Adjournment MINUTES OF THE PROCEEDINGS OF THE PARK AND RECREATION COMMISSION FOR THE CITY OF BROOKLYN CENTER IN THE COUNTY OF HENNEPIN AND THE STATE OF MINNESOTA REGULAR SESSION NOVEMBER 19, 2019 COMMUNITY ROOM #221, COMMUNITY CENTER CALL TO ORDER Chair Sorenson called the meeting to order at 6:30 p.m. ROLL CALL Chair Sorenson and Commissioners Bonovsky, Dalton, Ebert and Shinnick were present. Also present was Jack Becker from Forecast Public Art, City Council Liaison April Graves and Community Activities, Recreation & Services Director Jim Glasoe. Commissioner Thorbus arrived at 6:40 p.m. APPROVAL OF AGENDA Chair Sorenson asked if there were any additions or changes to the proposed agenda. By consensus, the agenda was approved as presented. APPROVAL OF MINUTES — October 15, 2019 There was a motion by Commissioner Shinnick, seconded by Commissioner Dalton to approve the minutes of the October 15, 2019 meeting of the Park & Recreation Commission as presented. The motion passed unanimously. COUNCIL LIAISON REPORT Councilmember Graves reported the City Council had met in joint session with the Brooklyn Center School Board. Councilmember Graves reported the two groups conducted a SWAT analysis of current conditions, talked about some joint planning opportunities and discussed a need for some joint space for youth. Councilmember Graves reported the City Council was continuing their discussion regarding the Opportunity Site and had received an update on a potential Phase 1 plan, along with more planned community engagement efforts. Councilmember Graves added she had met with the Brooklyns Youth Council when they discussed the Beautification and Public Art Plan, noting the youth felt that "Little things would lead to bigger things." BEAUTIFICATION & PUBLIC ART PLAN CARS Director Glasoe introduced Jack Becker, Founder and CEO at Forecast Public Art. Mr. Becker noted his firm has been retained earlier this year to put together a plan related to community beautification and public art. Mr. Becker presented a draft plan for the City of Brooklyn Center Beautification & Public Art. Elements of the plan included; background, mission, goals, guiding principles, preliminary findings, long term goals, short term strategies and some draft recommendations. After considerable discussion, Chair Sorenson asked that this be placed on a future agenda, once a final plan had been adopted. DOG PARK -SURVEY RESULTS Chair Sorenson directed this item be held over to a future agenda. PLAYGROUND REPLACMENT SCHEDULES/CITIZEN INVOLVEMENT CARS Director Glasoe reported the City Manager had requested for a more robust community engagement effort related to the playground replacements. Mr. Glasoe noted the engagement process was still being developed and that he would bring additional information back at a future meeting. CARS Director Glasoe added the addition of the engagement plan might affect the replacement timeline. COMMISSIONER WITALKA MEMORIAL PLAQUE -POTENTIAL LOCATIONS Chair Sorenson directed this item be held over to a future agenda. RECYCLING IN THE PARKS UPDATE/SUGGESTIONS Chair Sorenson directed this item be held over to a future agenda. SET NEXT MEETING DATE By consensus, the next meeting of the Park and Recreation Commission was set for January 21, 2020 at 6:30 p.m. MEETING ADJOURNED A motion was made by Commissioner Shinnick, seconded by Commissioner Ebert to adjourn the meeting at 8:08 p.m. The motion passed unanimously. What's the location? is it taking space from an existing park, or is it part of the Opportunity Site? I don't see marly dogs in brooklyn center, except on lost dog pages. Seems like a waste. Many dog parks within a short drive already. Unnecessary expense yet again proposed. Great idea but Ben was bouc�h I don't have a dog C� We currently take out dog to the Brooklyn Park Dog Park. I've seen and know of so many dogs injured by others, it's horrific, Some people either don't care or know clog1aroguage- well enough to stop aggressions before it escalates to a bloody fight that can leave them with permanent injuries/death very quickly Much needed I lived at Lake Pointe apts with a nice cog area and saw, first hand how great a dog park could be, Talk to Jim Soderberg to find out how good It is for dogs and owners Please, ptease please create a dogipark. Humans must be accountable for their dogs at alt timm They must clean up after their clog. If their dog causes trouble, they should be banned from the park. No I wouldn't use one because of dog conflict. Too riany people leave their dogs Loose in their yards, and my leashed dog was charged and nearly attacked and is now wary of other dogs. People tend to be In denial, or don't care it their dog Is aggressive, There needs to be some means of banning such dogs from the park, and fining owners witio don't ccriipty. That said, my negative view of other dog owners should not stop people who want a dog park from having one. But please study the issue and learnwroliat does and doesn't work in other cities, Our leash taw Is weak, for I am in favor of a dog park it we can find a space away from homes that has some shade. I won't use one with my current dog because she is a rescue with issues. It would realty need to be supervised. Too many people refuse to clean up after their pets and I don't allow smoking around my dogs. This would be a great addition. I would love to have one, A perfect spot would be at Lions park, where the baseball[ ftelds were taken out. It needs to be welt taken care. BC should even consider cameras to hold people accountable, I think this would be marvelous, as tong as dog parents have proof of vaccinations and small and large dogs have separate areas. I also think dog owners should sign some sort of agreement that outlines the rules necessary for dog park use (i.e. they agree to pick up their dog's waste, deposit trash in containers, show proof of up-to-date vaccines, and perhaps even pay a reasonable "participation fee' to help with maintenance or other costs to keep the park nice and/or for policing the area. Perhaps even providing some sort of "waste station" with eco-friendly bags to use for picking up dogs' "lawn sausages!" I think it would be great to have!! i think it would be fantastic. Let's do it Brooklyn Center I do not support a dog park, if it costs money to the taxpayers. 'rsant a dog park from having one. But please study the issue and learn what does and doesn't work in other cities. Our leash taw is weak, for example. The dog who nearly attacked mine was again loose, but the cops coudn'€ do anything, because I managed to get away before it left the yard. Yet it was a frightening situation, given the history, and I no longer walk dove) that street because the Loose, aggressive dog may be there, and I don't want mine, which is much smaller, to be killed, This doesn't seem right that I can't safety walk my leashed dog on a public road without fear of attack, but the cops can't do anything until the dog leaves toe yard, By which point it will be an Immediate threat to my dogs life. I wish I'd called the cops the first time, because the dog had left its property and charged mine across the street. But the owner was apologetic and I thought it was a mistake. That he continues to allow the dog to be loose means he doesn't care about others safety, and you WiLL have such people bringing such dogs to the park. As welt as dogs that wilt bite people, as has happened in other metro parrks. How Witt you manage that? I would strongly support one or more dog parks in Brooklyn Center.
