1) The present sign was approved as a variance by the
Cotmci.l on Novembers, 1965, with (briefly) the following
restrictions:
a) the sign shall not exceed 50 square feet in area;
b) the height of the sign shall not exceed 12 fees_;
c) no signing shall be on the sign structure from
zero to seven feet above grade;
d) the illumination of the sign from ground mounted
Lights shall not interfere with the use of the
adjacent roadway.
2} The original hearing on this application was held before
the Planning Commission on July 19, 1966. At that time,
the application was tabled by the Conuaission to allow
further study of the request. During this period in which
the application was tabled, one of the prime movers for
the alteration of the sign, the Kroger Store, entered into
discussion with Macey Sign Company, and the status of
the sign request became clouded.. The differences of
opinion on the form Lhe sic�m is to take have been
resolved, and Macey Sign Company woula again like the
Commission to considar the sign's alteration.
POINT'S TO BE CCK- SIDERED :
1) rChe sign sketch which has been submitted to illustrate
the proposed alteration to the sign measures slightly under
125 sT are feet in area. The overall height appears
to be in the neighborhood of 18 to 20 feet.

2) 'Ibe. request in relation to the Planning Coscmlission' s
January 5, 1967, draft sign ordinance.,
The proposed ordinance provides for freestanding signs
=or "individual detached establishment" and. for
"integrated developments", but not for:
a) two attached establishments (example: Red Owl Stores
building which houses a. Red Owl food store and a
Snyder Drug Store;
b) three or more attached buildings with less than
25,000 square feet: of total floor area (note:
the proposed ordinance defines an ii.tegrated
development as having a minirnum of 25,000 square
feet of floor area - Lynn Brook Shopping Center has
approximately 20, 000) .
If the standards of the "integrated conrmerci.al developments"
were applied to Lynn Brook, a freestanding sign not
exceeding 32 feet in height and 200 square feet in area
wouldbe perraissable. If the standards applicable to
"individual detached eatablishments" were to be applied,
the permissable freestanding sign could not exceed 1S feet
in height and 170 square feet in area.
Reference dimensions:
a) 861 feet -• centerline elevation of Osseo Road

center.

1) Macey Sign Company submitted an application (465055) in the fall of
1965 requesting that a monument type freestanding sign be allowed
to be Unlaced on the grass strip between their property and Highway
44152 This request was denied by the Council on October ll,, 1965
because it was felt the masonry sign would constitute a visual
traffic hazard,
2) Macey Sign Company made a second application for a freestanding sign
at Lynbrook Shopping Center (V65091) somewhat latex in the year,
This application requested a freestanding sign for the green strip
between their parking area and Highway 4152. but was not a monument
type. The following action was taken by the Village Council on
November 8 1965:
"Motion by John Leary and seconded by Earl Simons to uphold the
recommendation of the Planning Commission on Application No. 65091
submitted by Macey Sign Company and grant a variance from Section
35-330 of the Village Ordinance to permit a freestanding sign 8 feet
from the Osseo Road right-of-way and 40 feet south (along the right -.of
way) of the 22 foot wide driveway entering 6215 Osseo Road (Lot 1,
Block 1.. Ewing Lane Addition)., said-ariance to meet the following
conditions:
1. The sign shall not exceed 50 square feet in area on each
of the two sides:
2. The greatest height of this sign shall not exceed 12 feet
above the centerline grade of Osseo Road at this point (center-
line grade equals 861,00 feet above sea level or 673 feet above
sea level:
3. There shall be no sign message on the sign structure
between 861 feet above sea level and 868 feet: above sea level
(between 0 and 7 feet above centerline grade).
4. The illumination shall be from ground mounted lights near
the sign which do not interfere with the safe use of the
adjacent roadway

POIWI S TO BE CONSIDERM :
1) Since the time of the approval of the freestanding sign described
above, the sign has been installed and the tenants of the shopping
center have expressed a desire that the sign be improved by the
addition of the individual shop names and the addition of a Kroger
emblem along with some other minor .revisions, These revisions
would increase the area of the sign to approximately 65 square
feet which would be ivell within the square footage limitations
which the Commission has envisaged in the forthcoming sign ordinance
The present proposal of the sign ordinance would allow a free--
standing sign on each collector or arterial street the develo?,ment
abutts, each sign not exceeding one percent of the gross floor
building area in the development or 250 square feet whichever is
smaller, and not more than 32 feet above ground level (gross floor
area in this case is 20;120 square feet) Individual establishments
within an integrated development would also be allowed signs -
