The developer has :;responded t:hait the units are so designed to provide greets space and open area to the rear of the tiui.ldings, he also has noted he development of the Zi unit townhouse project across the hi.ghl.-jay and to the north. The Commission 1-0.l _-acal.l ho-,never. that approval of the tcm7nhouse project across the highway, comprehended a sub- stantial setback from the highway, to permit compensation for any right-of-way acquisition; and, furt:hermoret those 11 units do nc - face onto Trunk ii ghway 169. Consequently, neither the front or :tear setbacks, or the corw.on driving areas should be affected. it appears that the subject prtape- rty taQul.d be much more suitable, if rezoning were realis--ed.4 for an n-4 type apart- ment building sjwiiilad to those constructed on the parcels to the north. This would allow for a common parking or garage facility to tlie rear of the property, development of common green area for tenants' use, and, sixould the hi Wv;ay expansion encroach upon the from yard, it is conceivable that access could be gained from the rear. Such: an access contingency was incorporated into the planning and development of the R 4 apartments to the north so that in the future access could be gained to `hose inn+.ts via an internal roarlway brought in from 73rd Avenue North. Ts13 terms or the subject development, 4t 3s conceivable that a roadway could be extended from 72nd ,renue North. Application No. 73004 Page 3 it is recommended that if the subject property is rezoned, consideration should be given to only R--4 type development as the best land use. Furthermore, any ,plans submitCed for development of the subject property should be scrutinized carefully, in tem_ms os the most desirable development of the area and in ligh-It of impending expansion of gunk High -- way 169. `.. INSURANCE OF ALL KINDS 6432 North Willow Lane Brooklyn Center, Minnesota 55430 MINUTES OF THE MaE TING OF THE NORTHEAST NEIGHBORHOOD STUDY COMMISSION The meeting of the Northeast Neighborhood Study Commission was held at 6432 North Willow Lane, Brooklyn Center, Minnesota on April 11, 1973. Those present were Bill Hannay, Curt Danielson, Ron Boman, Doug Baker, and Roger Scherer. The matter concerning the Planning Commission Application #73004 submitted by Steven L. Boone Construction Company regarding construction of 5 townhouse units on two lots (8 & 9) on the East side of Lyndale in the 7200 block was discussed. The discussion included the land use possibilities and the feasibility of townhouses in the area. It was reported that the neighbors in the area did not object. Comment was made that Steve Boone is a reputable builder and a group of 5 townhouses seemed to be a very desireable use of this land. It was unanimously decided to recommend the rezoning to R_4 and approve the proposed townhouse development. William D. Hannay, Cha an
