HomeMy WebLinkAbout2019-08 FINALCITY OF BROOKLYN CENTER Notice is hereby given that a public hearing will be held on the 9th day of September, 2019, at 7:00 p.m. or as soon thereafter as the matter may be heard at City Hall, 6301 Shingle Creek Parkway, to consider an ordinance amending Section 7.10 of the City Charter regarding disbursements. ORDINANCE NO.2019-08 AN ORDINANCE AMENDING CHAPTER 7, SECTION 7.10 OF THE CITY CHARTER REGARDING THE MAKING OF DISBURSEMENTS THE CITY COUNCIL OF THE CITY OF BROOKLYN CENTER DOES ORDAIN AS FOLLOWS: Article I. Disbursements. Upon recommendation of the Brooklyn Center Charter Commission, made pursuant to Section VIII.B.3 of the Brooklyn Center Home Rule Charter Commission Rules of Procedure and Minnesota Statutes, section 410.12, subdivision 7, Chapter 7, Section 7.10 of the City Charter of the City of Brooklyn Center is hereby amended as follows: Section 7.10. DISBURSEMENTS. HOW MADE. No disbursements of City funds shall be made except by means as allowed in Minnesota statutes. Payments made by check shall bean-ng the actual or facsimile signature of the City Manager and the Treasurer. Such ehe ks shall > ea f a statey,. e Each disbursement shall specifying the purposes for which the disbursement is made and the fund from which it is drawn, or a eheek avment register shall be prepared and maintained which shall contain the aforementioned information. No s shall be issue made until there is money to the credit of the fund from which it is to be paid, sufficient to pay it together with all outstanding encumbrances upon the fund. No s„eeh a shall be issue made until the claim to which it relates has been supported by an itemized bill, payroll., of time sheet or contract approved and signed by the responsible City officer who vouches for its correctness and reasonableness. The City Manager shall note on each contract requiring the payment of money by the City the particular fund out of which it is to be paid. The Council may by ordinance make further regulations for the safekeeping and disbursement of the funds of the City. Article II. Effective Date. This Ordinance shall become effective after adoption and upon ninety (90) days following its legal publication, except that if within sixty (60) days after publication a petition requesting a referendum on this ordinance, signed by the number of registered voters of the City required by Minnesota Statutes, section 410,12, subdivision 7 is filed with the City Clerk, this ordinance will not be effective until approved by a majority of the voters voting on the question at an election. 603262v1BR291-7 Article III. Filing. On the effective date of this Ordinance, the City Clerk is authorized and directed to file copies of the amendment with the Secretary of State of the State of Minnesota, the Hennepin County Recorder, and the City Clerk's office together with the certificate required by Minnesota Statutes, section 410.11.
