addition to local guest experts. Topics include: simple
balance and strength training, the role vision plays in keeping your balance,
how medications can contribute to falls, ways to keep from falling when out
in your community, what to look for in safe footwear, How to eliminate falls
hazards from your home. Stepping On is designed specifically for anyone who
is 65 or older, has had a fall in the past year or is fearful of falling, lives at home
and does not have dementia. Class includes seven two hour sessions.

2020 Presidential Nomination Primary Election
In 2016, the legislature authorized a nomination primary to be conducted for the
president of the United States. The Presidential Nomination Primary Election (PNP)
is March 3, 2020, or otherwise known as Super Tuesday.
Unlike any other election, the outcome of the PNP does not directly determine the
names of any candidates that will appear on the State General ballot. The purpose of
the PNP Election is for voters to indicate their preference for their party's candidate,
or a candidate in general.
Voters will be required to indicate the name of the political party they wish to vote
for, and that choice will be marked in the roster. The voter will only be provided the
ballot that corresponds to that party.

Let it Snow – But Help Us Keep the Streets Clear and Safe
The City of Brooklyn Center typically
receives high marks for snow clearing
activities. Cooperation of residents and
businesses is key to the timely and safe
clearing of streets and sidewalks.
Street snow removal operations
typically begin when there is more
than 2.5 inches of snowfall or if other
conditions warrant plowing. Sidewalk
snow removal begins with one-inch or
more of snowfall. Crews begin plowing
as soon as the storm subsides.
The City streets are divided into ten
districts with plows assigned to each
district. The arterial streets will be
cleared first followed by the residential
streets. The snow plow must make
several passes up and down the street
to remove the snow: two to clear the
center and two or more to widen the
street from gutter to gutter. Because
plowing routes are long, it may be one
hour or more between the clearing pass
and the final widening pass. Please keep
all cars out of the street until the plow
has finished plowing both sides of the
roadway.
Please remember that the City Council
recently adopted a snow emergency
parking ordinance that prohibits parking
on the street when there is more than
2.5 inches of snow. Vehicles cannot be
parked in the street until the streets are
plowed curb-to-curb. Violators of this
restriction could be cited and towed.
We apologize in advance for plugged
driveways, which are unavoidable side
effects of well-plowed streets and
sidewalks. To reduce the frustration of
shoveling out the end of your driveway
twice, we suggest you wait until the
street is plowed to its full width. Please
do not place the snow from the end of
your driveway back into the street.
Please help keep fire hydrants clear of
snow. In the event of a fire, valuable
time may be lost if the Fire Department
has to locate or remove snow from a
hydrant.
Please remind your children not to build
snow forts or play in the snow piles
made by the plows. The plow operators
often cannot see children in the snow
banks and they
could be buried in
the snow or seriously
hurt.
The City will repair or replace properly
installed mailboxes that are damaged
by direct contact with snow removal
equipment. The City will not assume
responsibility for damage simply caused
from snow pressure or improper
installation or maintenance. Also, in the
spring City crews will repair any snow
plow damage to your lawn that occurred
by City plows over the winter.
The boulevard area, generally 10-15 feet
from the edge of the street, is reserved
for snow storage and utilities. The City
will not repair or replace items damaged
in the boulevard during snowplowing
operations.

please call the Public Works Maintenance
Facility at 763-585-7100 Monday-Friday
from 7:00am to 3:30pm. For after-hour
emergencies, please call 911.
Media and Democracy in Liberia
On Friday October 4, the City of Brooklyn Center hosted a journalist panel discussion entitled, “Media and
Democracy in Liberia” in partnership with the Africa Institute for International Reporting (AIIR). AIIR is a nonprofit and
nonpartisan media organization that supports journalists, press freedom and media education in local US communities,
and across Africa. This particular event was part of a three-day conference for the Association of Liberian Journalists in the
Americas. In 2018, Brooklyn Center welcomed more than 30 Liberian journalists visiting from various parts of the U.S., Africa,
Europe, and China. This year we hosted more than 50.

Liberia’s Voinjama and Kakata at
the Brooklyn Center Community Center. This well attended
reception of city administration, elected officials, public safety
and residents was commemorated in honor of the Hon. Joseph
Nyumah Boakai, Sr., the 29th Vice President of the Republic
of Liberia for his contributions in establishing this sister city
relationship.
Being home to the largest concentration of Liberian
immigrants in the U.S, Brooklyn Center and Brooklyn Park
are taking advantage of the sister city framework to improve
their relationship with Liberia. Emphasizing the long standing
farming history of the two Brooklyns, Rev. Alexander Collins,
one of the event speakers, said his church building mission in
Liberia gave him the opportunity to connect citizens and city
officials, in the U.S. and back home in Liberia. They were able
to experience and explore each other’s cultures, and further
stimulate an environment for both communities to learn and
share each other’s unique experiences for the advancement
of cultural integration. Since collaborating, city officials from
the two Brooklyns have visited their sister cities.

City Commission Opportunities
Financial Commission
The Financial Commission is seeking members of
the community to serve on the commission. The
commission assists the City Council in evaluating
and developing fiscal policies, fiscal procedures, Mayor and Council
Member total compensation, budgetary and capital matters, and such
other issues as may be assigned to the Commission by the City Council
or referred to it by the City Manager. Commissioners serve a three-
year term. To qualify for membership, you must be a Brooklyn Center
resident while serving on the Commission and have an interest in the
financial operations of the City. The Financial Commission meets at City
Hall as needed as well as in joint session with the City Council during
the budget planning process.
Housing Commission
The Housing Commission is seeking members of the
community to serve on the Commission. The activity
of this commission is to advise the City Council
and other Brooklyn Center advisory commissions
regarding matters relevant to housing. The general
purpose of the Commission is to afford citizen input in the development
of a housing program to supplement the activities of the City Council.
Commissioners serve a three-year term. To qualify for membership, you
must be a Brooklyn Center resident while serving on the Commission
and represent a broad range of interest in the housing function. The

Park & Recreation Commission
The Parks & Recreation Commission is seeking

Commission. The activity of this commission is to act
in an advisory capacity to the City Council on issues
related to the conservation of environmental resources in the City of
Brooklyn Center and the park system and recreation programs. They
advise the City Council of citizen attitudes and policy matters relevant
to the conservation, park, and recreation functions in Brooklyn
Center. Commissioners serve a three-year term. To qualify you must
be a Brooklyn Center resident while serving on the Commission and
represent a broad range of interest in the housing function. The
Housing Commission meets at City Hall on the 3rd Tuesday of each
month at 7:00pm
Planning Commission
The Planning Commission is seeking
members of the community to serve
on the commission. The commission
acts in an advisory capacity to
the City Council on issues related to
planning, zoning, sign, and subdivision matters. To
qualify for membership, you must be a Brooklyn
Center resident while serving on the Commission,
shall have been a resident for at least one year
before the appointment, and represent a broad
range of interest in the planning function. The
Planning Commission meets on Thursday following
the 2nd Monday of each month at 7:00pm in the
City Hall Council Chambers.

State Statutes. The commission meets quarterly;
commissioners serve a four-year term and may
serve unlimited successive terms.

Cop on Top Event a Success
The Police Department’s Cop on Top event, which was hosted at Cub
Foods on Saturday, October 12, was a success even though it was
unseasonably cold. The event raised over $1,800 for Special Olympics.
Thanks go out to the Lions who cooked hot dogs and brats, as well as
Cub management for their support.

This is a good way to beat porch pirates

Auto Theft Update 10/22/2019
Open Ignition: 27-122. UNATTENDED MOTOR VEHICLE.
No person driving or being in charge of a motor vehicle
shall permit it to stand unattended without first
stopping the engine, locking the ignition, removing the
key therefrom, and removing the key from the motor
vehicle.
• This includes leaving the engine running with a push start /
proximity key.
• This does NOT include vehicles that have been started with an auto
start remote.
• An easy rule of thumb is that if the engine stops when the brake is
pressed it is okay.
• Crime of Opportunity: Most auto theft in Brooklyn Center and
surrounding area is the result of suspects’ (often times juveniles) taking
advantage of easy targets, including:
• Open ignition
• Unlocked doors
• Valuables left unsecured (spare keys, credit cards/money, electronics,
and tools)
• Things to remember:
• These crimes happen quickly, many victims watched suspects take
their vehicle while it was left running. Don’t take the chance!
• Gas stations, apartment complex parking lots, and residential
neighborhoods are some of the most common locations for auto theft
activity.
• Be sure to call 911 if you see any suspicious behavior around motor
vehicles.

How to Vacation Safely
BEFORE YOU LEAVE
• Make sure all doors and windows are
securely locked.
• Stop your mail and newspaper (or ask a trusted
neighbor to pick them up daily).
• Arrange to have the driveway & sidewalk shoveled.
• Put timers on your lights, television or radio to turn them on and off at
appropriate times each day.
• Notify a relative or trusted neighbor that you are leaving. Ask them to
keep an eye on your home.
PACK AGAINST CRIME
• Use traveler’s checks or credit cards
instead of cash whenever possible.
• Carry your wallet in an inside front
pocket or a concealed money pouch.
• Don’t weigh yourself down with excess
baggage, pack only what you need.
• Use your business address on luggage
tags.
• Put an additional identification label
inside your luggage in case the exterior
tag is lost.

The Brooklyn Center Police Department has labeled two parking spots near the main entrance of the police department that
are labeled ‘Safe Swap’. The Safe Swap parking spots are a designated area where residents may exchange items that they
have purchased/sold online. This allows people to have a public loca�on to make legal transac�ons.
Our Safe Swap parking spots are available 24 hours per day and located in the north parking lot of the Brooklyn Center Police
Department at 6645 Humboldt Ave. N., Brooklyn Center, MN 55430, just past the main entrance. The online local marketplace
referred to as OfferUp has included the BCPD as a safe Community MeetUp Spot.

A Low Salt Diet for Shingle Creek
Most of us who live
and work in Brooklyn
Center are familiar
with Shingle Creek. It is
an 11-mile long creek
that winds through our
City and many others
throughout the area.
It collects drainage from
43 square-miles in nine cities
throughout Hennepin County. Shingle
Creek has been designated as an Impaired Water by the
Minnesota Pollution Control Agency and the Environmental
Protection Agency because of high levels of chloride
contamination. Most of the contamination comes from winter
de-icing salt.
Winter de-icing salt is used throughout the winter months
to control ice buildup on roads, parking lots, sidewalks and
driveways. About 85 percent of the chloride in Shingle Creek
is estimated to come from the salt used to keep roads clear.
The remaining amount of chloride comes from the salt used
to keep parking lots, walkways, driveways and private roads
clear. This de-icing adds up to a lot of salt being used in the
community, much of which ends up in our lakes, streams and
wetlands.
Municipalities are required to manage the amount of salt
used for snow and ice removal activities. Many organizations
are also researching and investing in new technology and
materials that allow less salt to be used without compromising
public safety.
YOU CAN HELP REDUCE
CHLORIDE POLLUTION BY:
• Shovel or plow first
- Less snow build-up
means less ice.
• Only use salt when
necessary and where
needed - Such as on steep
slopes or high traffic areas.
• Use alternative products - Such as calcium magnesium
acetate (CMA).
• Read labels - Know what you are applying and the
effects of exposure. Some chemicals damage metal and
concrete, kill lawns and harm pets.
• Temperature matters - Salt is less effective in low
temperatures. When the temperature falls below 15ºF
consider using sand as an alternative to salt.
Annual SWPPP Meeting Updated
Please join City staff to learn about the City’s Storm Water Pollution
Prevention Program on Wednesday, January 15, 2020, at 6:00pm
in the Council Chambers at City Hall, 6301 Shingle Creek Parkway.
In accordance with the General Permit for the National Pollution
Discharge Elimination System/State Disposal System Permit
Program, City staff will present an overview of the City’s program
and report on the status of implementing storm water best
management practices. Following the presentation, there will be
an opportunity to ask questions and provide public comment.
The Storm Water Pollution Prevention Program documents are
available for public review in the Engineering Division at City Hall
between 8am and 4:30pm.

Winter Watch
Safe Winter Driving – Tips to Keep You Safe
If you must drive in snowy and icy road conditions, be sure to allow extra
time for travel. The following safe driving techniques will help you safely
arrive at your destination:
• Check local news for weather and traffic reports and watch electronic
highway signs for up-to-date information. Watch for icy surfaces on
bridges, even when the rest of the road seems to be in good condition.
Bridge decks tend to ice up first.
• Clear snow and ice from all windows, lights and even the hood and roof
before driving.
• Drive with your headlights on.
• Drive slower than the posted speed limits, which are speeds intended
for dry pavement. Maintain control of your vehicle and don’t use cruise
control which automatically accelerates at times.
• Look farther ahead in traffic. Leave plenty of room between you and
the vehicle in front of you, including snow plows. Stay back at least 10
car lengths (200-feet) and don't pass on the right.
• Don't pump anti-lock brakes if your car is equipped with anti-lock
brakes. The right way is to "stomp and steer."
• Use your blinkers and do not cut in front of large vehicles and trucks,
which take longer to stop.
• Don't get overconfident with four-wheel drive. Four-wheel drive helps
you get going quicker but it won't help you stop any faster.
• Concentrate on driving and your surroundings. Put your phone down.
Many drivers are nervous about driving in winter weather conditions.
Being patient with other drivers will promote safer driving habits, as well as
improve your mental health while driving.
Boulevard Trees Need a Trim -
Crews Trimming This Winter
Throughout this winter, City crews will be
trimming boulevard trees in parts of the city.
The purpose of this trimming is to remove
tree branches that are obstructing city streets,
sidewalks, street signs or street lights. City
crews may also prune dead or dangerous
limbs.
The primary objective of City tree trimming
is to trim the street side of the tree to allow
movement of the tallest pieces of street
maintenance equipment on the streets.
Property owners are responsible for aesthetic
trimming, which they may do at any time.

Pipes, Water Meter
and Plumbing:
WHAT IS A SERVICE LINE?
The service line connects from
the city water main to the
building/house.
Every house/building in
Brooklyn Center has a water meter.
The water meters are located in
crawl spaces, behind walls, and in
closets in basements. When meters
are in confined spaces they are
subject to freezing. Please locate
your meter in ensure the space is
heated and/or well ventilated.
LOOK FOR COLD DRAFTS
Check around your home for areas
where water supply lines are in unheated areas and take
measures to prevent the flow of cold air in these areas.
Common locations include: basement, crawl space, attic,
garage, under cabinets.
Don’t forget both hot and cold water pipes in these areas
should be insulated. A hot water supply line can freeze just
like a cold water supply line.
INSULATE PIPES
Consider installing specific products made to insulate
water pipes like a pipe sleeve or installing UL-listed heat
tape, heat cable or similar materials on exposed pipes.
FIND WATER SHUT-OFF VALVE
Determine where your water shut-off valve is in your house
and learn how to use it. Usually the shut-off valve is located
near the water meter in your basement.
PROTECT GARAGE PIPES
If you have plumbing in your garage, keep your garage door
closed when it is very cold. Pipes in unheated garages or
basements should be insulated.
SEAL HOME FOR WINTER
Repair broken windows, check doors and insulate areas
that allow cold exterior air to enter.
BE PREPARED WHEN

Keep your thermostat set at
60 degrees or higher and have
someone check your house
regularly.

Why do Service Lines
Freeze:
WATER TEMPERATURE
With the water already being cool
as it enters our water distribution
system, it takes very little exposure
to colder temperatures for it to
freeze.
FROST DEPTH
Frost depth is the depth to which the ground is frozen. Water
services in Brooklyn Center are typically installed at a depth
that is not reached by frost. However, during severely cold and
long winters, frost depth can reach the depth of your service.
In early spring it may seem warmer, but frost is still deep in
the ground and remains until overnight temperatures above
freezing. During an extended cold winter, the frost depth can
exceed seven feet.
If the ground surrounding the service lines becomes frozen, it
will cool the already cold water in the pipes and they can freeze.
When the water stops moving, the temperature can lower quite
quickly and freeze the water. Therefore, it is important to keep
the water running and moving through the frost zone.
If your service line or plumbing are susceptible to frost, you may
want to consider letting your cold water run continuously from
one faucet throughout the day and night. The amount of running
water should be a little more than a trickle (half the diameter of
a pencil). While this may not seem like an efficient solution, the
associated utility charges could be less than the cost to repair
or thaw your water service line. If you choose this option, the
City recommends running water until April. Even as the weather
warms up, the frost table is pushed lower, so the risk of frozen
service lines could continue for several weeks beyond winter.
