STAFF COMPEtNTS :
1) If there were any foreseeable possibility that these properties
would be ow2ed by separate owners, thereby removing access to
the west side of the proposed building, we should question
seriously the granting of this variance; there does not seem
to be this possibility, at least for many years to come.
