Applicant: Standard Oil Co.
Location: 6600 West River Road
Request: Special Use Site and Building Plan Approval
The applicant has submitted plans for a 12 ft x 25 ft. addition to the rear of the
existing service station at the northeast corner of 66th Avenue North and West River
Road. The purpose of the addition is for storage purposes. The applicant is also
proposing an upgrading of the building exterior to the current Standard Oil mansard -
type roof design.
A review of the existing site and the submitted plans indicate the need for a
substantial upgrading of certain site improvements which include:
a. Installation of a 6 ft. redwood fence along the north property line
which was to have been installed during initial construction in 1966.
b. Replacement of deteriorated bituminous curbing and concrete curb
stops with cast -in -place concrete curb around the perimeter of all
driving and parking areas.
c. Repair of deteriorated entrance paving.
d. Modification and upgrading of existing storm drainage system at
the southeast corner of the parking lot. The present system consists
of a 12 inch corrugated metal pipe which carries the water from the
site down to the street boulevard.
In addition to the basic site improvement stated above it is recommended that
the southerly curb cut on West River Road be closed off permanently and landscaped.
When the plans were originally approved in 1966, it was specified as a condition
of approval that the southerly curb cut would be an entrance only, and that the
northerly curb cut would be an exit only, and the two curb cuts were to be appropri-
ately designated with signery. Experience over the last few years indicates that
the southerly curb cut is rarely used and in fact, the operator has been parking
vehicles in the curb cut area, thereby prohibiting effective access. The basic
reason for the recommendation is the planned upgrading of this intersection, in-
cluding eventual signalization at 66th and West River Road. The remaining curb
cut onto 66th Avenue North and the remaining curb cut onto West River Road should
more than adequately serve this site.
We have related these concerns to the applicant, and it is expected that the
appropriate revisions will be reflected on plans submitted to the Commission.
A public hearing has been scheduled.
We will be prepared to review the plans in further detail.
Approval would be subject to the following conditions:
1. Building plans are subject to approval by the Building Official with
respect to applicable codes prior to the issuance of permits.

2. Grading, drainage, utility and curbing plans are subject to approval
by the City Engineer prior to the issuance of permits.
3. A Performance Agreement and supporting financial guarantee shall be
submitted to assure completion of approved site improvements.
4. All driving and parking areas shall be bounded by cast -in -place curbing
as approved by the City Engineer.
5. The existing storm drainage system at the southeast corner of the site
shall be appropriately modified and upgraded as approved by the City
Engineer.
6. A 6 ft. redwood fence shall be installed and/or repaired as necessary
along the north and east parking areas as indicated on the approved
site plan.
7. The southerly curb cut onto West River Road shall be permanently closed
and appropriately landscaped.
