No. 65062 DATE-. August 26, 1965 As the members of the planning Commir_ ssion are aware, the caracter of the subject property has been affected try lithe realignment of new Osseo Road to the east between County Road No. 10 and T. H. 4100„ The effect of the realignment has, in my opinion, been SLch as to enhance the residential character of those properties abutting the nest s:i.de of old Osseo Road, This opinion is based upon the fact that a minimum 50 foot elide green strip se,arates the old Osseo Road pavement faom the new Osseo Ruad and an effort has been mae'_•e to 1 lnilt the amourt of c irect connectin:is between old and new Osseo iioad to two points --one at signalized 55th 1, :: .:• and one at the signalized inter- section of County Road WO and neni Csset; Road The complex intersection of old and new Osseo ?load at Count; Road V-10 was deemed acceptable: from a traffic movement vieeupoint only if the aree c"Dut—Ang the west sine of old Osseo Road were to retain an essenticlly residential character rc°::_t trafs is generating potential. It should also be recognized that a large residential neighborhood roughly bounded by 50th Avenue. Twin Lake, 55th Avenue, and old Osseo Road l will be dependent upon access to new Osseo Road via 53rd Avenue to oid v Osseo Road, thence northward on old Osseo Road to the signalized inter- section of 55th and new Osseo Road, More intense land uses along old Osseo Road, with accompanying large traffic generating potential, will Serve only to congest and inconvenience ingress and egress to the large residential area_ it is recognized that four activity land uses presently exist i►i the immediate vicillity--Northport School, Northport Park, a municipal library, and a small Doctor's clinic. Of the four uses, however, the sclool, park and library are almast universally accepted as compatible with a residential neighborhood and are so recognized in our present ordinances. The small Boctor's clinic would not appear to provide a substantilal base uron t.hich to expand the land uses along old Osseo Road to Include office buildings and other R-B uses with subsequent pressures for retail oriented uses NORTHPORT M40 0 L 53 )t,D A V E. g_ r------"-' h 30 s0 I
