Description of Request: Applicant wishes to store up to 60 cars in a multi -tenant
office/warehouse building, renting on a month -to -month basis. The space in the building
(outlined on the attached floor plan) consists of 10,488 square feet. No repair or
servicing of the vehicles will be done on the premises.
The applicant requests processing of this application and agrees to pay to the City of
Brooklyn Center, within fifteen (15) days after mailing or delivery of the billing state-
ment, the actual costs incurred by the City for Engineering, Planning and Legal expenses
reasonably and necessarily required by the City for the processing of the application.
Such costs shall be in addition to the application fee described herein. Withdrawal of
the application shall not relieve the applicant of the obligation to pay costs incurred

Request: Special Use Permit
The applicant requests special use permit approval to warehouse up to 60 automobiles
in the multi -tenant industrial building at 6800 Shingle Creek Parkway. The
property in question is zoned I-1 and is bounded on the north by 69th Avenue North, on
the east by the Earle Brown Farm Apartments, on the south by Medtronic and Shingle
Creek Parkway, and on the west by another multi -tenant industrial building.
Warehousing and storage is allowed in the I-1 zoning district by special use permit.
The application form indicates that Brookdale Pontiac/Honda will occupy a total
area of 10,488 square feet in the south wing of a building of 167,892 square feet.
No repair or servicing of vehicles will be carried on in the building. The
warehousing operation will be continued on a month to month basis. Brookdale
Pontiac/Honda is looking for a permanent storage facility closer to its principal
site at 6801 Brooklyn Boulevard. All cars are to be parked in the building at 6800
Shingle Creek Parkway. No outside storage is proposed.
Section 35-330.39 of the Zoning Ordinance allows for warehousing and storage uses
which, in each specific case are demonstrated to the City Council to be:
"1. Compatible with existing adjacent land uses as well as with
those uses permitted in the I-1 district generally.
112. Of comparable intensity to permitted I-1 district land uses with
respect to activity levels.
"provided such uses shall adhere to applicable requirements in the I-
1 district and shall not involve maintenance or servicing of
vehicles on the site."
It should also be noted that the display and sale of motor vehicles at
retail is not among those commercial uses allowed by special use permit in
the I-1 zone. Therefore, both sales and service of motor vehicles stored
in the I-1 district are prohibited. Outside storage and display is also
prohibited in the I-1 zone.
Generally, we feel the proposed warehouse use is compatible with existing
adjacent land uses and is of comparable intensity to permitted I-1 uses.
Approval should be subject to conditions prohibiting sales, service, and
outside storage at 6800 Shingle Creek Parkway. Proposed conditions are
listed below:
1. The special use permit is issued to the applicant and is
nontransferable.
2. The special use permit is subject to all applicable codes,
ordinances and regulations and any violation thereof shall be
grounds for revocation.

4. Outside storage of vehicles is prohibited as per section 35-
413.9 of the Zoning Ordinance.
5. Special use permit approval acknowledges warehouse use of
approximately 10,488 square feet of space in the south wing of
the building at 6800 Shingle Creek Parkway. Any expansion of
the storage space will require amendment of the special use
permit.
6. Use of the building for the storage of vehicles shall be subject
to review and approval by the Fire Chief and Building Official
for compliance with related fire and building code
requirements.

Center will hold a public hearing on Thursday, February 16, 1989 at approxi-
mately 7:30 p.m. in the City Hall Council Chambers, 6301 Shingle Creek
