Front: Bob Wiegert L7ate: November 20, 1996 Re: Water Quality Basins Mitsubishi Dealership Project Brooklyn Center, MIDI jlle two water quality basins proposed were designed to achieve pollutant removal efficiencies in accordance with criteria set forth by the Nationwide Urban Runoff Program (?�ClI12P), Protecting �?1er ( 7ali in UrbIn Areas (MPCA) and Shingle Creek Watershed Management Commission. During a storm, stormwater runoff enters the basin and displaces "clean" water until untreated nmoff reaches the outlet of the structure. When the storrnwater runoff does reach the outlet, it will have been diluted by the water previously held in the basin, Typical iteni& removed by these basins, in addition to larger sediment particles, include trace metals, hydrocarbons, nutrients and ,pesticides. A requirement of the 'Watershed is installation of a "skimming" device. The device is designed to prevent discharge of float -able debris into the creek. Another requirement of the Watershed is the preparation of a'6peration and maintenance plan which will maintain the integrity of the outlet iMntrol structure and permanent pool in the, water quality basin. The plan Must be provided to the City in the form of a recordable agreement that assures the designed operation and maintenance procedures will be faithfully executed. azN 6.
