Warren, Planning and Zoning Specialist DATE: May 7, 2007 SUBJECT: Planning Commission Application No. 2007-009 Recommendation: It is recommended that the City Council, following consideration of this matter, approve the application subject to the conditions recommended by the Planning Commission. Background: On the May 14, 2007 City Council Agenda is Planning Commission Application No. 2007-009 submitted by Brooklyn Center Church of the Nazarene requesting a Special Use Permit and Site and Building Plan Approval for a three phase church addition and parking lot expansion at 501 73rd Avenue North. This matter was considered by the Planning Commission at their April 26, 2007 meeting and was recommended for approval. Attached for your review are copies of the Planning Commission Information Sheet for Planning Commission Application No. 2007-009 and also an area map showing the location of the property under consideration, various site and building plans for the proposed development, the Planning Commission minutes relating to the Commission's consideration of this matter and other supporting documents. The applicant, Reverend Dean Potts, would like the City Council to reconsider the Planning Commission’s recommendation that there be a 6 ft. high wood fence along the Church’s west property line to provide screening of the parking lot from the R-1 zoned property to the west. They had originally proposed landscape screening consisting of Norway Spruce and Techney Arborvitae as screening along the west property line. He believes this would be appropriate and meets the ordinance requirement, which calls for “a solid opaque fence or wall 6 ft. high or such other device as may be approved by the City Council”. Budget Issues: There are no budget issues.
