RE: Pebble Creek North
Our company is the management agent for the owners of Pebble
Creek North and the undersigned is also one of the owners of
Pebble Creek North. We are writing this letter with reference to
the drainage ditch which runs through the Pebble Creek North pro-
perty and along the boundary line between Maranatha Care Center
and Pebble Creek North. That line is also the border line
between Brooklyn Park and Brooklyn Center. Approximately 11
years ago, we took over the Pebble Creek North property when it
was in a state of near condemnation. Since that time we have
managed the property and upgraded the property to the point where
we now consider Pebble Creek North to be one of the model proper-
ties in the Brooklyn Park/Brooklyn Center area.
During the period of our ownership, we have invested in
excess of a million dollars in improvements to the property.
Those improvements included substantial upgrading to the drainage
ditch which runs through our property. These improvements were
done without city assistance or other governmental grants.
During this period we also repeatedly requested assistance in
cleaning up the vacant lot owned by the Maranatha Care Center and
bordering on the drainage ditch. Because it was Brooklyn Center
property and our project was located in Brooklyn Park, we were
unable to secure any assistance in the reasonable care of the
property. During the past year, the nursing home has expanded
and finally cleaned up the lot adjacent to our property.

However, in doing the construction and landscaping, the
nursing home has raised the level of the creek bottom between our
properties. Unfortunately, the Brooklyn Park/Brooklyn Center
area is nearly dead -flat and the raised ditchbed has now prohi-
bited the flow of water through the creek. Pebble Creek North
has substantial amounts of standing water which provides for a
stench, a danger to small children and a breeding ground for
insects. We have several times requested that this problem be
corrected by the Maranatha Care Center at their expense but to
date nothing has been done. Apparently since the problem pri-
marily affects our property, Maranatha does not consider it a
sufficiently significant matter about which to be concerned.
We are concerned and we are tired of requesting that the
matter be corrected. We are writing this final letter requesting
that immediate steps be taken to correct the problem. We will await
your immediate action.

Re: July 17, 1989 letter from Metes & Bounds Management
Company (Pebble Creek North Apartments)
We are jointly in receipt of the above referenced letter
regarding concern over the water drainage way between Pebble
Creek North and Maranatha Residence Corporation Property.
On page two of that letter, Metes & Bounds asserts that they
have several times requested of Maranatha that the problem,
which they feel resulted from our recent construction, be
corrected. They further assert that we have no interest
in correcting it since it does not adversely affect Maranatha.
I am very dissappointed with Metes and Bounds that they would
resort to such accusations in light of the fact that the
above referenced letteY was the first communication of any
kind that I received from -them regarding this situation.
Upon receipt of said letter, I called Metes & Bounds. In
confronting them with this fact, Sharon Shulz of their office
admitted to me that this was an exaggeration of the facts.
Please be assured that it is Maranatha's intention to correct
any part of this problem which is our responsibility. It
is recognized that some silt has erroded from the banks and
has been deposited in the creek bottom. We are in communication
with our builder, our architect, and the City of Brooklyn
Center regarding this matter.
