Three (3) copies of the following documents and information shall be submitted, at least 14 days prior to the date of the regular Commission meeting, concurrent with filing the application (required documents must be consistent with ordinance and policy provisions before an application may be accepted): 1. A certified site survey drawing by a registered engineer or land surveyor showing pertinent existing condition, accurately dimensioned. 2.* An accurately scaled and dimensioned site plan indicating: a) parking layouts including access provisions; b) designations and locations of accessory buildings; c) fences, walls or other screening, including heights and type of material; d) outside lighting provisions, type and location; e) curbing, 3.* A landscape plan showing areas to be sodded or seeded; location, size and species of trees and shrubbery. 40* Building floor plans, elevations, sections and specifications, including materials proposed, 5,* Existing and proposed land elevations, drainage provisions, and utility provisions. 6 Additional drawings, plans or information deemed necessary by the Secretary. *Must be prepared by a registered architect or person registered with the State Board of Registration for Architects, Engineers and Land Surveyors, and said drawings/plans shall be so certified. Both were rezoned, from R-5 to R-3, by the City with the ovnier° s concurrance in June, 1974. The development then proposed,, a row of townhouses on each parcel facing both Emerson and 67th, was approved but neve.- materialized. The applicant represents a new development. file proposes rezoning the,west parcel Oulf, , from R-3 back to R-5; and the east parcel. "A" from R-3 to R-1. Parcel B, consisting of approximately 1.37 acres, would be developed with apartments, subject to site and building plan approval. Parcel A, consisting of approximately 1.67 acres, would be replatted, creating six �— single family residential lots. The proposal has merit: the R-5 use of the west parcel is consistent with the Comprehensive Plan and is of such design to support a multiple dwelling; the R-1 use is consistent with the adjacent development and with the stated preference of the neighborhood. It is Connission policy to refer rezoning natters to the neighborhood (Northeast) advisory group, for review and input. A public hearing has been scheduled. WM. D. Present were William Hannay, i-:oger 6cherer, Douglas Baker, i,,onald Boman, Robert Foreman and ,,ay fia.roldson. I".guests were iNr. & iMrs. Frank Adler. The following are our recommendations regarding application No. 76004: A. Area 1. on the attached map, that area north of 67th Ave. No. and on theeast side of Emerson, currently zoned R-3, be rezoned to R-1. B. That area north of 67th Ave. No. and on the west side of Emerson, area 2, be rezoned from R-3 to B-5. C. We also felt that the following conditions should be part of the rezoning of area 2: 1. The 12 stall Barge be moved to the west approximately 10 ft. so that its eastern end would be in line with the setback of the homes to the north. The vacated area should be a green area nad that the lost parking space could be added on the west end. 2. Construdt a 4 ft. concrete walk adjoing the north side of the garage. An approximately 12 ft. grass strip to the north of the walk and a shrub row on the remaining 4 ft. This would put the walk in an area where it would be difficult to grow grass, leave a wide enough area for a utility truck to use when necessary, and create a shrub buffer on the southern edge of the adjoining residential property.
