Dear Mr. Peterson:
Construction documents for the referenced project, received March
16, 1995, have been reviewed for compliance with the Department's
licensure (and certification) rules pertaining to physical plant
requirements for nursing homes. The results of this review are
detailed in the report(s) listed below. The review does not cover
engineering design analysis, nor does it abridge or replace the
review authority of other State agencies or local officials.
The construction documents are approved, contingent upon the
Department receiving written notification that the licensee has
corrected all items of noncompliance noted in the enclosed
memorandums.
This approval covers spacial design and layout, and may include
comments on installations Etas shown on the con5trruction documents.
It :-es not constitute prior approval of:

2. Actual performance of as -built mechanical and electrical
systems, including illumination levels.
3. Deficiencies in the as -built construction that are subject to

with an itemized cost estimate for the project construction costs.
The Department has received a lump sum cost estimate for this
project_ If the final construction cost exceeds -the dollar
threshold in this subdivision, the commissioner of human services
shall not recognize any of the project construction costs or
related financing costs in excess of this threshold in establishing
the facility's property -related payment rate.
The completed project is subject to inepectioh and final approval
by this Department as a condition for licensure and certification.

A. The following items were noted pertaining to Minnesota
Department of Health regulations for State licensure of
nursing homes:
1. Verify that outside air used for ventilation is filtered
at 304 efficiency based on the National Bureau of
Standards Dust Spot Test N[ethod with Atmospheric Dust
(4660.8380). -
2. Verify that corridor handrails are installed with 1�11
clear from the wall (4660. 1.500) .
3. Provide a vertical non -slip grab bar, 24" long, at the
replacement central tub, mounted on the wall 36" above
the floor to the bottom of the grab bar. This grab bar
should be located adjacent to the patient drying area,
and is considered to be an acceptable alternative to the
2 vertical grab bars required by 4660.2630, 3L.
4. Provide grab bars in accordance with 4660.2610 FfiG for
special toilet rooms to .serve at least 25% of the
residents. Verify that the mounting height of horizontal
grab bars is 10" above the toilet seats.
S. Lighting must meet the minimum illumination levels
required in MN Rules, Tables 4660.9900/9910.
Lighting levels will be checked by this Department upon
completion of the project.

1980) for making buildings accessible to and usable by
the physically handicapped.

a. Provide a visual fire alarm signal for the hearing
impaired in addition to the audible fire alarm
signal.
The visual component of the fire alarm signal
should be a strobe light.
b. Provide means for the blind to identify rooms. Roam
numbers should be raised or deeply incised and
located on the wall 61) inenes above the floor at
the opening side of the door.
C. Identify the door(s) to mechanical spaces as
hazardous locations for the blind. Recommend
locking of doors to these areas and also using an
abrasive application o;n the knob.
d. The public/resident telephone $hall be located for
access and use by the handicapped. Volume control
is recommended.

intended for use by the handicapped shall be
mounted at a height of 33 to 40 inches above the
floor. Allow 27 inches, vertical clearance for knee
,space, and 30 inches for wheelchairs.
2. The facility shall comply with the Life Safety Code (NFPA
No. 101, chapter 1.2, 1S$5) for certification in Federal
programs.

a. Assure that the corridor will not be used as an air
plenum for pressurized rooms and exhausted rooms
for compliance with NF'PA 90A.
b. Provide smoke dampers for the duct penetrations
through the supply and exhaust ducts at the new
smoke partition.
c. Verify that a complying smoke partition is provided
at the existing smoke doors For this wing to meet
the maximum allowable smoke compartment size.
d. Make provision to separate the areas under
construction from occupied areas of the facility by
a fire resistive separation which also serves as a
noise/dust barrier. Review with the state Fire
Marshal.
e. Interior finish of walls and ceilings throughout

and Section 6-5.

be Class I (or II) in accordance with 12-3.3.2 and

6. Scope: This review is limited to 'the design of this particular
project only and insofar as the provisions of the Minnesota
Plumbing Code, Chapter 4715, MN Rules as amended, apply, and
does not cover the water supply or sewerage system to which
this plumbing system is connected.
7. Requirements:
a. solvent weld joints in PVC and CPVC pipe must include use
of a primer which is of contrasting color to the pipe and
cement (see Minn. Rules, p. 4715.0810, subp. 2).
b. The plumbing system shall be tested in accordance with
Minn. Rules, p. 4715.2820.
c. The water piping system shall be disinfected in
accordance with Minn. mules, p. 4715.2250.
Contingent upon the inclusion of the above requirements, these
plans and specifications are approved as complying with the
provisions of the Minnesota Plumbing Code.
