Requeats Site and Building Plan Review
T_116 applicant apparently is the developer of the large C 2
area known as Lot 2, Block 1, Shells Addition. The specific
request is for site and building plan approval for a 3,625
sq. ft. retail convenience center which includes a small
food store.
There is a definite parallel with this 3.17 acre area and
the C 2 parcel at 69th and Humboldt. The need for a master
conceptual plan is accentuated since the applicant is pro-
posing piecemeal development. Such a plan has been requested;
as of this writing, we have not seen a comprehensive conceptual
plan-.ndicating access, parking, and building location.
Final. action should be deferred until an acceptable master plan
of the area is reviewed.
We havr2 discussed the specific site and building plans in some
detaij. with the applicant; revised plans should be available
for the meeting. If such plans are not submitted, the application
should be deferred.
The Director of Public Works will be prepared to comment as to
gra4 ing, elevations, and access. Concerns by staff have been:
lartdscapi_ng (berming; more and larger trees) ; parking layout;
location of building entrance; exterior lighting; building
elevation; and, future development of the general area.
Also, submitted plans do not indicate the installation of
recruired automatic fire extinguishing system.

Approval would be subject to the following conditions.
1. Building plans are subject to the approval of the
building official with respect to applicable building
codes prior to the issuance of building permits;
2. Drainage, grading, and utility plans are subject to
approval by the City Engineer prior to the issuance
of btUlding permits;
3. A performance agreement and financial guarantee din
an amount to be determined by the City manager) shall
be submitted to the city to guarantee the installation
of site improvement8 as shown on all plans approved
by the City;
4. Approval is exclusive of all signery.
