Request: Special Use Permit (Amendment)
The applicant is seeking site and building plans for a major upgrading and re-
modeling of the existing A and W Drive-in which is a special use in the C-2
district. The basic proposal is to add a dining room of approximately 100 seats
and a variety of related site improvements including curb and gutter, landscaping
additional parking and.site lighting. It is the applicant's intent to maintain
approximately 24 drive-in parking stalls with the electronic call -in stations.
We strongly recommend, and the plans do indicate that an automatic fire extinguish-
ing system be installed in the building which would, upon remodeling, exceed the
2,000 sq. ft. gross floor area requirement of the ordinance. It is also significant
that the ordinance specifically disallows the use of the drive-in parking stalls
for credit to the inside parking. The applicant's plan comprehends it and we will
be prepared to discuss it further.
The Director of Public Works will be prepared to discuss the site layout and
access and drainage features.
A public hearing has been scheduled.
Approval would be subject to at least the following conditions:
1. Building plans are subject to review and approval by the Building
Official with respect to applicable codes prior to issuance of
permits.
2. Drainage, grading, curbing and utility plans are subject to
approval by the City Engineer prior to the issuance of permits.
3. Performance Agreement and supporting financial guarantee (in
an amount to be determined by the City Manager) shall be submitted
to assure completion of approved site improvements.
4. The special use permit is subject to all applicable codes,
regulations, and ordinances including special licensing
requirements and violation thereof may be grounds for revocation.
5. All outside mechanical equipment equipment and trash disposal
facilities shall be appropriately screened.
6. The building shall be equipped with an automatic fire extinguishing
system as specified on the approved plans.
7. An underground sprinkling system shall be installed in all land-
scaped areas as specified in the Zoning Ordinance.
