The South 55 feet of the proposed parking lot is zoned R4 and the North 75 feet is zoned Cl. Public parking lots are only permitted as accessory uses in any of our ?resent zoning classifications and must be located on the same property with the use to which it is accessory. Section 35-240 (2) states that the Planning Commission shall not recommend and the City Council shall in no case permit as a variance any use that is not permitted under the ordinance in the district where t1he affected pe son ° s land is located. ANAVYSIS AND FEC-O .ENDATIOleia It appears that there is a need for a zoning district that would permit public or private off-street parking Lots,: There is not sufficient time to complete the curbing and paving of ti,e parking lot this fall and yet there is a great need for the parking space. If the Commission is in favor of the proposal, it is recommended that parking in this case wi.11 be permitted as a temporary use until spring with a minimum amount of site work- in the interim, the zoning Ordinance should be amended to create a new zoning classification for parking lots.
