the applicant is seeking approval of site and building plans for
a 35:000 sq. bt. general industrial building on the southeast
-orner parcel. at 67th Avenue North and Shingle Creek Parkway.

Plans indicate that 4,200 sq. ft. will be used for office space
and 30,600 sq. ft. is designed for general industrial use: The
narking has been calculated on this basis for a total of 60 spaces;
58 spaces Dave been provided.
We have reviewed the plans with the architect noting the following
concerns: site layoz{t, landscaping, drainage, and exterior finish
of the building. Wld will be prepared to comment on revised plans
which have been prepared.
Particular attention to the aesthetics of the site is warranted,
given the duality of the improvements of the neighboring Johnson
Controls and North-nestern Bell sites.
Approval would be subject to the following conditions:
1. Building plans are subject to review by the Building
official. with respect to applicable Codes, prior to the
issua=? of a permit.
2. Gradihq, drainage, utility and be.xming plans are sub-
ject to review by the City Engineer prior to the issuance
of per'nits .
3. A performance agreement and financial guarantee (in are

OPERATIONS & PROCEDURES
Chem -lawn Corporation operates a lawn service business in which
fertilizers and pesticides are applied on a scheduled basis.
Chem -Lawn does not manufacture any product applied to lawns. The
fertilizer and pesticides are the same as those sold in garden
stores throughout the country. Pesticides used in Chem -Lawn app-
lications are listed on the enclosed sheet.
Fertilizers are stored either in liquid or in dry form. Pesti-
cides are stored as either wettable powders or as liquids in con-
tainers approved for interstate shipment by the United States
Department of Transportation. Each day materials are either
metered or measured into truck tanks containing water and the
diluted mixture is applied to lawns. Typical*-cbncerftrations of
materials aitcr dilution are:

All of the above listed materials would never be used in one appli-
cation. Dacthal (R) is used in the first application in the Spring
and sometimes in the second application at a reduced rate. Dursban (R),
2,4-0, MCPP and Dicamba are used in about two applications yearly.
A typical day's operation commences at approximately 6:00 A.M. when
route drivers report for duty. They initially go over those customer
requests which were processed the day before and insert them in
their regular route for that day. At that time they will leave
the premises with their truck and perform their duties along a part-
icular route for the day.

Approximately 4:00 P.M. through 6:00 P.M. the route drivers, (approx-
imately 15) return to the branch warehouse. They refill their
tank trucks with fertilizer materials and water. After this is
accomplished, they pull their trucks over the wash area within the
building and rinse off the day's accumulation of dust, where the
run-off of all wash water is captured, filtered and stored for
re -use. Afterwards, they pull their trucks forward inside thy:
warehouse for storage overnight, and return to the office for the
processinq of paperwork and administrative duties relative to
their operation of that day.
During the day, a branch manager, together with his office staff,
which normally consists of an assistant manager and three or four
administrative assistants process customer billing, material orders,
advertising and other miscellaneous office procedures.
Fill areas in Chem -Lawn buildings do not have floor drains through
which any material can enter sanitary or storm sewers. All wash
water is filtered, recycled back into the trucks for applications
on customers lawns, as a safety precaution in the unlikely event
that a pesticide is spilled and activated carcoal is kept on hand at
all times to deactivate any pesticide spill.
Men applying pesticides are licensed according to State regulations.
In Minnesota, each man applying pesticides is tested and licensed by
the Minnesota Department of Agriculture. Cheri -Lawn Corporation con-
ducts an intensive -training program and stresses safety and handling
of pesticides.
We need to install either two 6,000 gallon or two 12,000 gallon
mild steel storage tanks at the rear or side of the building, space
permitting, for the storage of nitrogen solution in one tank and
ammonium polyphosphate solution in the other. Both materials are
non -pressure, non-volatile, reasonable clear liquid fertilizer sol-
utions. Neither of these products will burn, nor are they toxic to
humans or animals. To my knowledge there is no governmental author-
ity with established regulations or jurisdictions over the type of
storage tanks used for the storage of the above mentioned products.
The State Department of Agriculture would be a very good source of
information regarding the more technical specifications on these
materials.

The nitrogen solution should not be confused with Anhydrous Amnon-
ia which must be stored in a pressure vessel definitely regulated
by both Federal and State standards. Our nitrogen solution does
not contain any free anhydrous ammonia and therefore there is no
• vapor pressure on it or on the ammonium polyphosphate solution.
Both of these materials are non -toxic and have no offensive odor, nor
would they give off any if subject to fire. Awiiunium polyphosphate,
specifically with an analysis of 10-34-0, is used by the U.S. Forest
Service to put out forest fires.
We will store in the building much smaller quantities of pesticides.
These products are shipped in DOT approved containers and kept in
them. We would typically not store more than 300 to 500 gallons at
any one time of these materials.
I trust this information will be useful to you in determining the
desirability of our operation in your city. We are very proud of
what we do, of our accomplishments and of the cleanliness of our
equipment and buildings. We capitalize on this as the trademark
of our operation, which is entirely consumer oriented.
