Location: Northbrook Shopping Center Request: Site and Building Plan Approval, This item was considered at the May 6, 1976 meeting and was tabled to allow the applicant and the shopping center management to prepare additional plans relative to necessary revisions of the access and traffic flow in this area. The item was also tabled to permit the applicant the opportunity to submit additional plans regarding the roof and exterior treatment of the proposed 5 x 9 kiosk -type building. We have enclosed a copy of the original Planning Commission minutes as background on this item. This application is serving as the vehicle for the review and approval of the proposed site improvements which would be made throughout the southerly portion of the shopping center. We will be prepared to comment on the proposed plans which consist of the installation of numerous island delineators and the modification of the curb cuts onto County Road 10. With respect to those curb cuts, the plan proposes to restrict the use of the former Morgan Avenue entrance to a "right -in - right -out only" function, and the main entrance to the shopping center would be to the west of the Union 76 Service Station. There is a related Application (No. 77056) submitted by Winchell's Donuts and United National, Inc. which can be reviewed concurrently with this one since the common site improvements to the shopping center are also involved. Specifically, the Fotomat plans are in order and approval would be subject to the following conditions: 1. Building plans are subject to review and approval by the Building Official with respect to applicable codes prior to the issuance of permits. 2. Prior to the issuance of permits, the applicant shall submit written documentation in a form approved by the City constituting an agree- ment with an adjacent use with respect to the provision for sanitary facilities; and the hours of operation for the Fotomat facility shall not exceed those of the adjacent use supplying the necessary sanitary facilities. 3. With respect to the related approved site improvements for the Northbrook Shopping Center, a Performance Agreement and financial guarantee (in an amount to be determined by the City Manager) shall be submitted to assure completion of approved site improvements. 4. Site and building plan approval is exclusive of all signery which shall be subject to the requirements of Chapter 34 of the City Ordinances. 5. The plat of the Northbrook Shopping Center approved under Appli- cation No. 76025 shall be submitted to the City for final approval, and shall be appropriately filed with Hennepin County prior to occupancy. 10-20-77 PLXMNING COMMISSION INFORIMTION SHEET Application No. 76102 16.1 Applicant: Fotomat Corporation/United National, Inc. The application should be reviewed as a normal site and building amend- raent to an esta-hlished commercial center, despite the minute size of the proposed structure. The aesthetic and traffic effects upon the Center and upon the area have been foremost in our concerns. The Plans for the structure ere- basically in order. The use is per- metted. The building plans have been certified by the State Building Code Division. The applicant has indicated an exterior decor generally compatible with the. masonry finish of other buildings in the Center. T'he fact that plan approval is exclusive of all signery should be stressed, since other Fotoma a in the country suggest virtually the entire kiosk can become a sign. The approval should should specify that an explicit condition of operation .s a current written agreement with an adjacent establishment for use of se iitary facilities. (Fotoriats are not equipped with plumbing; the Code permits, as an alternative, such an agreement.) The hours of operation would be those of the supporting establishment. The site p1r-un represents the current layout of the Center, and the location of the Fotoitiat is Ln lcated. The pri m�?ry concern is the effect the Fotomat will have upon established traffic patterns within and outside de the Center. Also, we have concerns bused upon observation that the traffic patterns of the entire Center are in need of modification to relieve ingress and egress problems. We have reviewed this with a. representative of the Center ipanagement, and we suggested that -their consulting engineer review the traffic.; flour and possible modifications (delineators, ,ignery, curb ou-t desian) to bet=ter control the activity which is intense within the Center a_ne, at 57rh Avenue. Drug. The applicant's response has vaguely been that future "developments and tenancies" of these locations are "pending".
