Three (3) copies of the following documents and information shall be submitted, at least 14 ddas prior to the date of the regular Commission meeting, concurrent with filing the —application required documents must be consistent with ordinance and policy provisions before an application may be accepted): 1. A certified site survey drawing by a registered engineer or land surveyor showing pertinent existing condition, accurately dimensioned. 2.* An accurately scaled and dimensioned site plan indicating: a) parking layouts including access provisions; b) designations and locations of accessory buildings; c) fences, walls or other screening, including heights and type of material; d) outside lighting provisions, type and location; e) curbing. 3.* A landscape plan showing areas to be sodded or seeded; location, size and species of trees and shrubbery. 4.* Building floor plans, elevations, sections and specifications, including materials proposed. 5.* Existing and proposed land elevations, drainage provisions, and utility provisions. 6. Additional drawings, plans or information deemed necessary by the Secretary. *Must be prepared by a registered architect or person registered with the State Board of Registration for Architects, Engineers and Land Surveyors, and said drawings/plans shall be so certified. NOTE: Upon approval of plans by the Council and prior to issuance of permits, a Performance Agreement as to approved site improvements and a supporting financial guarantee, in an amount to be determined by the City, are required. Acceptable financial instruments include cash escrow; certificate of deposit; and performance bond. Copies of the Zoning Ordinance may be obtained from the Administrative Office. P/I Form No. 19 Planning Commission Information Sheet Application No. 78025 Applicant: David Brandvold Location: North of 69th Avenue North, westerly of Irving Avenue North extended Request: Preliminary Plat Approval The applicant is seeking approval of a subdivision which would create nine R-1 zoned lots from three existing unplatted parcels. The proposed subdivision comprehends the extension of Irving Lane to the east where it would curve to the north and connect with existing Irving Avenue North. The City Council, in 1975, (Application No. 75033) approved a similar subdivision of this property for another applicant who, for a variety of reasons, was unable to complete the process. The only change from that approved subdivision is a change in the width of the six lots south of Irving Lane. The earlier subdivision comprehended the two easterly lots south of Irving Lane as being corner lots, and therefore, indicated a 90 ft. width. It is probable that the surveyor assumed they were corner lots since there is a 30 ft. wide dedication for a street which runs from 69th Avenue up to in place Irving Avenue North. This land was dedicated from the Horbal Addition to the east in the late 1960's in anticipation of a possible street going all the way to 69th Avenue North. Under this subdivision, this would not be necessary, and it is likely once this subdivision is approved, the 30 ft. dedication would be vacated and the property would revert to the land from which it was dedicated. A public hearing has been scheduled. A concern of the Planning Commission and City Council in 1975 was with the eventual abutment of the easterly corner lot south of Irving Lane with the R-5 apartment site to the east. A requirement of that approval was that the sub- divider of this property shall be required to install opaque screening per ordinance requirements, such as a fence, along the east property line of this lot. The reason for this is that, if the apartment site were to be developed where there was direct abutment, such screening would be required of the apartment development. This was not the case since the City had required a dedication of 30 ft. for proposed Irving Avenue. Also required in the earlier approval was dedication of a sliver of land along 69th Avenue North for future upgrading of 69th Avenue North. Approval is recommended subject to the following conditions: 1. Final plat is subject to approval by the City Engineer. 2. Final plat is subject to the requirements of Chapter 15 of the City Ordinances. 3. The subdivision agreement shall comprehend provision for opaque screening along the easterly portion of the subdivision adjacent to proposed Lot 1, Block 2, which is consistent with ordinance requirements and is approved by the City. 4. Dedication of a sliver of land for the 69th Avenue right-of-way, approximately 4 ft. in width at the east end of the property and 2 ft. in width at the west end, as verified by the City Engineer, shall be indicated on the proposed plat. 5-11-78 No, 1 V- 0 :��
