Disposition of this application is contingent upon action
on companion application 72048.
The applicant seeks approval of site and building plans for a
car wash bay addition. The proposed structure would be con-
structed to the east of the service station and vmld be
attached thereto, replacing a smaller enclosed existing
extension of the building.
ANALYSIS A?TD RECOMMENDATION:
Several factors are noted, based upon staff analysis and field
investigation.
1. fencing and Scree_nSaq - The service station site abuts
an R-5 parcel to the east with apartments. The present
fencing along the east lot line is of the open -slat type,
and an entire section has been broken out. There are no
substantial shrubs or trees along that line.
The recommendation is for effective screening such as that
indicated on the orig_nal plans, i.e. 5 foot basket weave
fence and high shrubs along the entire east lot line, as well
as the north and south lines, as noted,
2. Landscaping - Particular concern is noted relative to the
asphalt paving areas adjacent to each of the Brooklyn Boulevard
entrances. Although the areas are not needed for parking
density purposes, vehicles are regularly parked there, creatinit
a situation which is undesirable from safety (traffic sighting)
and aesthetic points,
It is recommended that. ,these areas not be used for parking;

3, Curbinq and Pavinq. All driving and parking areas will be
paved Pas indicated), and said areas will be curbed, utilizing
B-612 type curbing.
The recommendation is that curbing will extend to the sidewalk,
on the north and south sides of the site;
4. Parking. The submitted plans appear to indicate 12 spaces
fnot specifically noted as such); these would meet the ordinance
requirements. However, the two spaces noted at the southerly
end of the proposed car wash bay are currently occupied by two
metal utility structures - not indicated on the plans; it: should be
determined whether these are to remain. in any case, 12
spaces are required.
5. Trash disposal facility. A properly screened adequate
trash disposal Facility is not indicated. Currently, used
tires are randomly 1>11ed to the rear, southerly of the proposed
bay.. Recommendation is for the mentioned trash facility.
6. Lighting. New lighting should be specified non -glare
with illumination confined to the service station site.
7. Exterior finish. The submitted plans are for a typical
bay structure for the Twin Cities area. "Ambrico" brick is
indicated in addition to all exposed concrete block for the
rear side. Finish should be required and specified, particularly
for the rear face of the structure,
Noting the above concerns, recommendation is for approval
subject to the following conditions;
1.. Drainage and utility plans are subject to the approval,
of the City Engineer;
2. Building plans are subject to the approval of the City
Building Inspector with respect to applicaale building codes,
3„ Performance agreement and performance bond (in an amount
to be determined by the City Manager) shall be submitted
to the City to grlurantee the installation of site improvements,
4� Adequate trash disposal faciliti_tes will be provided and
properly screened;
5. All driving and parking areas will be paved utilizing
B-612 type curbing-
6. All areas not designated parking or driving areas will be
sodded or appMPI-iately landscaped.
