Request: Amend Approved Site Plan
Site and Building Plans were approved for the Medtronic battery production facility
on June 28, 1976. The applicant has indicated a need to expand parking to the
northeast corner area of the site, and we have reviewed the site plan for that.
The primary concern is assurance that there is appropriate screening in the north-
east corner from the view of the apartment complex on 69th Avenue North.
We will be preprared to discuss this matter in detail.
Approval would be subject to the original conditions of approval which includes
review of the grading, drainage and berming plans by the City Engineer; and the
condition that the proposed improvements are included within the Performance Agree-
ment and Financial Guarantee submitted with the original application.

The applicant represents Medtronic, Inc., and proposes a 25,898 sq, ft,
facility. The product consists of specialized miniature batteries usod in 0 ectrical
+Medical devices such as heart pacemakers.
It is a unique facility in design of.production_areas due to the nature oi= the
materials used and the sensitive nature of the product. One of the raw materials
is t:ithium which, when exposed to humidity or water is' -highly corrosiv(, and potent-
ially very flaim able under proper conditions.
Notably, traditional water (and other curnion chemicals) fire extinguishing methods
are ineffective and actually stimulating to a Lithium based`'.fire.
Thus, the rooms where Lithium is used, are "dry rooms" with controlled humidity.
The applicant has proposed an alternative fire extinguishing system in the "dry
rooms", and has submitted a separate application requesting a variance from Chapter 5.
14e will be prepared to discuss this in detail - now and when the variance request
is heard at a subsequent meeting.
We are reviewing -the-building plans and technical data with local fire department
personnel, as to the special conditions of the facility and any special techniques
or materials required to cope with Lithium -based fires.
The building, with its.special design for the production areas, is not extraordi-
narily hazardous. The',limited quantities of Lithium used within specified pro-
cedures do not render the operation or use particularly dangerous to the occupants
or the property.
The ax-in concern is coping with potential emergencies which involve the particular
chemical.
The site and building plans are in order.
We question the aesthetic desirability of two proposed venting stack rising above
the roof line approximately 10 feet. The applicant's architect contends this is
necessary for "proper air mix." This should be pursued.
Parking and landscaping plans appear to be in order - the parking provided exceeds
ordirance standards. We had early concerns as to proper berming and grading; we
will be prepared to convent in detail.
Approval would be subject to the following:
,. Building plans are subject to approval by the Building Official
witty'r+espect to applicable codes, prior to issuance of permits.
2. parading, drainage, berming and utility plans are subject to
approval by the City Engineer.
3. A performance agreement and supporting financial guar'Z'.nU!e
(in an amount determined by the City Manager) shall be
submitted to assure completion of approved site improvements.

Permit was issued acknowledges- that said permit included the following
Metropolitan Sewer Service Availability Charge data which are deemed accurate

The undersigned further acknowledges that the above SAC computations
were based upon an estimate of sewer discharge as stated on the permit
application; that the SAC unit assigned will be reviewed one year after the user
commences discharge to the sewer; and that the SAC units and corresponding
cha=ge will be revised upward if the actual discharge into the Metropolitan
Sewer System exceeds the estimate of sewer discharge as stated upon the
Permit application.
The undersigned hereby acknowledges that the SAC determination may
result in adjustment of the amount paid in conjunction with the above referenced
permit;
The undersigned owner, his agents, heirs or assignees hereby indemnify
and save harmless the City of Brooklyn Center and all of its officers, agents
and employees, from all suits, actions or claims of any character, name and
description brought for or on account of any revision, adjustment, or readjust-
ment of the Metropolitan Sewer Service Availability Charge, resulting from
review and re-evaluation of the amount of discharge into the N.�etropolitan
Sewer. System, thereby altering the SAC unit(s) assessed against the subject
property; said action taken in accordance with policies and procedures promul-
gated by the Metropolitan Sewer Board.
