In the late 1960's, as part of the Comprehensive Planning and Zoning, the property was rezoned to C-1 (Service Office) and until approximately two years ago, was converted to a total use as a beauty shop with no residential activity. In 1968, as a result of a number of problems experienced by the traffic to and from this property, the City Council approved a variety of site improvements including paving and landscaping as proposed by a former owner. Those improvements were never accomplished and the paving that exists on the site was installed by the owner over a period of years in a relative haphazard fashion. - The present applicant has purchased the building, which has been vacant for approxi- mately two years, and intends to establish a real estate closing office. It has been determined that the setback requirements are met, and the applicant was informed that City policy does not allow the conversion of housing for business purposes without a complete revamping of the structure to meet applicable commercial use codes. The applicant has submitted architectural plans showing the necessary modifications to the building to bring it into compliance with commercial standards and an architect has certified that the building is structurally sound to contain such a use. Site plans have also been submitted which provide for proper parking and driving areas within ordinance standards for C-1 uses,and we will be prepared to discuss these in detail at the meeting. Our primary concern at this point is that proper delineation be provided in the driving and parking areas, especially at the rear, to assure a good traffic flow. One-way traffic is proposed from Brooklyn Boulevard, but two-way traffic is proposed on the west side out onto 61st Avenue North. It is at the point where the two-way traffic and the one-way driving lane intersect that our concern is focused. Approval would be subject to the following: 1. Building plans are subject to review by the Building Official with respect to applicable codes prior to issuance of permits. 2. Grading, drainage and traffic delineation plans are subject to approval by the City Engineer prior to the issuance of permits. 3.
