PROCEDURES AND REQUIREMENTS FOR FILING APPLICATION FOR SITE AND BUILDING PLAN APPROVAL
Prior to submission of an application for plan review and approval, prospective applicants
should arrange an informational meeting with the Planning staff to discuss preliminary plans
and to become familiarized with applicable ordinance and policy provisions.
Three (3) copies of the following documents and information shall be submitted, at least 14
days prior to the date of the regular Commission meeting, concurrent with filing the appl ci ation
required documents mast be consistent with ordinance and policy provisions before an
application may be accepted):
1. A certified site survey drawing by a registered engineer or land surveyor showing pertinent
existing condition, accurately dimensioned.
2.* An accurately scaled and dimensioned site plan indicating:
a) parking layouts including access provisions;
b) designations and locations of accessory buildings;
c) fences, walls or other screening, including heights and type of material;
d) outside lighting provisions, type and location;
e) curbing.
3.* A landscape plan showing areas to be sodded or seeded; location, size and species of trees
and shrubbery.
4.* Building floor plans, elevations, sections and specifications, including materials proposed.
5.* Existing and proposed land elevations, drainage provisions, and utility provisions.
6. Additional drawings, plans or information deemed necessary by the Secretary.
*Must be prepared by a registered architect or person registered with the State Board of
Registration for Architects, Engineers and Land Surveyors, and said drawings/plans shall be so
certified.
NOTE: Upon approval of plans by the Council and prior to issuance of permits, a Performance

The applicant proposes a recreation center in conjunction with a retail sales
and display facility. Recreation centers are special uses in the C-2 zone.
The recreation center operation would consist of billiard tables, foosball
tables and electronic and pinball games according to a plan submitted by
the applicant.
A copy of two letters received from the applicant are attached for your
review.
A public hearing has been scheduled.
The primary concern is proper management. Past and present experience in
the City has demonstrated the "problem" frequency to be directly related to
the quality of management -- personnel and policies..
Conditions of approval would include:
1. The special use permit is issued to the applicant as
operator, and is non -transferable.
2. The use is subject to all applicable ordinances and
regulations, including special licensing requirements
and violation thereof shall be grounds for revocation
of the permit.
3. House rules and hours of local curfew regulations shall
be clearly posted in the establishment and rigorously
enforced.
4. Provision shall be made for bicycle parking racks located
in a manner approved by the Planning and Inspection
Department.
5. The special use permit shall be subject to review one
year from date of issuance.

Memorandum: Information Regarding Recreation Center Operations
TO: City Manager D. G. Poss

We have prepared the information requested by the Council at its February 28, 1977
meeting concerning Application No. 77009 and other recreation center operations
in the City.
The Council requested the following:
1 . Information regarding the applicant's former recreation facility
in Fridley.
2. A summary on the problems associated with the operation of a
recreation facility formerly located in the Humboldt Square.
3. The written set of operational rules and regulations prepared
by the Humboldt Square operator pertaining to his recreation
facility.
4. Report on the policies and practices of the Piccadilly Circus
recreation facility located at Brookdale Shopping Center.
5. Proof that a lease arrangement has been arrived at between
the applicant and the owner of the building at 4321 68th Avenue
North.
6. Further comments from Mr. Hanson of Servomation and Mr.
Iten of Iten Chevrolet relating to their objections to the
proposed use.
We have not received Item 5, but Mr. Lange states he will notify us Monday
whether he has obtained a lease agreement.
The data is assembled in the above order. There is substantial additional
documentation in the Electric Emporium file regarding police reports and several
meetings we had with the owner. We will have the file available Monday evening.
We also will have the Piccadilly Circus file at that time.
The file scheduled for Monday evening, Application No. 77007, submitted by
Mr. Twig Leininger, also contains information relative to this subject. Much
of that data .is in the March 10, 1977 Planning Commission agenda.
Memorandum: Field Investigation
TO: File No. 77009 submitted by Mr. Roger Lange, Jr.

DATE: March 7, 1977
Deputy Chief of Police James Lindsay, Administrative Assistant Brad Hoffman,
and myself visited the small commercial center at 6440 University Avenue North,
which until the end of 1976 was the site of a Fun Center operation operated by
Mr. "Sonny" Lange. The operation occupied approximately 1/4 of the center
and that space is currently vacant.
We noted that the freestanding sign in front of the center indicated the Fun Center
had been located there and there was signery on the door which prohibited smoking
by anyone under 18.
We talked with an employee of the LA-Z-Boy Recliner Shoppe which is next door
to the former Fun Center. We generally inquired as to the experience this enter-
prise had had with the former tenant. He indicated there had been a number of
incidents considered "undesirable", primarily stemming from congregation of
young people in front of the center and noise emitted through the walls of the
center. He stated there was a detrimental effect on the LA-Z-Boy customers and
potential customers, some of whom were apparently kept away from the center
because of the raucous activities of the young people in and around the Fun
Center. He stated that Mr. Lange had apparently made efforts to control the
activities of the youthful customers, but had little success especially with those
outside the premises who were loitering and causing disturbance. He stated the
management of the LA-Z-Boy Shoppe had related these concerns on numerous
occasions to the management of the center.
We then visited with the two sales personnel in the paint supply store adjacent
to the LA-Z-Boy Recliner Shoppe. The women said they had observed problems
with youth congregating in the parking lot in front of the center and that the cars
of some of the young patrons had interfered with parking by customers and
potential customers. They emphasized their, opinion that Mr. Lange had made
every reasonable effort to control the activity, at least within his business, and
that he had frequently been seen cleaning up debris such as pop cans, glass,
and candy wrappers which had been strewn around the parking lot area in front
of the center. The women said that the management of the LA-Z-Boy Recliner
Shoppe apparently had personal differences with Mr. Lange and had threatened
to terminate his lease unless the Fun Center lease was terminated. They said
they had not considered the boisterous activities of the Fun Center patrons out-
side the center in the parking lot as a "major problem", but they felt it was due
to Mr. Lange's inability to control it and noise generated by the Fun Center that
led to the termination of the activity there.

Finally, we talked with the counter clerk at the Pilgrim Cleaners which is next
to the paint store on the end of the commercial center. The woman was quite
emphatic that the Fun Center had "attracted an undesirable element" and she
alleged that there had been drinking and drug -related activities in and around
the Fun Center premises. She stated that from reports of the night clerk it was
obvious there were numerous instances of interference with the customers and
the potential customers of the dry cleaning establishment. The biggest problem
was the congestion caused by young people in the parking lot thereby making .it
difficult to park and enter the other establishments.
These were the only tenancies currently in the center and none of those inter-
viewed stated any problems with vandalism other than smears on the front
windows apparently caused on occasion by soda pop or ice cream cones.
On March 8, 1977 I talked to Mr. Phil Bloedel (336,5743) who owns the
commercial center in Fridley where Mr. Lange was a tenant. I asked for his
general observations of the recreation center operation and of his relationship
with Mr. Lange. He said:
1 . The operation had been there for about one year, and had
originally been run by several persons including Lange
who eventually became the sole proprietor.
2. Due to increased complaints from the other tenants and to
personal observations, Mr. Bloedel put Mr. Lange on a
"month -by -month" 30-day notice lease.
3. Complaints continued and other tenants were very disturbed.
Mr. Bloedel gave Mr. Lange a 30-day notice and asked
him to leave.
4. Mr. Lange left at the end of the year and left with rent
due and the premises "are in a mess".
5. Generally, Mr. Lange seemed to be a "good operator,
businesswise", but this was a poor location, i.e. a strip
type center, vs. a freestanding building with no adjacent
tenants.
6. Mr. Bloedel was told by Fridley police that "they were
glad the operation was terminated".

SUBJECT: Roger Lange's Fridley Fun Center
On March 3, 1977, I had the occasion to speak with Jim Hill,
Chief of the Fridley Police Dep atment, about the operation of the
business in question. Chief Hill was very emphatic that the above
business had been a source of numerous problems to his department.
Roger Lange had obtained a billiards license as well as a vending
machine license from the City of Fridley. The City of Fridley
does not require pin ball machines to be licensed.
With the opening of his business, the police department
started receiving complaints of noise, drag racing in the parking
lot, vandalism, drinking, drug violations and excessive trash in
the parking lot. The complaints, for the most part, were received
from neighboring businesses and the apartments behind the fun center.
While the police department did not contact Roger Lange about
the problems his clientele were creating outside of his business,
he did note that Roger Lange had called the police department on
several occasions in the past seeking their assistance with clientele
oriented problems. The Fridley police did set up a surveilance of
the place and did note drinking and drug violations on the parts of
the customers of the fun center outside of the business. Jim Hill
indicated that several arrests were made relative to such surveil-
ances.
In summation, Jim Hill was very negative about this type of
operation based upon his experience with the fun center.

SUBJECT: Electric Emporium
The Electric Emporium, formerly located in the Humboldt Square
Shopping Center, had been a source of numerous complaints received
by the police department. In the past, the police department has
received both anonymous and identified complaints relative to the
operation of the Electric Emporium and especially its clientele.
The complaints received have included but were not limited to;
excessive trash in the parking lot adjacent to the Electric Emporium,
other merchants complaints of harassment of their customers, liquor
and drug violations, curfew problems, vandalism, disorderly conduct
violations and thefts. I have attached a listing of complaints re-
ceived by the police department covering a forty (40) day period.
While this listing is but a partial listing, it does serve to provide
some insight into the magnitude of the problems created by the pre-
sence of the Electric Emporium at Humboldt Square.
It was very evident to myself thatthe owner and his employees
were not capable of controlling their clientele either inside or
outside of their place of business. Perhaps this was due to the
rather young age of the employees compared to that of their customers,
or for other reasons. I have noted that the number of calls received
from Humboldt Square has decreased significantly since the Electric
Emporium left and that the trash problems, vandalism and harassment
of other customers no longer exists in that shopping center.

Memorandum: Review of Picadilly Circus Recreation Center
(Brookdale Center)

This use is subject to annual review and the following were observed:
1 . There have been no reported criminal or zoning violations,
relative to this operation.
2. Brookdale Management (Mr. Thorne) reports no security
problems. One neighboring tenant has periodically
asked that the sound effects of certain electronic games
be turned down.
3. The following house rules and curfew hours are clearly
posted and enforced:
a. Curfew for under 14 years - 9:30;
for 14 - 18 years - 10:00
b . No Smoking
c . No food or drink
4. Bicycle racks have not been installed since the existing
Brookdale rack seems adequate. No problems relative to
bikes reported.
5. The operating hours are the same as the shopping center's
which vary but do not exceed 10 :00 p.m.
6. Loitering is prohibited in and about the premises;
Brookdale security enforces a no loitering policy as well.

Public Hearing
The Director of Planning and Inspection proceeded with a
review or Planning Commission Application No. 76012 and
the Planning Ccrr:riissicn action at their February 26, 1976
meeting. He ctatec tr.e applicant proposes a recreation
center in Brookdale adjacent to the Hennepin County Service
Center. He stated that recreation centers are special uses
in the C-2 district. He further stated that the applicant had
submitted a letter explaining the nat�ire of the operation and
the maragernernt pe'.icy for the operation known as "Piccadilly
Circa. , and that the rnanaaer of Brookdale has also sub-
mitted a l tter cf endorsement. The Director of Planning and
Inspection rev. wed a map of Brookdale Shopping Center
pointing c•-t the location and layout of the proposed recrea-
tional c•ontur. He -tated that the center wculd encompass
approximately 1,250 square feet and be located on Grove
Lane.
Mayer (" ohen recognized the applicant, Mr. Norman. Pink,
an officer or Advance Carter Company, who reviewed the
cperatio nn of ether recreational centers similar to that pro-
posed for Brcckdale which Advance Carter Cornpany manages.
He explai.nod t_h��re are presently five recreational centers in
the Twir. Citle7 area, all in large shopping centers, and
operated under the name "Piccadilly Circus". He stated that
these op-ersticris are family oriented amusement centers that
are planned with a clean, wholesome at=spheru in mind.

Mr. John Th^rne, representing the Dayton Hudson Corpora-
tion, sprite in favor of the application. He stated that
Dayton. Hudson, which has leases with Advance Carter at
their others sopping centers, has had no problems with the
applicart's operationc.

Memorandum: Follow-up discussion with Mr. Joe Iten and
Mr. Don Hansen

1 . The above individuals responded to the Notice of Public Hearing sent to
neighboring property owners regarding the special use request.
2. I talked with Mr. Joe Iten on March 8, 1977, and he said his concerns
were about the increased potential for vandalism and theft which would
result from a "pool hall" type establishment. He said that the problems
would be police related, and if the Police Department could endorse the
request, he "could live with it". He felt the main problem was with
management quality and he did not want to prejudge someone negatively
and prevent them from going into business -- if the City was satisfied
with the operation's management.
3. I talked with Mr. Don Hansen of Servomation, Inc. on March 11, 1977.
He said his earlier comments "said it all". He is concerned with
vandalism and theft. He said the Civic Center should serve the youth
and their recreational needs, rather than depending upon recreation halls.
He said the area was not conducive for such a use; it was conducive for
his type of use because it is "quiet". (He also said Servomation must
vacate by June, 1978 because their lease with the owner, Mr. Iten, .is
up. They are looking at B.C.I.P. sites.)
