The proposed location of the business is 3703 - 50th Avenue North which is zoned I-2 and is bounded by I-2 zoned land on the east, south and west. On the north side of 50th Avenue North is an.R4 zoned four-plex. Taxidermy is not specifically listed among the I-2 permitted or special uses, nor anywhere else in the Zoning Ordinance. However, the ordinance does allow for "other uses similar in nature to . . . permitted uses as determined by the City Council." The Planning Commission is referred to a letter from the applicant dated September 7, 1982 (attached) in which he explains certain aspects of his business. The applicant mentions that Nature's Image is licensed by both the State and Federal governments and that chemicals involved are primarily products generally found in the home. A small amount of formaldehyde (approximately l pint per year) is also used. Remaining animal parts will be disposed of by the Mengelkoch Company of New Brighton. No noise or odor should be perceptible beyond the property line of this establishment. Attached for the Planning Commission's review are the permitted and special uses in the I-2 zoning district. Staff regard the proposed use as similar to other activities permitted in the I-2 zoning district (eg. veterinarian and animal hospitals) and could even be regarded as somewhat similar to "funeral and crematory services" which are permitted in the Cl zoning district. It is recommended that the Planning Com- mission make a finding that the proposed taxidermy business is similar in nature to other permitted uses in the I-2 district and make a motion recommending this finding to the City Council. a September 7, 1982 City of Brooklyn Center Nature's Image is a State and Federally licensed Taxidermy Studio involved in the preservation of all trophy animals - mainly fish, game heads and small animals. The processes involved require no more than mineral spirits, paint thinner and a minute amount of formaldehyde (approximately 1 pint a year). The other chemicals involved, such as salt, glue, borax and miscellaneous soaps may be purchased at any grocery or hardware store. During the skinning process some portion of animal by-products remain, such as skulls, fatty membrane and small bones. Arrangements have been made with The Mengelkoch Co. of New Brighton (a hide, tallow and bone company) for the disposal of these by-products. There are no by-products or odors generated during the finish processing. The noise from this type of operation is no more than that of an average household. In conclusion, we would like to feel that Nature's Image will be an asset to the community of Brooklyn Center and a Company that we can both be proud of. eC you . Sdson Allen R.
