PROCEDURES AND REQUIREMENTS FOR FILING APPLICATION FOR SITE AND BUILDING
PLAN APPROVAL
Prior to submission of an application for plan review and approval, prospective
applicants should arrange an informational meeting with the Planning Staff to
discuss preliminary plans and to become familiarized with applicable ordinance
and policy provisions.
Three (3) copies of the following documents and information shall be submitted,
at least 14 days prior to the date of the regular Commission meeting, concurrent
with filing the application (required documents must be consistent with ordi-
nance and policy.provisions before an application may be accepted):
1. A certified site survey drawing by a registered engineer or land surveyor
showing pertinent existing condition, accurately dimensioned.
2.* An accurately scaled and dimensioned site plan indicating:
a) parking layouts including access provisions;
b) designations and -locations of accessory buildings;
c) fences, walls or other screening, including heights and type of material;
d) outside lighting provisions, type and location;
e) curbing.
3.* A landscape plan showing areas to be sodded or seeded; location, size and
species of trees and shrubbery.
=.* Building floor plans, elevations, sections and specifications, including
materials proposed.
3.* Existing and proposed land elevations, drainage provisions, and utility
provisions.

Applicant: City of Brooklyn Center
Location: 1500 69th Avenue North
Request: Site and Building Plan
The applicant requests site and building plan approval to construct an addition to
the retail building at 1500 69th Avenue North. The property in question is
zoned C2 and is bounded by a four-plex on the west, by the Brookdale Towers
Apartments on the north, by Humboldt Avenue North on the east, and by 69th Avenue
North on the south. Previously, the building was a 7-Eleven store. The new
use of the expanded building is to be a City Liquor Store to replace the current
store in Humboldt Square Shopping Center. The building addition is to be to
the south side of the existing building, 16' x 60'.
The floor area of the building, with the addition, will be approximately 3,688
sq. ft. The parking requirement under the retail parking formula is 33 stalls.
The proposed site plan shows parking for 30 cars. Three additional stalls can
be provided at the southwest corner of the building. No changes in the accesses
are proposed. A 13' wide driveway for deliveries behind the building is planned.
The dumpster and enclosure which was located at the northeast corner of the
former site will be removed. The dumpster will be located within the building.
The building exterior is to remain face brick. The mansard with cedar shakes
will remain on the north and west elevations. An overhang with a 5' 5" vertical
prefinished metal fascia will be provided on the west and south elevations.
A circular corner at the southwest corner and a freestanding column at the south-
east corner of the building will also have a prefinished metal exterior. The
Commission should address the issue of whether this combination of treatments
meets the intent of the past policy of consistent exterior treatments.
No landscape changes are proposed. Modifications to parking and driving areas
will include provision of curb and gutter around any new parking and driving
areas.
In general, the plans appear to be in order and approval is recommended, subject
to at least the following conditions:
1. Building plans are subject to review and approval by the Building
Official with respect to applicable codes prior to the issuance
of permits.
2. Grading, drainage, utility and berming plans are subject to
review and approval by the City Engineer, prior to the issuance
of permits.
3. Any outside trash disposal facilities and rooftop mechanical
equipment shall be appropriately screened from view.
4. The building is to be equipped with an automatic fire extinguishing
system to meet NFPA standards and shall be connected to a central
monitoring device in accordance with Chapter 5 of the City Ordinances.

5. Plan approval is exclusive of all signery which is subject to
Chapter 34 of the City Ordinances.
6. B612 curb and gutter shall be provided around all parking and
driving areas.
7. Plan approval acknowledges a "proof of parking" for the 33 parking
spaces required for this expanded use and authorizes the deferral
of up to 3 parking spaces.

SUBJECT: 7-Eleven Property
You have requested certain information regarding zoning requirements, property
characteristics, and the possibility of expansion of the property at the northwest
corner of 69th and Humboldt Avenues North, formerly occupied by a 7-Eleven store.
Your purpose is to determine the feasibility of locating one of the City liquor
stores on that site.
First of all, the property in question, addressed as 1500 69th Avenue North,
is in a C2 Zoning District. The Zoning Ordinance at Section 35-322, Subdivision
1c(5) allows, as a permitted use, the retail sale of liquors and, therefore,
the proposed use of the property would be consistent with the Zoning Ordinance.
The existing building on the site .is 2,496 sq. ft. in area (approximately 44'
x 60') and has a face brick exterior and mansard roof around all four sides.
It is set back 28' from the north property line; 29' 3" from the west property
line; 98' from the south property line (69th Avenue); and 84' from the east property
line (Humboldt Avenue). Minimum setbacks are 10' from the north and west property
lines and 50' from the south (69th) and east (Humboldt) property lines.
The existing 2,496 sq. ft. building requires 23 parking spaces for a retail use.The
7-Eleven site has 18 parking spaces existing and they provided a "proof -of -parking"
for the 23 spaces required.
We have reviewed the existing site plan and feel that it would be possible to
provide a modified "proof -of -parking" for 31 parking stalls which would accommodate
a building of approximately 3,500 sq. ft. Expansion to any of the four sides
could be accommodated within the setback limits mentioned above, however, expansion
to the north or west side would perhaps be better in that it would have little
or no affect on the existing parking lot.
Access to this site, greenstrips, curb and gutter, underground irrigation and
screening have all been installed according to the originally approved plan.
There are existing underground gasoline tanks on the site which will have to
be removed. The Fire Marshall has ordered their removal and will be pursuing
this further with the owner of the property.
An expansion of the building will require a site and building plan review and
approval by the Planning Commission and City Council prior to the issuance of
building permits. It should be kept in mind that any expansion of the building
would require the mansard roof to be carried around throughout the building and
that face brick should be used for the exterior of any addition to the.structure.
I hope this satisfactorily addresses your questions. If you puruse this matter
further, I'd suggest you keep in contact with either Gary or myself to assure
that no problems exist with an expansion of the building. Our parking estimates
are based on certain assumptions. If the plan changes, some of the assumptions
may change as well and could result in some conflicts. Please keep us advised.
