CITY OF BROOKLYN CENTER, MINNESOTA 6301 Shingle Creek Parkway 55430 PROCEDURES AND REQUIREMENTS FOR FILING APPLICATION FOR SITE AND BUILDING PLAN APPROVAL Prior to submission of an application for plan review and approval, prospective applicants should arrange an informational meeting with the Planning staff to discuss preliminary plans and to become familiarized with applicable ordinance and policy provisions. Three (3) copies of the following documents and information shall be submitted, at least 14 days prior to the date of the regular Commission meeting, concurrent with filing the application required documents must be consistent with ordinance and policy provisions before an application may be accepted): 1. A certified site survey drawing by a registered engineer or land surveyor showing pertinent existing condition, accurately dimensioned. 2.* An accurately scaled and dimensioned site plan indicating: a) parking layouts including access provisions; b) designations and locations of accessory buildings; c) fences, walls or other screening, including heights and type of material; d) outside lighting provisions, type and location; e) curbing. 3.* A landscape plan showing areas to be sodded or seeded; location, size and species of trees and shrubbery. 4.* Building floor plans, elevations, sections and specifications, including materials proposed. 5.* Existing and proposed land elevations, drainage provisions, and utility provisions. 6. Additional drawings, plans or information deemed necessary by the Secretary. *Must be prepared by a registered architect or person registered with the State Board of Registration for Architects, Engineers and Land Surveyors, and said drawings/plans shall be so certified. NOTE: Upon approval of plans by the Council and prior to issuance of permits, a Performance Agreement as to approved site improvements and a supporting financial guarantee, in an amount to be determined by the City, are required. Acceptable financial instrumwts include cash escrow; certificate of deposit; and performance bond. Copies of the Zoning Ordinance may be obtained from the Administrative Office. P/I Form No. 19 Planning Commission Sheet Application No. 77053 Applicant: JKH Construction Company Location: 1601 - 67th Avenue North Request: Site and Building Plan Approval The applicant seeks site and building plan approval for a 22,769 sq. ft. speculative industrial and office building. Preliminary plat approval creating the subject parcel is pending City Council review under Application No. 77046, and rezoning of this property which is being sold by the Berean Evangelical Free Church is also pending City Council review under Application No. 77045. The previous application comprehends a variance which would be necessary to the approval of the proposed site and building plans. The building would be oriented toward the parking lot of Artic Metals, Inc. and James Avenue North. Access would be from the 67th Avenue North cul-de-sac. Plans indicate a possible 9,822 sq. ft. future addition, and the parking plan compre- hends such an addition. Approval of this application, however, should reflect that specific site and building plan approval of that addition would be required. The plans are generally in order; certain concerns we have related to the applicant and which we would expect would be corrected on the plans presented to the Commission include: handicapped parking and access; installation of required automatic fire extinguishing system; enclosure of any outside trash disposal facilities; screening of any rooftop mechanical equipment; and provision for effective pedestrian walkway from the parking area to the main entrances of the building. Another item worth discussion is the nature of the proposed occupancy since this is apparently not a multiple -tenant building. We will be prepared to review the plans in further detail. Approval would be subject to the following conditions: 1. Building plans are subject to approval by the Building Official with respect to applicable codes prior to issuance of permits. 2. Drainage, grading, utility and berming plans are subject to approval by the City Engineer prior to the issuance of permits. 3. A Performance Agreement and a supporting financial guarantee (in an amount to be determined by the City Manager) shall be submitted to assure completion of approved site improvements. 4. All outside trash disposal facilities and any rooftop mechanical equipment shall be appropriately screened from view. 5. Issuance of permits for the proposed structure is subject to approval and adoption of the rezoning comprehended under Application No. 77045; and occupancy of the proposed structure is subject to the land sub- division as comprehended under Application No. 77046. 9-29-77
