PROCEDURES AND REQUIREMENTS FOR FILING APPLICATION FOR SITE AND BUILDING
PLAN APPROVAL
Prior to submission of an application for plan review and approval, prospective
applicants should arrange an informational meeting with the Planning Staff to
discuss preliminary plans and to become familiarized with applicable ordinance
and policy provisions.
Three (3) copies of the.following documents and information shall be submitted,
at least 14 days prior to the date of the regular -commission meeting, concurrent
with filing the application (required documents must be consistent with ordi-
nance and policy provisions before an application may be accepted):
1. A certified site survey drawing by a registered engineer or land surveyor
showing pertinent existing condition, accurately dimensioned.
2.* An accurately scaled and dimensioned site plan indicating:
-
a) parking layouts including access provisions;
b) designations and locations of accessory buildings;
c) fences, walls or other screening, including heights and type of material;
d) outside lighting provisions,.type and -location; -
e) curbing.
3.* A landscape plan showing areas to be sodded or seeded; location, size and
species of trees and shrubbery.
4.* Building floor plans, elevations, sections and specifications, including
materials proposed.
5.* Existing and proposed land elevations, drainage provisions, and utility
provisions.
6. Additional drawings, plans or information deemed necessary by the Secretary..
*Must be prepared by a registered architect or person registered with the State
Board of Registration for Architects, Engineers and Land Surveyors, and said
drawings/plans shall be so certified.
NOTE: Upon approval of plans by the Council and prior to issuance of permits,
a Performance Agreement as to approved site improvements and a supporting finan-
cial guarantee, in an amount to be determined by the City, are required. Accept-
able financial instruments include cash escrow; certificate of deposit; and
performance bond.
Copies of the Zoning Ordinance may be obtained from the Administrative Office.

Request: Site and Building Plan
The applicant seeks site and building plan approval to construct 24 townhouses
on the land described in Application No. 81061 as Earle Brown Farm Estates 2nd
Addition, located at the southeast corner of Xerxes Avenue North and Freeway
Boulevard extended. No new site plan has been submitted with this application.
The original plan is unaltered except that 10 visitor parking spaces instead of
5 are provided within this subdivision.
Landscaping includes 10 shade trees along Xerxes Avenue North, Freeway Boulevard
and Xerxes Place North. Nine coniferous trees are also provided in the greenstrip
areas. In addition, twelve decorative trees are shown in this area. No specie
is yet indicated. Four foot (4') high berms are indicated in greenstrip areas
along Freeway Boulevard and along Xerxes Avenue North.
Drainage is collected in a single catch basin in 67th Place North and conveyed
by a 21" storm sewer line to City storm sewer in Freeway Boulevard. This line
also carries drainage from a holding pond to the southwest west of this phase.
In general, the original plans seem to be in order and approval is recommended
subject to at least the following conditions:
1. Building plans are subject to review and approval by the Building
Official with respect to applicable codes prior to the issuance
of permits.
2. Grading, drainage and utility plans are subject to review and
approval by the City Engineer prior to the issuance of permits.
3. A performance agreement and supporting financial guarantee (in an
amount to be determined by the City Manager) shall be submitted to
assure completion of approved site improvements for phase one
prior to the issuance of building permits.
4. Any outside trash disposal facilities shall be appropriately
screened from view.
5. All common parking and driving areas shall be surrounded by B-612
curb and gutter as shown on the approved drainage and grading plans.
6. Plan approval acknowledges a master plan for all phases of the
Earle Brown Farm Estates Townhouse project. However, each additional
phase is subject to preliminary plat approval and site and building
plan approval by the Planning Commission and City Council.
7. The developer shall take adequate measures to control dust and
debris during construction. A viable turf shall be established
and maintained in these areas subject to future development.
8. Phase Three of the Earle Brown Farm Estates shall be included in
the single Homeowners Association for the entire development.

INTRODUCTION
This report contains the results of soil testing done in Lots 1 - 4 of
Block 2 of the 3rd Addition at the Earle Brown Farm Estates site in
Brooklyn Center, Minnesota. The soil testing included excavation ob-
servations, hand auger borings, and field density tests. The referenced
lots are identified as follows:

BACKGROUND INFORMATION
A Preliminary Site Evaluation conducted at the referenced site by Soil Ex-
ploration Company was submitted to us by the client. The report was iden-
tified as SEC #120-6252 and dated July 18, 1980. Logs of eighteen"soil
borings taken by the client at the referenced site were also supplied to
us. The soil borings were dated March 20, 1981. A letter by Soil Explora-
tion Company addressing the additional evaluation of various townhouses
and dated April 27, 1981, was also supplied to us.

DESIGN INFORMATION
It is our understanding that the proposed buildings will be of wood frame
construction and two stories in height, will be constructed slab -on -grade,
perimeter footings will bear at an elevation of approximately 845.3, will
have a finished floor grade of approximately 849.5 to 850, will have nor-
mal tolerance to settlement, will be of conventional design and construc-
tion, and will be constructed in accordance with the U. S. Department of
Housing and Urban Development and applicable building code requirements.
OBSERVATION METHODS AND RESULTS
Observations: The client requested that we examine the base of the exca-
vation in the area of Lots 1 - 4 of Block 2 of the 3rd Addition on Ap-
ril 2, 1982. At that time, a visual examination of the building area in-
dicated stripping operations had taken place. The excavation appeared to
be deepest along the north end of Lots 1 - 4 and it sloped upward toward
the south.
The northwest corner of the excavation had not been completed. The exca-
vator was present and told us that a backhoe would be used -to complete the
excavation in the northeast corner the following Monday. At that time we
also recommended that pockets of organic soils that were exposed through-
out the excavation be removed. The thickness of the organic soils was rela-
tively thin (generally 1/2' or less).
On April 5, 1982, a backhoe was present and excavated the Brea of the north-
west building corner. We were present to observe the base of the excavation
and oversize. We put down hand auger borings throughout the base of the ex-
cavation; natural inorganic soils were encountered in the hand auger borings.

Elevations of the base of the excavations were determined. The elevations
were referenced to the first floor slab elevation of the townhouse located
in Block 8 of the 1st Addition. The first floor of that townhouse, accord-
ing to the Development Plan of the site supplied to us by the client, is
851. The elevations that we observed at the approximate northeast, north-
west,'southwest, and southeast building corners were 849, 840, 8442, and
849, respectively.
Oversize appeared adequate. Approximate building corner stakes were present
at the southwest and southeast building corners of Lots 4 and 1, respectively.
Field Density Tests: During the period of April 13 - 16, 1982, we conducted
nine field density tests in the fill placed in the area of Lots 1 - 4 of
Block 2 of the 3rd Addition. The results of the tests are attached.
CONCLUSIONS
Based on the results of our observations and field density tests, it is our
opinion that earthwork in the area of Lots 1 - 4 of Block 2 of the 3rd Addi-
tion have been done in a suitable manner and in accordance with HUD guidelines
As the garage areas are filled to attain garage slab grade, the compaction of
the backfill should be tested to ascertain whether compaction specifications
are being met.
