Location: Northeast Corner of 59th Avenue North and Brooklyn Boulevard Request: Site and Building Plan Approval The applicant proposes the construction of an approximate 1800 sq. ft. remote banking facility on this C-1 site which would also contain initially six drive -up stalls with the potential for two additional stalls. This would be a remote banking facility in support of the First Brookdale State Bank at 56th and Brooklyn Boulevard. The plans appear to be in order and the architect has paid particular attention to the ordinance greenstrip and buffering requirements for a C-1 development, especi- ally where it abuts single-family residential such as on the east. The site is well landscaped, although the Commission may want to look at the provision for additional trees, perhaps, since there are none of any hardwood long- lived variety on this site. At the present time, there is a dense underbrush and some older trees along the Beard Avenue site and their viability is questionable. The Director of Public Works will be prepared to comment on future possible traffic patterns in this area, but we do not see that this use will generate a substantially greater intensity in the residential neighborhood. The use is oriented to Brooklyn Boulevard with the primary entrance off 59th Avenue North, and the primary exit onto Brooklyn Boulevard. There is no entrance or exit onto Beard Avenue. The development is being proposed as a "financial institution" as provided for in the C-1 District. Research of this application indicates that whereas all of the banks and savings and loan institutions in the City are located in the C-2 zone, neither the C-2 zone or the C-1 zone permitted uses comprehend banks, per se. It is our opinion that this proposed facility represents a good use of this property and represents a less intense use than an office or medical building. Due to its service nature (it is not intended that full banking services will be available on the site, but rather the use is oriented to the drive -up customer). This use does not represent the retail character of the other commercial banks in the City. Approval would be subject to the following conditions: 1. Building plans are subject to review and approval by the Building Official with respect to applicable codes prior to issuance of permits. 2. Grading, drainage, utility and berming plans are subject to approval by the City Engineer prior to the issuance of permits. 3. A Performance Agreement and supporting financial guarantee (in an amount to be determined by the City Manager) shall be submitted to assure completion of approved site improvements. 4. Prior to occupancy,the property shall be replatted by formal plat or registered land survey into a single tract or lot as required by the Zoning Ordinance. 5.
