Request: Site and Parking Plan Approval
The applicant represents "Happyville Minnesota, Inc. ", which specializes in
providing games, rides and other equipment for fund raising events. The firm has
acquired this property which is zoned I-2 and which contains an approximate
2,600 sq . ft. building.
Plan approval is required as in the case of the Mikros Engineering building at
50th and France which was reviewbd earlier this year (Application No. 76050).
The concerns are the same, essentially, for this I-2 use consisting of office and
equipment storage (including certain outside storage):
1. Parking, Paving and Curbing. There has been parking on the
front yard over the years, and the driveway to the rear yard
and the parking space in the rear are not paved or curbed.
The ordinance requires at least 4 spaces for this structure.
The applicant also has approximately 12 vans and light
trailers which would be stored until moved to a client's site.
2. Landscaping. The front yard and boulevard area is worn and
eroded from unauthorized parking over the years. There is no
planting or sod.
3. Fire Protection. The building, like the Mikros Engineering
building, was not equipped with an automatic fire extinguish-
ing system.
Recommended parking and site design will be discussed in detail.
Recommended approval would be subject to the following:
1. Grading, paving, curbing and drainage plans are subject to
approval by the City Engineer.
2. The north yard area shall be rejuvenated and improved with
sod, plantings, and an underground irrigation system. The
required underground irrigation system shall be provided
immediately following the upgrading of 50th Avenue North.
3. A performance agreement and supporting financial guarantee
(in an amount to be determined by the City Manager) shall be
submitted to assure completion of site improvements shown
on the approved plans.

extinguishing system meeting N . F . P .A . Standard No. 13.
