Sectiou 15-112 Authorizcs the Village Connoii to approve orate permit
variances from the requirements of the Platting Ordinance then in Its
opinion, Mae hardship would result from Me strict application of the
ordinanee. The request by Richard Ernst to start construction of two
dwellings prior to the =ecordinq of the plat could not be a physical var—
