1) This application was First considered by the Commission on
Pebruary 2nd, where, following discussion, the application
was tabled at the request of the applicant. The discussion
Lrestired at the Corimiission's Fehrua.ry 23rd meeting, at which
thne the Conwii.ssion determined that a field trip to the site
wmld be in order before ac;: ing on the a.ppl.ication, whereupon
the trip was set for March 18th, with action to be taken. at
the Com iAss i.on' s meeting of March 30th.
POINTS TO B.F C014SI-DERED :
1) The Commission, during its field trip, found that the view of
the Red Owl site from the southwest on Highway #1.00 (which the
application had stated was extremely important:) would permit
any sign over 16.5 feet above grade on the Red site to
be seen easily.
2) Using the Commission's Januax^y 5, 1967, Draft Sign Ordinance
as a (Tai.de, Red Owl's 30,000 plus square fep.t of floor area.

1) in approvals of the site and building plans of the Red
Owl Stare, approvals of freestanding signing were
specifically exempted, hence this request,
POINTS TO BE CONSIDERED:
1)
The location of the proposed sign has not yet been firmly
.fisted, but it would be in the southernportion of the
property.
2)
The size of the sign is proposed as 60 feet in height,
the sign would be three sided, with each side having an
Owl's head of approximately 150 square fact area, and a
signing section lower on the sign stating the names of
the tenants (Red Owl and Snyder Drug) of approximately
100 square feet on each side. The argument advanced by
Red Owl for the height of the sign is that this height
is necessary for the sign to be seen by potential customers
approaching Brookdale from the southwest on Highway #100.
Disregarding whether or not this is a valid argument, it appear,.:
from calculation of the elevations of the highway, the
Osseo Road overpass, and the Red Owl site: that any sign greater
than (approximately) 12 to 15 feet above the elevation
of the site could be seen on Highway ##100 approximately
1100 feet to the west of the Osseo Road overpass,

Using the Commission's January 5, 1967, Draft Sign Ordinance
as a guide, a freestanding sign 20 feet in height and 250
square feet in area would be permitted on each coliector
or arterial street the establishment abuts.
