Three (3) copies of the following documents and information shall be submitted, at least 14 da s prior to the date of the regular Commission meeting, concurrent with filing the application required documents must be consistent with ordinance and policy provisions before an application may be accepted): 1. A certified site survey drawing by a registered engineer or land surveyor showing pertinent existing condition, accurately dimensioned. 2.* An accurately scaled and dimensioned site plan indicating: a) parking layouts including access provisions; b) designations and locations of accessory buildings; c) fences, walls or other screening, including heights and type of material; d) outside lighting provisions, type and location; e) curbing. 3.* A landscape plan showing areas to be sodded or seeded; location, size and species of trees and shrubbery. 4.* Building floor plans, elevations, sections and specifications, including materials proposed. 5.* Existing and proposed land elevations, drainage provisions, and utility provisions. 6. Additional drawings, plans or information deemed necessary by the Secretary. *Must be prepared by a registered architect or person registered with the State Board of Registration for Architects, Engineers and Land Surveyors, and said drawings/plans shall be so certified. NOTE: Upon approval of plans by the Council and prior to issuance of permits, a Performance Agreement as to approved site improvements and a supporting financial guarantee, in an amount to be determined by the City, are required. Acceptable financial instruments include cash escrow; certificate of deposit; and performance bond. Copies of the Zoning Ordinance may be obtained from the Administrative Office. Gunderson Location: 800 Block between 68th and 69th Avenue North Request: Variance This application is related to Planning Commission Application No. 78012 elsewhere on the agenda which involves a preliminary plat. The request here is for a variance from Chapter 15-106 of the City Ordinances regarding subdivision design standards. The specific item involves the design of the proposed cul-de- sac street and the need for the variance is based upon the fact that the adjacent property owner to the east is not participating in the platting and, therefore, the amount of property at this time for the cul-de-sac is not adequate. The Director of Public Works will be prepared to discuss this in detail and to relate his findings following a meeting with the neighboring property owner which could result in the withdrawal of this variance application. The major consequence of this variance would be a recognition of the cul-de-sac portion of Aldrich Avenue extended as "temporary in nature" until the land to the east eventually is subdivided. The alternative to the variance would be to reduce the depth of the proposed lots in this new plat which would require variance action and which, in our opinion, would be undesirable from a planning and subdivision standpoint. A public hearing has been scheduled. The Subdivision Ordinance standards for a variance are as follows: 1. That there are special circumstances or conditions affecting said property such that the strict application of the provisions of this ordinance would deprive the applicant of the reasonable use of his land. 2. That the variance is necessary for the preservation and enjoyment of a substantial property right of the petitioner. 3.
